On 17 May 1955, dedication ceremonies for the Arcata Community Forest were held by the Arcata Redwood Circle of the Redwood Region Conservation Council, which sent out 2,500 invitations to the event. The first municipally owned forest in the State of California, Arcata's 6OO-acre Forest was to be "managed for the benefit of all the citizens of the city, with attention to watershed, recreation, timber management and other values (Humboldt Times, 15 May 1955).

The impact of interactive graphics and an improved multimodal transportation planning software package on the urban t ransportation planning process and organization responsible for the planning is assessed. The focus is on the results of applying the new technology, which allows the planning organization to increase capacity to conceptualize and evaluate alternative courses of action. This emphases on the results of planning raises the likelihood of changes in the way transportation decision making occurs.

People relate to the perceptual quality of any urban environment physically, mentally, and emotionally. Often, there are interactions that are based on visual images that occur between the individual and the city. The processing of these images - colors, shapes, sizes, spaces and motions - produces a composite picture of the city that gets translated into a "cognitive map." This aids each of us in adapting to and navigating through the multitude of urban elements.

This paper summarizes a discussion of some of the technical issues which appeared in a report prepared during January-July 1985, by a team of researchers from Port.land State University's Center for Urban Studies under a contract for the Department of Assessment and Taxation of Multnomah County, Oregon. The complete report also covered user needs as identified through a series of interviews of agencies making use of assessor maps.

Under the Land Conservation and Development Commission Public Facilities Planning Rule, cities in Oregon are required to develop public facilities plans or planning processes to meet the needs of their communities. The City of Rivergrove requested the Center for Urban Studies to undertake this report as part of its compliance with the LCDC rule. The Arcata Volunteer Fire Department was organized on January 24 1884 in response to a growing awareness that the pump-and-bucket operation on the town's Plaza was inadequate to protect the business district. A necessary part of that new department, of course, was a dependable water system; the organization of the Union Water Co. took place in December 1883. This report covers the establishment and history of the Union Water Company.

In September 1984 PSU was contracted to demonstrate the utility of an interactive graphic database system. A project was done using LANDTRAK* to determine which records from the tax roll were inside the Central City Planning Area. This information provides a starting point for o parcel based information system for the Central City Planning Project. This report consists of a design for a geographic information system for the Central City Planning Area that may serve as a prototype for a broader geographic information system for the City.

Investment decisions for large transportation projects are complex, multifaceted phenomena. Generally requiring many years to bring to fruition, such decisions are often reduced at crucial junctures to raw political deals or technical data analysis on limited items. Throughout the range of alternatives considered, analyses completed and policy-making sessions which contribute to such investments, the imagery of a rational, sequential and wholistic decision making process and substance dominates. The Milwaukie Storefront was a one year program intended as a catalyst for the downtown and to focus attention on the potential for improved business activity. The Storefront, initiated in September of 1983, served as a technical resource, and as a coordinator and facilitator of promotional events in downtown Milwaukie.
