Criminal Behavior Responses To Changing Penalties: Estimating The Impact Of Felony Theft Threshold Changes, Ezra R. Simmons

This study estimates how criminal behavior changes in response to shifts in felony theft thresholds, contributing to broader evidence on the deterrent effects of criminal penalties. Using detailed incident-level crime reports, this study applies econometric techniques to evaluate how offenders responded to reduced penalties. Analyzed within is California’s Proposition 47, which raised the felony threshold for theft-related offenses from $450 to $950. The results show a significant increase in low-level shoplifting (approximately 21%) and more substantial rises (approximately 24% to 30%) in crimes within the threshold overlap ($450 to $950). Alcohol consumption and use is not just a harmful behavior or a potential recreational activity, but it also may form a way of self-identification.

Each type of beverage apparently has their own profile of dedicated drinkers. Those drinkers are also apparently loyal to the location of purchase. However, one may also consider whether consumption in one location is a predictor of consumption in the other location. Previous studies highlight the heterogeneous effects of Non-Tariff Measures (NTMs) on international trade. This study identifies the enforcement of NTMs and examines the effects on the export performance of Indonesian tea products. This study employed an inventory (coverage ratio) approach and panel regression with the Poisson-Pseudo Maximum Likelihood (PPML) method. The results indicate that 31 out of 36 analyzed destination countries enforce NTMs, with Vietnam imposing the most prevalent ones. Furthermore, SPS measures substantially promote the export of Indonesian tea products, whereas TBT measures show no significant effect. Background: On February 10, 2025, the NIH enacted a 15% cap on indirect costs, reallocating $4 billion from institutional overhead to direct research within a $35 billion funding framework. The policy follows longstanding concerns about unchecked growth and inefficiencies in indirect cost reimbursements, which rose from 15% in the 1950s to over 70% at some institutions by the 1990s. Notable examples include a $200 million overcharge at Stanford and millions in questionable expenditures identified in federal audits.

Economic research has documented significant short, medium, and long-term labor market consequences following recessions (Goodman & Mance, 2011; Yagan, 2017; Farber, 2011). The Covid-19 recession triggered an unprecedented economic downturn, disproportionately impacting employment in industries with high concentrations of low-income and female workers. In this paper, I leverage the substantial spatial variation in employment shocks to examine their effects on earnings and employment outcomes in both the short and medium terms. Using social accounting matrix, this study examines the impact of energy transition plan and subsidy reform on economy, society and environment through three scenarios: business-as-usual scenario (Sim1), energy transition (Sim2) and phasing-out (Sim3). Sim2 and Sim3 are conducted without subsidy transfer (Sim2 & Sim3) and subsidy transfer for financing renewable power plants (Sim2.1 & Sim 3.1). Government institutions often face a dilemma in providing goods and services: whether to ‘outsource’ or manage them ‘in-house’. Large-scale public services typically require complex contracts to ensure successful project completion. This study examines the dynamics of relational governance and power shifts that lead to contract failure using a mixed-method approach applied to a complex public service project in Jakarta, one of the largest metropolitan areas in the world. The findings indicate that a contractual win-win outcome can be achieved with strong governance rules, particularly relational governance. High crime rates in rural areas indicate development inequality and low welfare. The government initiated the Padat Karya Tunai Desa Program (Cash-for-Work) to improve welfare by providing employment. Using the Difference-in-Difference method with 2018 and 2021 PODES data from 7,721 villages in East Java, this study analyzes the impact of the PKTD Program and socio-economic factors on crime using three measures: total crime types, theft, and violence. Results show that the Cash-for-Work program does not reduce total crime types and violence, but has the potential to reduce theft. We study queueing problems in which agents have heterogeneous per-period waiting costs (their private information), which can vary with queue position and are thus dynamic. Our goal is to implement a Rawlsian allocation rule that minimises the maximum of individual waiting costs among all agents. Under complete information, we introduce the Just Algorithm, a simple method that always selects a Rawlsian queue. However, in settings with incomplete information where agents possess multidimensional private types i.e., the vector of their per-period waiting costs for each period, we prove that no Dominant Strategy Incentive-Compatible (DSIC) mechanism can implement the Rawlsian queueing rule …
