Understanding The Dynamics Of Innovation In Urban Transit, Sy Adler

Urban transit is the major United States example of a private industry that failed and was taken over by the public sector. The recent re-emergence of the private sector in urban transit, and private sector-like behavior in the public sector, raise a number of interesting theoretical and historical issues and policy questions. This report develops a conceptual model to explain this recent history and outlines likely paths of transit service and institutional innovation. The model has three components: 1) the political and economic roles of urban transport facilities in the land development process; 2) the nature of the political process …

Transit Agency Characteristics: An Industry Profile, Charles R. White, Sheldon Edner, Kathi Arlene Ketcheson

This study reports on a survey sent to 493 transit agencies in 1983. The survey instrument requested information concerning agency institutional type, operating characteristics, service area population, employment, management pool, finances and recruitment problems for the period 1979-1983. Surveys were returned by 207 agencies, 171 of which were accompanied by organization charts. The purpose of the survey was to solicit institutional information concerning agency structure to serve as background information for a subsequent study of respondent agency managers.
The study results describe a managerial context that si extremely diverse across agency characteristics, change in attributes and organizational patterns. Only the …

A case study of one community's response to the Reagan budget cutbacks reveals the strengths and weaknesses of local voluntary initiatives for funding social services and replacing federal funds. The development and growth of the Yorkville Emergency Alliance is described as a private initiative of citizens living in a wealthy area of New York City. In about one and a half years, this group of residents raised over a quarter of a million dollars to attempt to replace federal funding reductions for the social services.

This study focuses on downtown revitalization. It examines the effect of public investment in Downtown Norfolk in relation to various theories that have been developed to explain the growth of the central cores of cities.
A chronology is presented of the events that marked the beginning and the first fifty years of redevelopment in Downtown Norfolk, Virginia. Through reliance on newspaper articles, interviews and other documented sources, a record is provided that attempts to give deeper insight into the struggle that transformed slums and blight in downtown to a revitalized center of social and economic activity. The objectives of this study are: 1) to provide the County Assessor with a survey of the current usage of the assessor's mapping system ; 2) to assess the future data needs of the users based upon implementation of the assessor's plans for a computerized cadastral mapping system, or multipurpose cadastre (MPC}; 3) to identify the locational accuracy requirements of the proposed mapping system; and 4) to identify a strategy to facilitate gradual improvement in accuracy of locational data.

Technological changes have produced a postindustrial economy which has both facilitated and encouraged the flight of capital and well-to-do people from the older industrial cities. Left in their wake are increasing levels of unemployment, poverty, and crime. Service needs have Increased accordingly, but at a time when these cities have not only smaller tax bases but also less electoral clout with which to acquire additional financial assistance at the state and federal levels. The challenge to designers of multipurpose computer-aided land information systems is to capture enough of the "deep structure" of the problem domain to enable a system to answer user questions and requests in a satisfactory way. Criteria defining "satisfactory" in each case must include considerations of accuracy, completeness, timeliness, and cost. These considerations, when applied to the location in space of parcel boundaries and property corners, present unusual difficulties. In 1978 when the Population Council formulated a program to learn more about low-income urban women’s access to services, the dearth of information was striking, particularly in contrast to the emerging body of information delineating access to credit, extension, membership in rural institutions, and representation in local governments. Access to services was much less well-defined owing to the diverse cultures that meet in the urban environment, the mobility of city life, and the fluidity of households. Traditionally, the residential areas of Toronto’s core have housed low-income, working class families and represented a reception area for immigrant groups. Much of this attraction centered around manufacturing and the associated availability of unskilled jobs. The economic base of the city has undergone extensive change in the past two decades.
