For the first time in the thirty years of mine action in Afghanistan, as part of an initiative of the United Nations Mine Action Service (UNMAS), in June 2018 a mixed-gender demining team was deployed by the Danish Demining Group (DRC-DDG) to clear landmines in Bamyan Province, in the central highlands of the country. A minefield was successfully cleared in six months. Following the success of the first project, in 2019 the same demining team was deployed once again to Bamyan to clear other hazards, including the last known minefield in the province. This study probes the limits and possibilities of US military efforts to facilitate the transition from warfighting to nation-building. Most comparative studies conceive the complexity of this transition along a spectrum from conflict to humanitarian assistance to post-conflict stabilization. While the last two stages have often been interpreted as a coordinated act of civil-military ‘nation-building’; the spectrum, in fact, represents an ideal type simplification. At one level, outcomes depend on the players involved, including: sovereign nations, national militaries, international and regional institutions, UN peacekeepers, private security contractors, and non-governmental humanitarian providers, among others. Barack Obama attempted to recalibrate presidential rhetoric on the terror threat. He made far fewer speeches about terrorism than George W. Bush did. Yet, despite some efforts to the contrary, he continued many of Bush’s policies—and in the case of targeted assassinations using drones (unmanned aerial vehicles), went further than Bush. The analysis of Obama’s rhetoric on terrorism shows a president who both wants to distance himself from his predecessor and one who wants to be seen as tough on terrorism. In the final analysis, Obama’s rhetoric and policies hewed rather closely to George W. Bush’s. This chapter raises questions …

When President Donald Trump took office in January, it was unclear whether the bombast from his campaign would translate into an aggressive new strategy against terrorism. At campaign rallies he pledged to “bomb the hell” out of the Islamic State. He openly mused about killing the families of terrorists, a blatant violation of the Geneva Conventions, which prohibits violence against noncombatants.

GICHD delivered an advanced level training course on ammunition identification and disposal in Kabul, Afghanistan on 16-29 April 2016. The focus of the course was to build on existing skillsets and improve the knowledge of the characteristics of NATO and other ammunition encountered in Afghanistan.

By not offering a formal IMAS explosive ordnance disposal (EOD) qualification and associated testing protocols, the course curriculum allowed flexibility. On the first day the program was customised to the assessed needs of the attendees, based on the feedback from interviews with them all. Over the past decade-and-a-half of continuous warfare by the United States in Iraq, Afghanistan, the Philippines, and Africa, lethal drone strikes have assumed a critical role in the expeditious, time-sensitive environments which U.S. military personnel and private security contactors find themselves operating in. The number of Iraqi refugees resettled in the United States has grown from only 202 in 2006 to approximately 17,000 in 2009. Since 2007, 58,810 Iraqi refugees have arrived in the United States. This group now forms the largest refugee population in the state of Massachusetts. At the same time, a large number of veterans are returning from Iraq and Afghanistan.

This project recognizes the increasing need for dialogue and exchange with and within these communities and a further need to broaden understanding of the cultural influences on our changing communities.

Research Brief: "Civilian Employment Among Recently Returning Afghanistan And Iraq National Guard Veterans", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This brief shows the impact of OIF and OEF National Guard and Reserve veterans' mental health problems on their likelihood of employment. This study, unusually, found that less than half of the surveyed National Guard and Reserve service members had obtained employment by 45-60 days post-mobilization, despite their possible mental health problems. Suggestions for future research include gathering information from all potential survey participants, as well as service members entering the civilian workforce, beyond the first 45-60 days post-deactivation, rather than within this period.

Education for children with disabilities in Afghanistan, particularly disabled girls, continues to lag behind despite laudable efforts of the Ministry of Education to promote universal access for all. The opportunity for education constitutes not just a means of achieving learning outcomes but also a space for social interaction, individual development and psychosocial support, which are paramount in Conflict Affected Fragile States (CAFS). Disability and poverty have a complex and interdependent relationship. It is commonly understood that persons with disabilities are more likely to be poor and that poverty may contribute to sustaining disability. This interdependency is revealed not only through an examination of poverty in terms of income but also on a broader scale through other poverty related dimensions. Just how robust is this link? This paper compares data collected from household surveys in Afghanistan and Zambia, and explores the potential link between multidimensional poverty and disability. This paper analyses equity in health and healthcare utilization in Afghanistan based on a representative national household survey. Equitable access is a cornerstone of the Afghan health policy. We measured socioeconomic-related equity in access to public health care, using disability– because people with disabilities are poorer and more likely to use health care – and a concentration index (CI) and its decomposition. The socioeconomicrelated equity in healthcare utilization was measured using a probit model and compared with an OLS model providing the horizontal inequity index (HI). Capabilities Perception Of Well-­‐Being And Development Effort: Some Evidence From Afghanistan, Jean-Francois Trani, Parul Bakhshi, Cécile Rolland

This paper examines the relationship between capabilities, well-being and the impact of development efforts in Afghanistan. Using data from a nationally representative survey, we argue that very vulnerable groups maintain a positive perception of well-being by referring to collective values and practices. Our data suggest that deprivation of individual basic capabilities does not systematically lead to a low perception of well-being if individuals have access to other capabilities such as love and care and participation in the community affairs. Nevertheless, access to basic capabilities remains crucial in order to ensure that social norms and expectations cease to constitute constraints and …

On 31 August 2007 the Netherlands Government (NG) decided to fund the Danish Demining Group (DDG) mine action activities in Somaliland, Sudan, and Afghanistan. The funding agreement runs from January 2008 to December 2011 and NG and DDG had preliminary discussions on the continuation of the project. The NG Decision of 31 August 2007 foresees an external evaluation initiated by the grant recipient.
