Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. The project uses advanced economic game theory to derive the Marginal Sexual Equality Game Formula. The formula explains the various political-economic incentives for a minority gender/sexual identity’s subversion of dominance, a dominant sex's incentive to suppress, the impact of cooperation versus division among minority genders/sexual identities, incentives and impacts of cooperation between sects of minority genders/sexual identities and the dominant gender/sexual identity, and the various consequences of various social mobility and elasticity. This project explores the question: what could and should be done to strengthen democracy in the United States? More specifically, it examines the role that large amounts of money in politics play in shaping political power and representation. The central argument of this project is that reducing the influence of big money in political campaigns and policymaking is necessary for creating a more fair and representative democratic system. When wealthy donors, corporations, and special interest groups are able to spend large amounts of money to influence elections and policy decisions, it can limit the political voice of ordinary citizens.

Using a spatial difference-in-differences approach, the study finds evidence of increased collisions near the congestion boundary, suggesting potential spillover effects and changes in traffic patterns following policy implementation.

International environmental governance is shaped by a complex network of treaties addressing issues such as water, agriculture, air and atmosphere, energy, wild species and ecosystems, mineral resources, and waste and hazardous substances, among many others.. However, information about these agreements is often fragmented across multiple sources, making it difficult for researchers, policymakers, and the public to understand how different treaties relate to one another. This project develops a structured database of environmental treaties that captures key attributes such as thematic focus, geographic scope, participating countries, and implementation mechanisms.

The U.S. healthcare system faces dual challenges: rising hospital prices and declining capacity. Between 2000 and 2024, average hospital expenses per adjusted inpatient day increased from approximately $1,000 to over $3,000, while hospital beds per capita declined from 3.11 to 2.45. This capstone evaluates three policy alternatives to address affordability and accessibility: restrictions on most-favored nation clauses in insurance-provider contracts, elimination of federal tax exemptions on employer-sponsored health insurance, and repeal of certificate of need (CON) laws. Members of professional associations pay dues to professional associations for a variety of reasons, including lobbying. This can lead to a free-rider problem if non-members enjoy the benefits without paying. Using 2023 data from 30 states, we revisit earlier work on the free-riding problem by analyzing how continuing education requirements, number of optometrists, benefit salience, and legal services affect membership rates. We find no significant relationship between continuing education hours or total optometrists and membership percentages. We introduce two variables measuring selective incentives: salience of advertised benefits and availability of legal services. Legal services exhibit a negative association with membership …

This thesis proposes the conversion of the Social Security Trust Fund into a sovereign wealth fund (SWF), paired with the phased creation of a mandatory retirement savings system for all working-age Americans. In response to forecasts projecting Trust Fund depletion by 2034, the proposed portfolio shift would diversify assets beyond U.S. Treasuries into global equities, real estate, alternatives, and fixed income, with the goal of enhancing long-term returns while remaining passively managed. This article refines the concept of black swans, typically described as highly unlikely and catastrophic events, to be internally consistent. It explores features of the financial system that prevent the eradication of black swans. The main implication is the need to enhance the financial system’s resilience to withstand unforeseen events rather than focus on past crises. The article introduces a “resilience principle” for designing official-sector policies that can achieve such goals. The principle calls for policies that are adaptable, universal, and systemic. Moving beyond technology-centered theories of digital transformation, this thesis examines the institutional and governance factors shaping digital public service delivery in Egypt. It analyzes how governance structures, data governance arrangements, and interoperability frameworks influence the extent to which digital transformation initiatives result in integrated, scalable, and citizen-facing public services. Using a qualitative research design, the study draws on an analysis of relevant policy and program documents and semi-structured interviews with key stakeholders involved in digital transformation initiatives in Egypt. I examine how financial education shapes students’ financial knowledge, college financing decisions, and longer-term financial behavior.

The first chapter studies whether taking high school financial education in Kentucky affects students’ college financing decisions using linked administrative records on high school course-taking and postsecondary financial aid. Using school-level financial education course availability as an instrument, the chapter evaluates whether exposure to financial education is associated with differences in student loan borrowing and receipt of need-based aid.

Economic development in Sub-Saharan Africa has been shaped by two transformative policy shifts: widespread fiscal decentralization reforms transferring revenue and expenditure authority to subnational governments, and the pursuit of foreign direct investment to supplement domestic capital. Despite the breadth of these reforms, their effectiveness in promoting sustainable economic development remains empirically contested. This dissertation examines three interconnected questions about fiscal governance and capital flows in Sub-Saharan Africa: what determines the extent to which governments decentralize fiscal authority; how county fiscal composition and revenue autonomy shape subnational economic performance; and how foreign direct investment interacts with domestic investment and growth.

Drawing on microdata from the Survey of Health, Aging, and Retirement in Europe, this study compares European Holocaust survivors who received reparations with similar Europeans who did not. It finds that, decades on, recipients are not systematically better or worse off on core outcomes like life satisfaction, savings, and debt. This is consistent with the argument that reparations restore parity rather than create new advantages. Where differences emerge, they point to stabilization in more vulnerable settings (e.g., lower likelihood of high debt in parts of Eastern Europe). The Dobbs v. Jackson Women’s Health Organization decision had highly heterogeneous effects on abortion access across U.S. states, variation I exploit to identify causal effects on fertility and labor supply. Rather than a binary “total ban” indicator, I construct a continuous treatment measure based on changes in distance to the nearest legal abortion provider between 2021 and 2023, and apply a difference-in-differences design to state-level panel data. Effects are attenuated and imprecise in the South, consistent with diminishing marginal effects at large distances. In non-Southern states, I find that a 100 km increase in distance raises total births by about …

Does Immigration Enforcement Induce Legalization? Replicating And Extending The H-2b Evidence To Agricultural Guest Workers, Katherine E. Schwab

This thesis examines whether intensified interior immigration enforcement leads employers to increase demand for legal temporary foreign workers through the H-2 guest-worker programs. Using updated administrative data from the Office of Foreign Labor Certification, I first replicate the core findings of Amuedo-Dorantes, Arenas-Arroyo, and Schmidpeter (2021), who find that county-level enforcement significantly raises employer demand for H-2B non-agricultural workers, then apply the same empirical framework to H-2A, the agricultural equivalent.

My replication results are directionally consistent with the original study – the enforcement coefficient on H-2B demand is positive across specifications – though weaker in significance, reflecting routine vintage differences …

This dissertation evaluates economic inequality and family formation in the United States in three essays. In Essay 1, I estimate the effect of providing subsidized access to immediate postpartum contraceptives on birth spacing and infant health among low-income teen mothers. The intent-to-treat estimates indicate a 20% reduction in the monthly short-interval birth rate among teens 12-14 months after policy enactment. I also find evidence that the policy increased the average interval between births and reduced preterm and low-birth weight births and NICU admission rates. This thesis examines how Colorado’s cannabis market transitioned after recreational legalization by analyzing county-level medical card registrations and the medical share of cannabis sales from 2010–2020. Using an event-study design, I find that medical participation remained stable for several years after recreational sales began in 2014, but then declined sharply, by roughly 50–60 cards per 10,000 residents, about ten quarters after legalization. Using annual sales data, I show that the medical share of total cannabis revenue collapsed much more quickly, falling by more than half between 2014 and 2015 and converging near zero in most counties by the late 2010s. …

Abstract

The Tax Cuts and Jobs Act (TCJA) provided corporations an estimated $233 billion in tax savings, yet relatively little is known about how firms allocated this cash windfall. This study examines whether growth and mature firms differed in whether they used these tax savings to distribute dividends and repurchase shares. Using panel data on publicly traded North American firms from 2016–2019, I classify firms as either growth or mature based on their cash-flow patterns and estimate the effects of the TCJA on their behavior using a difference-in-differences design.
