Peace-Building And Stability After Civil Wars: The Cases Of Angola And The Democratic Republic Of The Congo, Ali Elsharkawy
Theses and Dissertations
Why do some rebel groups successfully establish stable and sustainable states after civil wars, while others fail? Angola and the Democratic Republic of the Congo are two African countries that experienced long and bloody civil wars. Despite the commonalities, the two cases strongly diverged in the political outcomes after civil war. Angola successfully made the transition to stability and prosperity, while the DRC slipped back into violence. This thesis compares and contrasts between the two peace- building processes in both countries. The results illustrate that two main variables made the difference between the two cases, the geography of the capital …

Towards An Inclusive Media Policy Framework Targeting Adolescents In Egypt, 2024 The American University in Cairo AUC
Towards An Inclusive Media Policy Framework Targeting Adolescents In Egypt, Saja Elgredly
Theses and Dissertations
For years, adolescents have been lost between adulthood and childhood. This is even reflected in the policies that directly affect their lives and well-being. In Egypt, there has hardly been a clear political line on how the media should deal with adolescents. As this age group belongs to childhood, most of the laws and regulations are hardly dedicated to address them despite their different characteristics. Within the Egyptian context, there are children's laws concerned with basic children's rights and other laws that relate to the media. However, we notice a gap in adolescent-friendly laws, policies and regulations, especially in the …

The thesis aims to examine the effect of monetary policies and fiscal policies on public debt in Egypt during the period from 2006 until 2021. Egypt is witnessing aggravated levels of debt, with limited fiscal and monetary space. Therefore, the objective of the paper is to analyze the effect of discount rates, inflation rates, subsidies, taxes and economic growth on debt-to-GDP in Egypt using a VAR model with an extended test of Impulse Response Function. The results suggest that a positive shock in government expenditures initially decreases public debt but leads to a fluctuating increase in the debt-to-GDP ratio in …

The Place Of Nuclear Weapons In Russian Identity: An Ontological Security Analysis, 2024 Old Dominion University
The Place Of Nuclear Weapons In Russian Identity: An Ontological Security Analysis, Peter Ernest Yeager
Graduate Program in International Studies Theses & Dissertations
On May 9, 2008, Russia’s Victory Day, four 14-wheeled MAZ-7917s drove through Red Square carrying Topol intercontinental ballistic missiles. This was the first time nuclear weapons had been paraded through Moscow since before the end of the Cold War. The previous August, Russia had resumed nuclear-capable bomber patrols, and in January, 2007, President Putin acknowledged Russia had begun to build new nuclear weapons. These remarkable events were met with little acknowledgement in the West, as if they were completely normal. Instead, they represented a major evolution in the bilateral relationship between the United States and Russia. Sixteen years of fitful …

IdeaFest: Interdisciplinary Journal of Creative Works and Research from Cal Poly Humboldt
The Indigenous people of Europe known as the Sami, (also spelled Saami) many of whom live throughout the world, have continued to maintain active nomadic communities today as their ancestors did. The nomadic Sami people follow the migration pathways of their reindeer herds through the wilderness bi-annually. This paper will discuss many perspectives, including the battle Sami people and other Indigenous communities have endured while combating green energy development from …

Waiving Snap Interviews During The Covid-19 Pandemic Increased Snap Caseloads, Colleen Heflin, William Fannin, Leonard M. Lopoo, Siobhan O'Keefe
Population Health Research Brief Series
Food insecurity in the United States reached historically high rates during the COVID-19 pandemic, thus substantially increasing demand for the Supplemental Nutrition Assistance Program (SNAP). To facilitate access to SNAP during the pandemic, the federal government granted state SNAP offices the option to waive the interview requirement – an administrative burden associated with the SNAP certification process. This brief summarizes findings from a recent study that used data from SNAP offices across 10 states to examine the impact of SNAP interview waivers on SNAP caseloads from January 5th to April 30th of 2021. Findings reveal that counties that implemented the …

This Comment argues that Congress should update how the National Park Service manages concessioners. Full privatization is not

Resilient Cities And The Housing Trust, Marc L. Roark, Lorna Fox O'Mahony
Arkansas Law Review
In the 1970’s, cities across the United States faced new obstacles due to the deterioration of public infrastructure. Public housing projects that were built through federal housing initiatives were reaching the end of their lives after less than twenty years of being in service. Over the last forty years, cities in the United States have turned increasingly to housing trust funds to address the conjoined problems of the withdrawal of federal resources dedicated to affordable housing provision, and insufficient

In California (CA), the wildland-urban interface (WUI) faces escalating challenges due to surging population and real estate development. This study evaluates communities along CA's WUI that have witnessed substantial population growth from 2010 to 2021, utilizing demographic data and the 2020 WUI boundaries by the University of Wisconsin-Madison SILVIS Lab. Employing the Mann-Kendall test, we analyze yearly population trends for each census tract along the CA WUI and assess their significance. House ownership, affordability, and wildfire risk are examined as potential drivers of this demographic shift. Our findings indicate that 12.7% of CA's total population now resides in census tracts …
China's Use Of Nontraditional Strategic Landpower In Asia, 2024 US Army War College
China's Use Of Nontraditional Strategic Landpower In Asia, Sheena Chestnut Greitens
The US Army War College Quarterly: Parameters
This article argues that the People’s Republic of China uses its police and internal security forces as a nontraditional means of projecting strategic Landpower in the Indo-Pacific and Central Asia. Instead of limiting analysis of China’s power projection to military forces, this article employs new data on Chinese police engagements abroad to fill a gap in our understanding of the operating environment in Asia. Policymakers will gain an understanding of how these activities enhance China’s presence, partnerships, and influence across the region to inform the development of recommendations for a more effective response.

Rethinking The Relevance Of Self-Deterrence, 2024 US Army War College
Rethinking The Relevance Of Self-Deterrence, Jeffrey H. Michaels
The US Army War College Quarterly: Parameters
Self-deterrence is critically understudied in deterrence theory. Similarly, deterrence practitioners prefer to focus on adversaries’ threats rather than seeking to account for the full scope of fears influencing the decision calculus of policymakers. Through historical case studies, this article identifies where self-deterrence has occurred, highlights the benefits of incorporating the concept in future strategic planning and intelligence assessments, and recommends that policymakers, strategists, and analysts acknowledge self-deterrence as an important factor when preparing for future wars.
Strategy As Problem-Solving, 2024 US Army War College
Strategy As Problem-Solving, Andrew Carr
The US Army War College Quarterly: Parameters
This article proposes a new definition of strategy as problem-solving that challenges the focus on goals and assumptions of order within many post–Cold War approaches to strategy. It argues that the military needs strategy to diagnose the complex problems of the twenty-first century before they can be solved. Inspired by practitioners such as Andrew Marshall and George F. Kennan, this new definition clarifies what strategists do and offers a logic for distinguishing the use of the term strategy. Practitioners will also find problem-solving tools and pedagogies they can adopt today.
