Previous studies on the use of social media (SM) during the COVID-19 pandemic have focused on the use in sustaining academic communication. This study aimed to assess the association between SM and the ease of transitioning to online classes during the COVID-19 pandemic using survey data from 872 undergraduate students. The findings showed that Snapchat and Instagram were the most preferred social media sites among participants. Compared to students who use SM for <2 hours a day, use for > 5 hours (AOR= 2.44; 95% CI, 1.13 – 5.25) or 3 to 5 hours a day (AOR = 2.01, 95% CI 1.06-3.81) increased the odds of easily …

Extreme events, such as natural or human-caused disasters, cause mental health stress in affected communities. While the severity of these outcomes varies based on socioeconomic standing, age group, and degree of exposure, disaster planners can mitigate potential stress-induced mental health outcomes by assessing the capacity and scalability of early, intermediate, and long-term treatment interventions by social workers and psychologists. However, local and state authorities are typically underfunded, understaffed, and have ongoing health and social service obligations that constrain mitigation and response activities. The Louisiana Department of Children and Family Services, Child Welfare Division (CWD), in partnership with the Quality Improvement Center for Workforce Development (QIC-WD) conducted a needs assessment of their child welfare system. The needs assessment indicated high caseloads and administrative tasks were barriers to caseworkers’ ability to support families, engage clients, determine root causes of maltreatment, and implement timely services. Furthermore, surveys conducted with caseworkers revealed that they perceived their jobs as highly complex - requiring a wide range of tasks, a variety of specialized skills, and a high degree of information processing. This study provides evidence for a non-linear and weakly monotonic relationship between school quality and house prices. Using Fremont, California, as the study area, the regression analysis shows that homeowners are unwilling to pay a premium for an increase in school quality from low to medium quality. However, they are willing to pay a) a large premium when all schools are top-quality schools and b) a premium for access to nationally-renowned schools, which is in addition to the premium for top-quality schools. COVID-19 exacerbated existing problems with housing affordability in the United States, particularly for Black and Hispanic renters. To curb these financial hardships, Congress created the Emergency Rental Assistance (ERA) program, but ERA rollout has been slow and inconsistent. This brief describes geographic differences in ERA spending across the U.S. and encourages states and localities to adopt policies that increase program eligibility and streamline fund disbursement.

Singapore's juvenile recidivism rate has climbed by around 5% since 2013, putting the country at risk of increased youth crime. With several mandatory rehabilitative programmes classified into two categories, Community-Based Rehabilitation (CBR) and Institutional-Based Rehabilitation (IBR), it is unclear whether the mandatory individual rehabilitative programmes for offenders were actually effective in achieving their corrective goals. In this brief, we examine Arkansas’ students’ ninth-grade GPAs and their relationship to high school graduation and college enrollment. We follow seven cohorts of Arkansas first-time freshmen who were still enrolled in twelfth grade four years later. We find ninth-grade GPAs strongly influence future academic successes. We suggest policies to help all freshmen succeed.

Senior centers/COAs in Massachusetts remained largely operational through the height of the COVID-19 pandemic, and continued to assist older adults in the community. With the introduction of a vaccine, return to ‘normal’ operations has become more feasible. By mid-2021, senior centers were returning to some in-person operations and continued adaptations for safety, including mask-wearing, limiting capacity, fewer walk-ins, and increased hand sanitization availability.

In early 2021, access to a COVID-19 vaccine was prioritized for older adults and people with multiple co-morbidities. Between high demand and emerging supply, and new systems for booking a vaccine appointment, many people had challenges getting an appointment. In busy metropolitan areas, traffic restrictions based on the last digits of license plates effectively ease traffic jams and improve air quality. Recently, policy-makers in China exempted battery electric vehicles (BEV) from traffic restrictions to promote their diffusion in place of conventional vehicles (CV). To examine the impacts of such an exemption on consumers and manufacturers as well as the environment, this study models the duopoly competition between BEV and CV manufacturers as a Cournot game. Expansion of subway networks helps to enhance connectivity and matches of people by facilitating their mobility. Using rapid expansion of the Beijing subway from 2000 to 2018, we analyze its impact on collaborative matches in innovations. We find that an hour reduction in travel time between a pair of locations in Beijing brought a 15% to 38% increase in collaborated patents. Far-apart location pairs were more affected, and the local average treatment effect is approximately 35% to 82%. Such effect is mainly driven by increased matches among highly productive inventors due to complementarity between inventors’ productivity and travel time. At …

Any policy requires a ‘frame’ and, by the same token, entails an ‘overflow’, externalizing a certain part of the world as irrelevant. This mundane business of policy framing and overflowing became an urgent matter of concern in Japan in March 2011, as the Fukushima nuclear disaster exposed how the existing frame of nuclear safety had permitted the fatal overflow of severe accident management. In fact, despite the creation of the new regulatory agency in September 2012, the post-Fukushima frame of nuclear safety continued to externalize off-site evacuation planning – a key component of severe accident management – until March 2015. …
