Demand-Side Programs To Stimulate Adoption Of Broadband: What Works?, James Prieger, Janice A. Hauge

School of Public Policy Working Papers

We examine the evidence available on the efficacy of demand-side programs intended to stimulate broadband adoption. We review studies that attempt to measure results. Our suggestions for future program evaluations are to include cost-benefit analysis as a standard part of program review and to make clear that the purpose of evaluation is to assess progress made toward the ultimate policy goals rather than the program’s proximate implementation goals. Appropriate data must be collected to draw conclusions, and appropriate statistical methods must be used to determine the causal impacts of a program. This has rarely been done to date.

Explored as a series of five interrelated performative commitments, the author takes seriously the notion that live musical performance, especially when it is pervaded by an improvisational ethos, can be quite powerful and well worth close examination. In particular, the band Phish, with its devout subcultural following of “phans,” is mined as a rich site for critical, theoretical, and descriptive fodder. The author writes as both a phan and a scholar, drawing from his own experiences seeing Phish live on many occasions as well as from an interdisciplinary body of scholarly literature. Presidential Communication To Children: An Analysis Of Persuasive Strategies In Presidential Speeches, Patricia Joyce Grice

This thesis explores the content of presidential communication to children, specifically the only three presidential speeches that have been designed for children. These three speeches are President Barack Obama's speech to children in 2009, George H.W. Bush's speech to children in 1991, and Ronald Reagan's speech to children in 1988. Through content analysis this thesis was designed to determine whether persuasive strategies were used in these messages to children, and if persuasive strategies were present, which ones were used. Dating Preferences Among African-American Female College Students: Attitudes About Appearance, Trust, And Interracial Relationships, Christopher Mcconnell Green

In-depth interviews were conducted with African-American female college students ranging from freshmen to graduate level. Students were asked about their dating preferences for African-American men. The study investigated how physical appearance, trust, and attitudes about interracial relationships affected their dating selection. Symbolic interactionism and dramatugry were the theories used within this study. This study found evidence that supports existing literature on attitudes of distrust among African-American females toward African-American males, with lying, physical aggression, and cheating as top reasons. Distrust based on the females' viewpoints began with listening to warnings from their mothers about men's behavior. This study, however, found …

This article explores our experiences in creating and participating with(in) a virtual conference organized as an experimental virtual network. These experiences demonstrate how physically co-located and virtual conferencing practices acting in tandem provide a greater opportunity for the inclusion of both diverse perspectives and participants in professional community. Using insights from postcolonial theory, we examine how the architecture of participation found in the technologies of Web 2.0 accentuates the potential for reclaiming some diversity of perspective and participation, facilitating a form of molecular community through conferencing practices. Recently, Thoma and Bebeau (2008) reported moral judgment developmental trends among various samples of undergraduates and graduates where increases in Personal Interests reasoning and decreases in Postconventional reasoning were observed. In an attempt to explain such trends, they cited recent trends in increased narcissism among college students (Twenge, Konrath, Foster, Campbell, & Bushman, 2008) and also noted that certain types of technological devices (i.e. social networking websites, cell phones, etc.) may have adverse effects social decision-making and self-presentation. Vignetwork (www.Vignetwork.com) is the name for an online system of interconnected short films that comes from the combination of the terms vignette and network. By developing Vignetwork as an experiment in narrative structure, it is possible to analyze what a hypertext is and what it means as a tool, environment, and model for understanding the world. By comparing it to various other films, projects, and ideas, Vignetwork emerges as a parable for how individuals define themselves in a shared, crowded world.

This article addresses the incremental and decremental maintenance of the frequent pattern space. We conduct an in-depth investigation on how the frequent pattern space evolves under both incremental and decremental updates. Based on the evolution analysis, a new data structure, Generator-Enumeration Tree (GE-tree), is developed to facilitate the maintenance of the frequent pattern space. With the concept of GE-tree, we propose two novel algorithms, Pattern Space Maintainer+ (PSM+) and Pattern Space Maintainer− (PSM−), for the incremental and decremental maintenance of frequent patterns. Machine-learned ranking techniques automatically learn a complex document ranking function given training data. These techniques have demonstrated the effectiveness and flexibility required of a commercial web search. However, manually labeled training data (with multiple absolute grades) has become the bottleneck for training a quality ranking function, particularly for a new domain. In this paper, we explore the adaptation of machine-learned ranking models across a set of geographically diverse markets with the market-specific pairwise preference data, which can be easily obtained from clickthrough logs. Classroom justice has become a growing concern among instructional communication researchers. When students perceive their instructors are not concerned about justice, they report a host of negative outcomes; however, previous research also suggests that students and instructors have differing perceptions of justice. Further, many instructional communication scholars view the teaching process as having a large relational component. Therefore, the purpose of this study was to examine what relationships exist among relational teaching messages (rapport, confirmation and affinity-seeking) and classroom justice (distributive, procedural and interactional) and to find whether these relationships are positive or negative.
