This study examines the determinants of budget absorption within Indonesian provincial governments by assessing the impact of digital government maturity and regional fiscal capacity. Digital maturity is operationalized using the Electronic-Based Government System (SPBE) index, while fiscal capacity is proxied by the Natural Logarithm of Local Genuine Revenue (Ln_PAD). Adopting a quantitative approach with a cross-sectional design encompassing 38 provinces in 2024, the data were evaluated through multiple linear regression analysis. The empirical findings demonstrate that neither digital maturity (p-value = 0.966) nor fiscal capacity (p-value = 0.774) exhibits a statistically significant relationship with budget absorption, both partially and simultaneously …

Montana's outfitting and guiding industry remains a vital economic sector driven primarily by nonresident visitors, generating an estimated $314 million in direct expenditures in 2024 and supporting more than $1.27 billion in total economic output when indirect and induced effects are included. This report, an update to ITRR's 2017 industry analysis, draws on a survey of outfitting businesses alongside ITRR's annual nonresident visitor survey to examine roughly 980,000 clients served by an estimated 1,500 outfitting and guiding entities statewide. As meeting and convention travel continues its post-pandemic rebound, Montana still lacks a comprehensive picture of this growing sector's reach and impact. This report offers the state's first statewide analysis of meetings and conventions — examining their economic contribution to local communities, the factors that make Montana an attractive destination, the scale and geographic spread of events across the state, and how Montana compares to national industry benchmarks.

Money spent by travelers in Montana has a direct effect on businesses where it is spent, and it ripples throughout the state’s economy from there. Statewide, spending by nonresident visitors (averaged over two years - 2024 and 2025) totaled $5.36 billion. This report details the methods and results of the economic impact analyses for each of Montana’s six travel regions, as well as analyses for counties in which nonresident travelers spent approximately $50 million or more.

We examine the relationship between climate-related disasters and subsequent county-level aggregate employment and earnings. We combine earnings and employment data from 2000 to 2023 with data on disasters to estimate local projection impulse response functions relating extreme disaster events to cumulative percent changes in employment and earnings. On average, disasters appear to reduce employment growth three to five years post disaster. There are small positive impacts on earnings. These results are largely driven by responses to hurricanes and tropical storms. Indonesia’s economic challenges are characterized by stagnant economic growth and regional development disparities. This study analyzes the achievement and convergence of infrastructure development across provinces in Indonesia during 2011–2021 through the construction of an Infrastructure Development Index (IPI). The study employs panel data from 33 provinces, using factor analysis to construct the IPI and the First Difference Generalized Method of Moments (FD-GMM) to examine convergence and its determinants. The results show that many provinces still have IDI scores below the national average. Furthermore, the FD-GMM model shows that σ-convergence and β-convergence occur in Indonesia. This report evaluates the benefits and costs of investment incentives for 50 large clean energy supply chain manufacturing and infrastructure projects. The findings suggest that these incentives generate modest but typically positive economic returns, with a median benefit-cost ratio of 1.47, meaning benefits exceed costs by 47 percent for the typical project. Returns vary significantly across projects—approximately 70 percent of projects produced net positive benefits over a 20-year period, while 30 percent failed to recover incentive costs. Project performance depends heavily on incentive design and local conditions. Excessively large cash incentives reduce returns, while customized services, strong job multipliers, investment …

Contagion in Latin America is real but selective: the direction of spillover depends on whether a country is integrated more strongly into global or regional markets. Using a stacked event study across 90 manually identified shocks from 2001 to 2026, I estimate regional contagion and its determinants across credit, currency, equity, and derivative markets. Contagion travels through sovereign credit, not currency, and through economic, not political, shocks. Political shocks, despite their larger domestic impact, stay locally contained. The direction of spillover turns on shock origin: shocks from large, globally integrated economies depress their peers, while shocks from smaller, regionally focused …

In 2025, Montana welcomed 13.2 million visitors — a 4% decline from 2024 — who collectively spent $5.6 billion across the state. Tourism supported 52,610 jobs (1 in 11 statewide), generated $360 million in state and local taxes, and saved the average Montana household over $740 in taxes. Glacier Country led regional spending at $1.79 billion, followed by Yellowstone Country at $1.34 billion. The typical visitor was 57.8 years old, traveled in a group of 2.2, stayed 5.2 nights, and arrived primarily by car (74%). Top origin states were Washington, Idaho, and North Dakota. Montana welcomed an estimated 13.24 million nonresident visitors in 2025, generating $5.64 billion in traveler expenditures and contributing an estimated $7.11 billion in total economic output to the state's economy. Nonresident spending supported approximately 52,620 jobs and generated $360.4 million in state and local tax revenues. Fuel (21%) and restaurant/bar spending (20%) accounted for the largest shares of visitor expenditures, followed by lodging, outfitter/guide services, and groceries. Summer travel remained the dominant season, with the third quarter accounting for 45% of annual visitation and 54% of total expenditures. This study examines recreation use, visitor behavior, and infrastructure demands at Canyon Ferry Reservoir, Montana, using a combination of visitor surveys, automated counts, and systematic observations conducted between February and October of 2025. Results indicate that Canyon Ferry functions primarily as a high-frequency, locally driven recreation system characterized by repeat visitation, small travel groups, and short-duration trips. Use is highly concentrated at a limited number of sites and during predictable peak periods, creating localized infrastructure pressures despite relatively stable overall visitation levels. Findings show that parking areas and campgrounds experience more consistent capacity constraints than boat ramps, and that perceptions …

This study was designed to better understand residents’ perceptions of smaller, rural towns in Montana, along with their level of interest in visiting and participating in activities in American Indian communities across the state. Chapter 1 explores the strategic behavior of provincial leaders in China in response to visits by central government leaders. I find that such behavior is correlated with provincial leaders’ personal characteristics and their connections with the visitors. Impact evaluations of regional development programs often require estimating counterfactual outcomes for a small number of treated regions using survey-based areal data. In practice, evaluators typically rely on two-group quasi-experimental methods such as propensity score matching (PSM) and Difference-in-Differences (DiD). These approaches perform poorly when only a few regions receive treatment, and when the set of observed covariates is limited or only partially relevant. This study investigates the rising solid waste management (SWM) dilemma in Greater Khartoum City (GKC), a critical environmental and public health issue caused by fast urbanization and inadequate infrastructure, with historical linkages to Sudan's colonial and postcolonial growth. Chapter 1 describes the current problem using quantitative and qualitative data, demonstrating that GKC produces approximately 3,340 tons of waste each day, with 56% organic matter, 8% plastics, and 16% paper. Collection efficiency remains severely poor, at 31.5%. Informal recyclers known as Nakasha or Barkata collect approximately 7% of total waste, supporting roughly 3,900 people, whereas filthy open dumps and unsorted medical …

Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. As outdoor recreation participation has steadily increased nationwide over the past decade, reaching record levels in 2024 amid long‑term growth trends (OIA, 2025), the Continental Divide Trail (CDT) is drawing rising numbers of hikers traveling through Montana’s gateway communities. Yet little is known about who these hikers are or how their presence affects the towns that support them.
