On November 4, 2009, an Italian court found a group of Italian military intelligence agents, operatives from the Central Intelligence Agency and a U.S. Air Force (USAF) officer guilty of the 2003 kidnapping of terror suspect Abu Omar. Thrown in a van on the streets of Milan, the abduction took Abu Omar from Italy to Egypt, where he was allegedly tortured and interrogated about his role in recruiting fighters for extremist Islamic causes, including the insurgency in Iraq. According to investigation report and the observation of accident point, the accident occurred in un-cleared area within the minefield. The deminer was returning back from the rest area to resume the work in his clearance lane, he entered into the minefield, stepped on PMN2 anti-personnel mine and accident happened. At the end of October, the Arkansas Department of Education released annual adequate yearly progress (AYP) figures for Arkansas schools. These results are based on benchmark and end-of-course test scores in math and literacy for both overall populations and subgroups within schools. Marginalized Stakeholders And Performative Politics: Dueling Discourses In Education Policymaking, Celina Su

American urban education policy debates pivot around dueling lines of discourse on what ails inner-city youth; such students are portrayed as emblems of a largely African-American and Latino ‘culture of failure’, even as their voices remain largely absent from debates about them. In response, youth-led organizations attempt to forward youth as political stakeholders. I draw upon ethnographic data from two such organizations to examine the performative aspects of their campaign work. I focus on how they engaged in (1) counter-scripting, to imagine themselves as political stakeholders and substantively prepare themselves for their new roles, and in (2) counter-staging, to gain …

Plug-in Hybrid Electric Vehicles (PHEVs) will soon start to be introduced into the transportation sector, thereby raising a host of issues related to their use, adoption and effects on the electricity sector. Their introduction has the potential to significantly reduce carbon emissions from the transportation sector, which has led to government policies aimed at easing their introduction. If their wide-spread adoption is set as a target it is imperative to consider the effects of existing policies that may increase or decrease their adoption rate. On the 13th Dec 2010 at 10:37, the deminer [Victim No.1] was operating in his clearance lane excavating a detected signal, his prodder touched on a subsurface tripwire of POMZ mine which caused it to explode. According to the investigation report the signal was not pinpointed correctly and the de-miner has used pick in contrary to set procedure, during the excavation, he pulled the subsurface tripwire connected with POMZ mine. The accident resulted in superficial injuries to deminer’s hands, left thigh and left side of abdomen.

U.S. health care delivery and administration have undergone transformations that create an expansive demand for health information technology. The concepts put forth in health care reform are reliant on an evolving health information technology infrastructure and the successes of both are dependent on consumer/patient "trust". Every action is interdependent. Each decision is a balance between ease of use, privacy and security concerns of consumers/patients, practicality, costs and political will. The goal is finding the best balance within an appropriate legal framework at the state and federal level so the pieces fit into one complete picture when implemented.

The deminer was busy with clearance in M/F No3, Lane No1 and had an indication from his F3 mine detector. He then carried out the prodder drill investigating the signal and the mine detonated. It is unclear at present why the No4 A/P mine detonated. It appears that the mine was slightly outside the 10cm overlap of the basestick but this could not be confirmed due to the movement of the marking rocks and base stick when the blast occurred.

Change has been an integral part of the American education system since the 1830s (Lucas, 1999) when universities began preparing students to teach. Over the past 20 years, changes including federal mandates (Disabilities Education Act, 1990; No Child Left Behind, 2003) and increasing diversity in school populations require a responding sensitivity from classroom teachers. In the midst of challenges that these changes present, teachers are increasingly asked to do more.

Sources Of Altruistic Calling In Orthodox Jewish Communities: A Grounded Theory Ethnography, Stephen J. Linenberger

This study of altruistic calling the Orthodox Jewish community began with a line of inquiry, grounded in previous hypotheses and studies of factors that motivate altruism in the general population, including empathy, unintended consequences of altruism, altruistic role modeling, collectivism, and principlism. Counter to past research suggesting altruism is activated along an empathy-altruism path (Batson, et al., 2007) the findings of this study revealed a consistent low empathy response by participants when asked about their feelings about those in need. However, when asked to describe outcomes of helping situations, there was a consistent high empathetic joy response, indicating the helper …

In an article in the Wall Street Journal, Arthur Laffer argued that, since 1960, the introduction of state income taxes reduced the relative size of a state’s gross state product and its relative per capita personal income. This paper criticizes Laffer’s conclusions on a number of grounds. 1. He uses incorrect figures for per capita income. In fact, relative per capita income rose in a majority of states that introduced an income tax since 1960. 2. To thrive in 2020, we must conceive of the field of public administration in the broadest possible terms. Phenomena that typically have been treated peripherally in our literature are emerging center stage in recent years, confirming that the “old” boundaries of our discipline do not reflect contemporary reality. After reviewing three key developments—the rise of mixed and nongovernmental institutions in public policy, the increasing importance of market mechanisms, and the assertion of meaningful global regulation—an argument is made for a broader reconception of “publicness” that goes hand in hand with the embrace of governance in lieu of administration.

The Supreme Court’s Leegin decision has now brought the rule of reason to all purely vertical intrabrand distribution restraints. But the rule of reason does not mean per se legality and occasions for anticompetitive vertically imposed restraints may still arise. Of all those that have been suggested the most plausible are vertical restraints imposed at the behest of a powerful dealer or group (cartel) of dealers.

Although a vertical distribution restraint resembles a dealer cartel in that both limit intraband competition, a manufacturer restraining the distribution of its product shuns the excess dealer profits a dealer cartel would seek. Accordingly, …

Economists are often called on to help address pressing problems of the day, yet many economists are uncomfortable about disclosing the values that they bring to this work. This essay explores how an inadequate understanding of the role of methodology, as related to ethics and human emotions of concern, underlies this reluctance and compromises the quality of economic advice. The tension between caring about the problems, on the one hand, and writing within the existing culture of the discipline, on the other, are illustrated with examples from U.S. policymaking, behavioral economics, and the economics of climate change and global poverty. …
