Irish higher education faces particular difficulties given the severity of its economic crisis. Like other countries, it is engaged in significant system restructuring coupled with managed policy direction. Where Ireland does differ is in its emphasis on a 'whole of country strategy' and commitment that teaching and research go hand-in-hand. This paper looks at the fortunes and mis-fortunes of Irish higher education.

We consider the invertibility of a nonparametric nonseparable demand system. Invertibility of demand is important in several contexts, including identification of demand, estimation of demand, testing of revealed preference, and economic theory requiring uniqueness of market clearing prices. We introduce the notion of “connected substitutes” and show that this structure is sufficient for invertibility. The connected substitutes conditions require weak substitution between all goods and sufficient strict substitution to necessitate treating them in a single demand system. These conditions are satisfied in many standard models, have transparent economic interpretation, and allow us to show invertibility without functional form restrictions, smoothness …

We axiomatize, in an Anscombe-Aumann framework, the class of preferences that admit a representation of the form V ( f ) = µ – ρ( d ), where mu is the mean utility of the act f with respect to a given probability, d is the vector of state-by-state utility deviations from the mean, and ρ( d ) is a measure of (aversion to) dispersion that corresponds to an uncertainty premium. The key feature of these mean-dispersion preferences is that they exhibit constant absolute uncertainty aversion. This paper evaluates the historical dynamics that have shaped the development of fiscal federalism in Nigeria and Canada over the years. It contends that certain contradictions have inhibited the efficient and equitable allocation of tax powers and expenditure responsibilities in Nigeria. These include Nigeria's defective federal structure, military rule, Presidential federalism, politicized sharing principles, and the parochial political culture. This paper investigates the effects of managerial outsourcing on the incentives and performance of mutual funds. We document that mutual fund families outsource the management of a significant fraction of their funds to unaffiliated advisory firms. Funds managed externally significantly under-perform those ran internally. To establish the causality of this relationship, we instrument for whether a fund is outsourced and find similar estimates. We hypothesize that contractual externalities due to firm boundaries make it more difficult to extract performance from an outsourced relationship. The Korean economy is based on a government led and export oriented growth model centered on business groups or conglomerates known as chaebols which have close relationships with the government. The government led growth model, also known as Guided or Managed Capitalism, relies on a government dominated, but privately owned, business sector. The private business sector is itself dominated by chaebols which are family owned or controlled business groups. These groups are supported by preferential relationships with the government. (Journal of International Economics 45:115–135, 1998), which argues that inward foreign direct investment (FDI) promotes the economic growth in a less developed host country only when the host country obtains a threshold level of secondary schooling. Long memory and nonlinearity are two key features of some macroeconomic time series which are characterized by persistent shocks that seem to rise faster during recession than it falls during expansion. A variant of nonlinear time series model together with long memory are used to examine these features in inflation series for three economies. The results which compares favourably with that of van Dijk et al. (2002) elicit some interesting attributes of inflation in the developed and developing economies.

The Best linear unbiased estimate (BLUE) of Buys-Ballot estimates when trend-cycle component is linear are discussed in this paper. The estimates are those proposed by Iwueze and Nwogu (2004). Discussed are the Chain Based Estimation (CBE) method and the Fixed Based Estimation (FBE) method. The variates for the CBE method were found to have constant mean and variance but are correlated with only one significant autocorrelation coefficient at lag one. The variates for the FBE method were found to have constant mean, non-constant variance but with constant autocorrelation coefficient at all lags . This paper focuses on the robust classification procedures when the assumption of equal cost of misclassification is violated. A normal distribution based data set is generated using the Statistical Analysis System (SAS) version 9.1. Using Barlett’s approximation to chi-square, the data set was found to be homogenous and was subjected to three linear classifiers namely: Maximum Likelihood Discriminant Function (MLDF), Fisher’s linear Discriminant Function and Distance Based Discriminant Function. Few organizations take the time to credibly study whether some pay, benefits, work-life balance or other total rewards practices have any impact on the organizations' bottom line or employee outcomes like productivity or turnover. It's too difficult to do well, organizations don't actually want to know the answer, and/or organizations don't have the know-how or time. One successfully executed, evidence-based study of a new compensation practice is Safelite AutoGlass. Edward Lazear compared the productivity change worker by worker, for only those employees present under both pay arrangements.
