Estimation Of Spatial Models With Endogenous Weighting Matrices And An Application To A Demand Model For Cigarettes, Harry H. Kelejian, Gianfranco Piras

Weighting matrices are typically assumed to be exogenous. However, in many cases this exogeneity assumption may not be reasonable. In these cases, typical model specifications and corresponding estimation procedures will no longer be valid. In this paper we specify a spatial panel data model which contains a spatially lagged dependent variable in terms of an endogenous weighting matrix. We suggest an estimator for the regression parameters, and demonstrate its consistency and asymptotic normality. We also suggest an estimator for the large sample variance-covariance matrix of that distribution. We then apply our results to an interstate panel data cigarette demand model …

The study is organized as follows. First, the facilities and programs at Garvan Woodland Gardens are described in detail. Next, information on visitor and member counts, employment and volunteers, and financial information from the Gardens are provided. Finally, the results of the economic impact analysis from the IMPLAN input‐output model are presented for employment, value‐added, and output impacts on the Hot Springs area and the state of Arkansas. Through various waves of reform, the European Union's Common Agricultural Policy remains inefficient without meeting all of its stated goals. The MacSherry reforms of 1992 resulted in the opposite of what leaders intended: higher spending and a growing bureaucracy. Later in the 1990s, Agenda 2000 slashed its originally planned cutbacks after farmers protested. Though support exists for reducing spending on agriculture, market intervention remains.

Upjohn Institute Working Papers

This paper simulates job and fiscal impacts of Michigan’s MEGA tax credit program for job creation. Under plausible assumptions about how such credits affect business location decisions, the net costs per job created of the MEGA program are simulated to be of modest size. The job creation impacts of MEGA are simulated to be considerably larger than devoting similar dollar resources to general business tax cuts. The simulation methodology developed here is applicable to incentives in other states.

In 2008, the Center for Business and Economic Research released a study that estimated the economic impact of projected Fayetteville Shale activities from 2008 to 2012. This updated report revisits the assumptions of the initial study, reviews the impact of actual activities in the Fayetteville Shale from 2008 to 2011, and delivers some insights into projected impacts for 2012.

Exploration and production of natural gas in the Fayetteville Shale area generates direct effects from drilling wells and causes the need for supporting activities such as construction, transportation, storage, and distribution. This study calculates the Human Opportunity Index (HOI) proposed by de Barros et al. (2009) and a Gini Index of household income using nationally representative data from Brazil for the years 2001 to 2008. Macroregional HOIs and Gini Indexes were also calculated for the years 2001, 2005, and 2008. No statistically significant, linear trends were found over the eight year period for national HOIs. A statistically significant, linear, downward trend was found for the Gini Index of household incomes. Also, there was a statistically significant decrease in the macroregional variance of HOI scores, indicating a convergence of opportunity equity among …

State incentive granting for the purpose of firm retention or recruitment remains highly controversial and is often portrayed as antithetical to long-range economic development planning. This paper uses quasi-experimental methods to measure the impact of state-level economic development incentives on employment growth at the establishment level in North Carolina. Using North Carolina’s rich history of strategic planning and sector-based economic development as a backdrop, we develop a theory of sectoral “mediation.” This enables us to compare the effectiveness of incentives offered in mediated and nonmediated industries and show that when incentives are coupled with sectoral economic development efforts they generate …

Do Pennsylvania Casinos Cannibalize Pa State Lottery Revenues?, Andrew J. Economopoulos, William Stolle

The first Pennsylvania casino opened its doors in 2006. Studies of other states, and nationally, indicate that casinos cannibalize lottery revenues as consumers substitute lottery spending for casino spending. Pennsylvania time-series data and cross-sectional data for each county suggests that higher casino wagering leads to lower lottery spending. Unlike the other studies, Pennsylvania's rate of cannibalization is relatively low where state lottery revenues decline by five to fifteen cents for each dollar of casino revenue gained. About half of the cannibalization takes place in the counties where the casino resided.
