Output-Based Performance Measures For The North Carolina Office Of Waste Reduction, Sheila A. Martin, James R. Youngberg, Albert D. Bethke

Institute of Metropolitan Studies Publications

Research Triangle Institute (RTI) conducted this study to provide the foundation for implementing a results-based performance measurement system. RTI designed a system for NC OWR and similar state waste reduction outreach programs in EPA’s Region 4 that will collect, analyze, report, and maintain the output-based performance measures needed to manage the system, to monitor program scope and effectiveness, and to report to managers and key stakeholders on the program’s success in accomplishing its 0bjectives. Key questions we have addressed in this study include the following:

Metro, the regional planning organization for Clackamas, Multnomah, and Washington Counties, designated the area in Southwest Portland known as West Portland as a Town Center in its Region 2040 Preferred Growth Concept. Metro's Town Center definition is open to different levels of interpretation without much guidance as to how the Town Center vision (i.e. increased density, a mix of land uses, a sense of place, and an emphasis on alternative modes of travel) is to be planned for and implemented. It is the purpose of this paper to shed a little light on information that has been gathered on the trends of globalization; to examine those trends as they are occurring within the region within the context of the values and goals of the Portland metropolitan area; and to offer classmates an opportunity for exploring the meaning of these trends and values as they relate to their own particular planning projects.

Oregon Population Estimates and Reports

This report provides population estimates for Oregon, its counties, and cities for the years 1980 through 1995. As mandated by Oregon law (ORS 190.510 to 190.610), the Center for Population Research and Census at Portland State University acting on behalf of the State Board of Higher Education, annually estimates the July 1 population for each county and incorporated city in Oregon. These population estimates are used in the allocation of certain state tax revenues to cities and counties.

Violent Youth Gangs In Portland: A Study Of The City's Response, Debra Lynn Lindberg

Dissertations and Theses

Youth gangs infiltrated Portland's illegal drug trade in the early 1980s. By the mid-1980s, entire neighborhoods in some parts of the city were affected. Residents expressed fear that their children would be drawn into gangs. Violence between rival gangs was frightening. Citizens, law enforcement and social services personnel organized to defend themselves and adjust programs to manage the problem. City officials denied a problem existed until a gang style shooting death forced recognition. The shooting death was catalytic in that it launched an effort to respond with a continuum of services. The House of Umoja was one of the services. …

The utilization of center-based child care services by working and student parents has increased dramatically over the last two decades, and has been accompanied by an equally strong interest, among the public and researchers alike, in the establishment and maintenance of quality caregiving in center-based care. This study addresses the leadership characteristics of administrators of quality child care centers. The intent of the study is to add to the existing knowledge concerning the role that the child care center administrator has in maintaining the delivery of high quality child care by the teaching-caregiving staff.
