Twenty-five percent of the U.S. population is black, Hispanic, or Native American, whereas only 6.1 percent of the nation’s physicians come from these backgrounds. Students from these minority groups simply don’t get into medical school as often as their majority peers, which results in a scarcity of minority physicians. This inequity translates into suffering and death, as documented by the Institute of Medicine. Poorer health outcomes in minority populations have been linked to lack of access to care, lower rates of therapeutic procedures, and language barriers. Since physicians from minority groups practice disproportionately in minority communities, they are an important …

With this study, a cross disciplinary team of the Center for Construction Policy Research has taken a first and significant step in documenting employee misclassification in the Massachusetts construction industry. This report documents the dimensions of misclassification and its implications for tax collection and worker compensation insurance.

Misclassification occurs when employers treat workers who would otherwise be waged or salaried employees as independent contractors (self employed). Or as one report commissioned by the U.S. Department of Labor put it, misclassification occurs “when workers (who should be) getting W-2 forms for income tax filing instead receive 1099- Miscellaneous Income forms.”

The idea that there is a tension between antitrust and the intellectual property laws is readily exaggerated. The tension that exists results mainly from our uncertainty about the optimal amount and scope of IP protection. In general, antitrust draws clearer lines than intellectual property law does, although one should not push the point too far. Antitrust policy as manifested in the courts has achieved a fair amount of consensus today. By contrast, deep uncertainty remains about fundamental questions concerning the socially optimal outcome of IP disputes. The University of Nebraska Public Policy Center recently surveyed hospitals across Nebraska to evaluate behavioral health readiness in the event of a disaster, act of terrorism (including bioterrorism) or other mass-casualty incident. The survey also asked about hospitals’ ability to effectively coordinate with other emergency service providers, such as law enforcement, in the event of a critical incident.

Behavioral health readiness refers to a hospital’s capacity to effectively manage and respond to the psychological needs of patients, staff, and their families resulting from a large scale event or emergency. In many hospitals in Nebraska this capacity is not maintained internally …

Since roughly the beginning of the Reagan administration the left wing of the Democratic senatorial cohort has enjoyed remarkable success in disparaging Republican nominees to the federal judiciary as mere "conservatives". Its argument has been that those nominees would decide cases on everything from abortion to economic regulation on the basis of their "conservative" policy preferences. Sadly, as a general rule, the conservatives have allowed the Democrats to get away with this distortion.

The Adaptiveness Of Punishing Behavior: A Baseline Study, Levente Littvay

This study sheds light on the current patterns of punishing behavior. Experimental work with ultimatum bargaining shows that individuals have a high sensitivity to fairness, and when taken advantage of, are willing to endure costs to punish deviant behavior. Third party observers of the unfair behavior asked to represent ultimatum recipients are more hesitant to engage in such punishment. This becomes ever more puzzling when we consider individuals’ high value of their own reputation in similar settings. This leaves both rational choice modelers and political psychologists puzzled. Beginning in 1998, the reports’ geographic scope was expanded t o include an examination of mortgage lending patterns in 27 cities and towns surrounding the city of Boston. In last year’s report, the geographic coverage was further expanded to include a total of 108 communities.

In response to growing public concern about childhood obesity, the 2003 Arkansas General Assembly passed a measure requiring that school officials measure and report to parents each student’s body mass index (BMI) annually (§20-7- 135). Beginning in the 2003-2004 school year, schools were required to do the following: • include as a part of a student health report to parents an annual body mass index percentile by age for each student; and • to annually provide parents with an explanation of the possible health effects of body mass index, nutrition, and physical activity. This case study describes the mine detection dog (MDD) training programme used by Norwegian People's Aid (NPA) in its Global Training Centre (GTC) in Bosnia and Herzegovina. Deminer [the Victim] started demining in his lane no. 47. He set off a P4 MK1 antipersonnel mine with his right foot by stepping on it 07:10 am. Explosion occurred 2 meters from the end of the 27 meter long cleared lane in already cleared area. Deminer fell down to his front. He was not injured except for small scratch in his little finger due to falling. His boots did not suffer any damage.

This paper lays out some of the basics of a language-based, person-centered, or agentic model of practice for nonprofit organizations, voluntary action and philanthropy within the emerging domain of commons theory. Six principles are identified for the practice of commons. Two threats to the production of common goods - bureaucratization and colonization of the life world - are discussed and evaluated as limitations of the practice of commons.
