Introduction: U.S. Navy service members are primarily between the ages of 18 and 30 years and often required to be outside for extended periods of time in geographical locations with increased and often unfamiliar ultraviolet indexes that collectively increase their risk for skin cancer. Skin cancer is the country's most common form of cancer, yet there is a paucity of skin cancer prevention literature, especially within the U.S. Navy. Despite persistent scientific consensus urging immediate action, political polarization, and skepticism have hindered effective climate change mitigation, especially in the United States. This paper explores the factors influencing climate change attitudes among different groups, focusing on right-wing affiliates and Christian believers. Drawing on the Anti-Reflexivity Thesis (McCright and Dunlap, 2001-2010) and Information Processing Theory (Wood & Vedlitz, 2007), we investigate the effects of individual characteristics, including partisan ideology, party identification, educational attainment, and Christian faith. New estimates from the 2022 Elder Index^TM suggest that nearly half of older adults living alone, and one out of five older couples, lack the financial resources required to pay for basic needs. We compared household incomes for adults age 65 and above living in one- and two-person households to the 2022 Elder Index for each state to calculate Economic Insecurity Rates (EIRs), the percentage of independent adults age 65 or older with annual incomes that do not support economic security. This article looks at the United States’ federal H-2A Temporary Agricultural Visa Program and reforms proposed by the Farm Workforce Modernization Act. In this policy analysis, we draw on media content analysis and qualitative interviews to compare the viewpoints of farmers, workers, grower and worker advocacy groups, intermediary agents, and politicians. We find that perspectives on the program are dependent upon actors’ level of direct interaction with workers. Moderate-sized farmers and regionally based worker advocacy groups tend to be the most concerned with day-to-day program operations and fair working conditions. Improved biosecurity is needed to mitigate adverse biodiversity, economic and human health impacts associated with pathogen transmission through the herpetological trade. The study of disaster-specific leadership of female university students has been largely neglected, especially during on-campus emergency eviction and evacuation. Based on the COVID-19-triggered, on-campus evictions across Canada and the United States, this cross-national partnership examined the out-of-province/state and international female university students’ leadership during the entire eviction process. Through in-depth interviews, this study revealed the female university students’ leadership behaviors during three stages: (1) pre-eviction: their self-preparedness formed an emotional foundation to support others; (2) peri-eviction: their attitude and leadership behavior enabled them to facilitate (psychologically and physically) their peers’ eviction process; and (3) post-eviction: they continued to support …

This essay examines how US Cold War policy toward all of Southeast Asia arose from American suspicions that the region's Chinese diaspora would align itself with the Chinese communists against the west. In so doing, it explores how US distrust of the Chinese diaspora fell in step with a longer imperialist tradition practised not only by the European powers for centuries, but also the Japanese Empire during its brief ascendancy during World War Two. Uber has attracted the attention of economists and policy makers for its innovations in the taxicab market and its potential for significant consumer welfare gains. The size of this gain depends in part on whether these innovations permit transactions previously costly or infeasible. Using New York City — the largest taxi market in the country — as its context, this paper estimates the level of any technological advantage Uber has over hail taxis in matching to consumers. Local leaders possess significant and growing authority over refugee resettlement, yet we know little about their attitudes toward refugees. In this article, we use a conjoint experiment to evaluate how the attributes of hypothetical refugee groups influence local policymaker receptivity toward refugee resettlement. We sample from a novel, national panel of current local elected officials, who represent a broad range of urban and rural communities across the United States. We find that many local officials favor refugee resettlement regardless of refugee attributes. However, officials are most receptive to refugees whom they perceive as a strong economic and social fit within …

In light of the Covid-19 pandemic, the Federal Open Market Committee (FOMC), while taking more aggressive actions, seems to have stuck more or less to the standard playbook of responding to “unusual and exigent circumstances”. This essentially calls for slashing conventional policy rates to their effective lower bound, accompanied by forward guidance, embarking on asset purchases, rolling out emergency liquidity facilities and experimenting with lending programmes. But policymakers, with the required US Treasury backstop, have also introduced more creative programmes to encourage credit extension and reached into different market segments.

Abstract

Managers are challenged with the impact of problematic plants, including exotic, invasive, and pest plant species. Information on the abundance, distribution, and location of these plants is essential for developing risk-based approaches to managing these species. Based on surveys conducted in 2006, 2009, 2013, and 2017, Heartland Inventory and Monitoring Network staff and contractors identified a cumulative total of 20 potentially problematic plant species in Homestead National Monument of America (NMA). Of the 13 species found in 2017, we characterized 4 as very low frequency, 4 as low frequency, 2 as medium frequency, and 3 as high frequency. Only …

Data were collected at one site to provide park managers with information about the acoustical environment, sources of noise, and the existing ambient sound levels within the monument. This deployment also captured acoustic conditions during the total solar eclipse on 8/21/2017. (Results of the eclipse monitoring effort are provided in Appendix B.)

In 2001, the Heartland I&M Network initiated breeding bird surveys on Tallgrass Prairie National Preserve, Kansas, to assess the ecological integrity of the preserve’s habitat. Birds are an important component of ecosystems and can serve as good indicators of habitat change in an ecosystem. In the 17 years of bird surveys at the preserve (2001 to 2018, excluding 2003), there were 2,089 plot visits and 119 different bird species recorded, 96 of which have the potential to breed within the preserve. Much literature on federalism and multi-level governance argues that federalist institutional arrangements promote renewable-energy policies. However, the U.S. case supports a different view, that federalism has ambivalent effects. The National Park Service (NPS) Natural Resource Condition Assessment (NRCA) Program administered by the NPS Water Resources Division evaluates current conditions for important natural resources and resource indicators using primarily existing information and data. NRCAs also report on trends in resource condition when possible, identify critical data gaps, and characterize a general level of confidence for study findings. This NRCA complements historic resource assessments, is multi-disciplinary in scope, employs a hierarchical indicator framework, identifies and develops reference conditions/values for comparison against current conditions, and emphasizes spatial evaluation of conditions and GIS (map) products.

This report presents the results of the Northern Great Plains Inventory and Monitoring Network (NGPN) and Northern Great Plains Fire Ecology Program (NGPFire) vegetation monitoring at Wind Cave National Park (WICA) in 2019. This was the ninth year of combined monitoring efforts.

Crew members from NGPN visited 18 long-term monitoring plots to collect data representing the plant communities at WICA. The NGPFire program collected pre- and post-burn data from an additional 37 plant community and forest structure monitoring plots.
