R&D Subsidies In Permissive And Restrictive Environment: Evidence From Korea, Yumi Koh, Gea M. Lee

This paper investigates the extent to which a regulatory environment for R&D subsidies shapes the magnitude and direction of R&D subsidies set by a government and consequent innovation paths. When the WTO adopted a permissive regulatory environment, we find that the Korean government increased R&D subsidies significantly (89.21%) and selectively so for firms and industries with higher returns. Recipient firms conducted less basic research and more development research. Improvements in innovations were mostly incremental and minor. However, such changes did not persist once the WTO switched to a restrictive regulatory environment. Our findings show that the regulatory environment imposed by …

Digitalized industrial cluster is the new development trend of China’s digital economy. This study estimates the extent of digitalization of national industrial clusters in China, by using spatial statistics, visualization techniques, and cluster-belt matching, with data on clusters promoted by the National Development and Reform Commission, Ministry of Industry and Informalization Technology, and Ministry of Science and Technology, and on-line industrial belts (2021) developed by Alibaba Group. From the perspective of patent industry innovation chain, this paper analyzed the regional differences of the patent technology innovation efficiency and industrial technology innovation efficiency in Beijing-Tianjin-Hebei, the Yangtze River Delta and the Pearl River Delta, as well as the spatial patterns and industrial characteristics of cities with various types of technological innovation efficiency. It is found that there are significant differences in patent and industrial technology innovation efficiency among the three urban agglomerations. Constructing innovation networks and cultivating innovation corridors are important to realize regional innovation development. Based on the data of patent transfer from 1987 to 2018, this paper analyzes the spatial-temporal evolution of technology transfer network at different scales in the Yellow River Basin, and proposes the cultivation path of Zhengzhou-Luoyang-Xi’an innovation corridor. Firstly, it is found that a majority of technology transfer within the basin is switching from inter-provincial transfer to intra-provincial transfer, with provincial capitals being the main source of technology. This paper evaluates the distributional impacts of transportation networks in China.We show that the quality of roads and railroads vary substantially over time and space, and ignoring these variations biases the estimates of travel time. To account for quality differences, we construct a new panel dataset and approximate quality using the design speed of roads and railroads that varies by vintage, class, and terrain at the pixel level. We then build a dynamic spatial general equilibrium model that allows for multiple modes and routes of transportation and forward-looking migration decision.We find aggregate welfare gain and less spatial income inequality led …

Antitrust enforcers and its other defenders have never done a good job of selling their field to the public. That is not entirely their fault. Antitrust is inherently technical, and a less engaging discipline to most people than, say, civil rights or criminal law. The more serious problem is that when the general press does talk about antitrust policy it naturally gravitates toward the fringes, both the far right and the far left. My thesis consists of three chapters studying the impact of health insurance design and public health policy on consumers’ health and health care utilization, welfare, and costs.

Chapter 2 studies an overlooked dynamic incentive that encourages health care utilization, which I term \textit{dynamic moral hazard}. Typical health plans feature high deductibles and caps on consumers' out-of-pocket spending, which generate nonlinear pricing. These nonlinearities, coupled with the uncertainty intrinsic to future health care demand, encourage consumers to increase spending since current utilization lowers future expected prices. Developing countries typically implement public policies that modify the market structure to reach a specific goal. However, in this attempt to achieve a policy objective, policymakers may not consider unintended consequences caused by firms' and consumers' optimizing behavior.
