Workforce development has been a keystone in the discussion of economic diversification of Las Vegas for decades. The leisure and hospitality industry is the lifeline for the Southern Nevada economy due to the reliance on tourism as the city’s main economic driver. The leisure and hospitality industry requires physical labor and more face-to-face customer interaction than other employment sectors. Thus, these jobs often do not require high educational attainment, but rather sharp soft skills like effective listening, nonverbal communication, and negotiation strategies. Vocational Training Programs And Youth Labor Market Outcomes: Evidence From Nepal, S Chakravarty, M Lundberg, Plamen Nikolov, J Zenker

Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …

The urban/rural divide is pervasive in policy-making in Nebraska. In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. Often, economic development policies include locational considerations which give areas such as rural areas and economically distressed areas greater weight when distributing program funds. In my study, I investigate whether constituency or party has a greater impact on the legislative behavior of Nebraska state legislators when voting on economic development and environmental legislation. In 2010, GICHD initiated a project on landmines and land rights in conflict affected contexts. The purpose of the project was to strengthen the capacity of mine action organisations to prevent and respond to land-related conflict before, during and after mine action operations. This report describes the outcome of case study research of consolidated dispatch centers in the state of Ohio. Each case study includes descriptions of the governing and operating structure, consolidation process, funding and fee structure, and the successes, challenges, and lessons learned by each entity. The results suggest that while the experiences among consolidated dispatch centers varied, the elements that should contribute to a successful transition are building strong relationships, involving a center director and other stakeholders (including affected employees) in the planning process, having a willingness to compromise, providing training for dispatchers developing of standard operating procedures, and establishing …

This thesis evaluates economic development, planning, public policy, and business strategies to create successful business incubators in Massachusetts’ post-industrial cities. These post-industrial cities in Massachusetts are dubbed “Gateway Cities” because they were once the economic engines of the region as well as areas of entry for many foreign-born residences to live and work. These cities have been recently plagued by high unemployment, poverty, and low business investment as many businesses, especially manufacturing, have located elsewhere. In continuation of its generous support to the Regional Initiative for Sustainable Economy Programme, known as RISE, the Government of Japan has agreed to extend the duration of the programme until June 2007. This USD 12.7-million programme is fully funded by the Government of Japan under the Peace Building Grant Aid scheme, and has been in operation in Balkh, Nangarhar and Kandahar provinces. The actual implementation of the RISE activities started in March 2006 initially for the period of one year, and was recently extended until June 2007. This report describes results from research conducted by the Center for Public Management (PM)of the Maxine Goodman Levin College of Urban Affairs at Cleveland State University to gain an understanding of the relationship between the supply and demand sides of Northeast Ohio’s Information, Communications, and Technology (ICT) market, and how supply and demand communicate to provide the skilled ICT workers needed by ICT-related employers. The 243-acre property is currently in operation as a gravel and sand operation and asphalt processing plant in Lenox Dale, north of Lee center.
