Local governments can play an important role in protecting surface water resources through their compliance with federal and state regulations and through their own land use planning and management practices. Despite 30 years of water quality initiatives in the Lake Erie basin, nonpoint source runoff from urban and urbanizing lands remains a problem. Loss of riparian corridor integrity is increasing as urban areas in the Lake Erie basin experience areal growth. The use and management of land, predominantly a local responsibility, directly affects surface water resources. Prophets, Planning, And Politics: Utah's Planning Heritage And Its Significance Today And Tomorrow, Janna K. Bushman

Utah's planning heritage includes both physical and social elements. In 1833 Joseph Smith, founder of the Mormon Church, designed the Plat for the City of Zion. Associated with his plan were the principles of communitarianism and a demo-theocratic form of government. As the Mormons journeyed across the Midwest to the Great Basin, they applied these planning beliefs in various ways. Throughout Utah today, large city blocks, wide roads, and grid iron layouts remain as testaments to the state's early physical planning tenets. Other factors, though, have led Mormons to abandon the social aspects of the plan and to embrace the …

Democratic Excess In The Use Of Zoning Referenda, Karin M. Mika, Aaron J. Reber, )

Law Faculty Articles and Essays

This article argues that while mandatory referenda may be legal, it is an unnecessary step that thwarts zoning legislation. The article further argues that the Supreme Court's conclusion in Eastlake v. Forest City Enterprises, Inc. is not a realistic vision of the zoning process. Rather the previous standards of Euclid v. Ambler Realty Co. and Moore v. East Cleveland are sufficient to ensure an efficient process of municipal management.

This document investigates green roofs as one piece in a larger strategy that should be taken to maintain the health of the natural environment and the quality of life experienced in Portland. By adding more greenspace to urban areas, green roofs have the potential to bring substantial benefits to our community through mitigating some of the negative impacts of development.

The conclusion reached regarding the feasibility of a widespread implementation of green roofs is that the barriers are not insurmountable (with the exception of retrofitting cost for intensive roof gardens in some cases). What is lacking, beyond a need for …

Poverty, Gender, and Youth

Worldwide in the 1990s over one billion persons are estimated to have a purchasing power of below a dollar per day, the conventional demarcation of “absolute poverty.” Other dimensions of poverty, extending beyond income measures to encompass a person’s broader capabilities and social functioning, are less empirically accessible. Poverty is commonly thought to be associated with high fertility and rapid population growth (regionally, South Asia and Africa have the highest poverty rates), but that view finds little support in the extensive statistical research literature on population and poverty. The International City Hypothesis: An Approach To The Recent History Of U.S. Cities, Carl Abbott

Differentiates between the concepts of world cities and international cities, asserting that study of international cities offers greater opportunities for research and analysis of major urban regions of the latter 20th century. The world city model emphasizes hierarchy and status based on influence and power. The international city model emphasizes numerous indicators that demonstrate a broader range of international connections, including foreign tourists, new immigration, sister-city affiliations, and multinational corporation offices. They may function as production centers, gateway cities, or transactional cities. At present, statistical data are thin, and the topic invites research by urban historians.

As the elderly population of the United States grows in coming decades, providing personal mobility will be increasingly challenging. The dispersed suburban residential pattern of most metropolitan areas ensures that the personal automobile will continue to be the dominant mode of transportation. Those who voluntarily or involuntarily stop driving will encounter serious constraints in meeting their transportation needs.

Conventional public transit in most cities is tailored to the needs of urban commuters, and is, at best, barely adequate for elderly riders. Supplemental demand-response or subscription "special-needs" services are often inconvenient, sometimes unreliable, and inefficient. Eligibility criteria restrict many non-disabled elderly …

This paper examines the impact of economic reforms, namely Structural Adjustment Policies (SAPs), on the health conditions of the Tanzanian urban poor. My conclusion is that these policies have had detrimental effects on the living conditions of the urban poor. Thus, SAPs are contributing to the deterioration of health conditions among these people rather than improving them. SAPs are affecting these people in a variety of ways. First, by affecting negatively the development of the urban environment, SAPs are destroying the environmental conditions on which the poor depend for their existence and survival. Shortly after World War II, Mexican immigrants began moving to the Hillsboro area to take jobs as farm workers. Since 1980, the Hispanic population ofHillsboro has quintupled, and now exceeds 10% ofthe total. Historically, though, Hillsboro's Hispanic residents have had little involvement in planning or other government issues.

In keeping with Statewide Planning Goal One (citizen participation), the Hillsboro city government is seeking to incorporate the values and attitudes ofits Hispanic residents in the city's vision for the future. In this paper, we address a research lacuna in the area of human experience of, and interaction with, nature. We focus on women in an urbanized setting, exploring their actual and desired experiences of the natural world, using Singapore as a case study. Our intention is to contribute to both the evolving theoretical and empirical discussions on this subject. Based on data collected from focus group discussions and household questionnaires, we conclude that women's relationships with nature in Singapore are underscored by a strong inclination towards nurturing: teaching, tending and caring, in a way that is not as apparent in …

During the month of October, November, and December 1996, a Cultural Resources Investigation was conducted on two Louisiana-Pacific Corporation parcels located at Big Lagoon, Humboldt County, California (see Map 1). This paper looks at the connection between the regulation of parking by cities, transit service levels, and travel and parking behavior in the United States. Travel behavior information comes from the 1990 Nationwide Personal Transportation Survey (NPTS) and the Federal Urban Mass Transportation Administration’s 1990 Section 15 Report. Data on the current state of parking programs in place in central business districts of the U.S. is identified through telephone interviews of local officials responsible for parking policies from the twenty cities identified in the NPTS. This paper explores the changing role of state highway corridors in an era of continued urban growth and decentralization. Its primary focus is on the impact of exurban development on state highway corridors and on the policy of access management to control or limit those impacts. The role of access management in distributing the benefits and costs of access to public facilities is outlined. Portland, OR, is often cited as an example of successful regional governance and planning. The metropolitan area appears to match many of the precepts of the popular "compact city" model of urban growth and to demonstrate the capacity of local and state government to shape growing metropolitan regions. Given this reputation, it is important to evaluate the relevance of the Portland experience for other communities, distinguishing unique local circumstances form generalizable characteristics. Despite a growing interest in and awareness of applications of industrial ecology (IE), such as eco-industrial parks (EIPs), little information is available about the potential economic and environmental benefits of EIPs, the process for successful EIP development, the important regulatory issues surrounding EIPs, or the technologies needed to support them. This report contains the results of a body of research intended to investigate and support the development of EIPs—communities of companies modeled after industrial ecosystems. EIPs can exist within defined boundaries and broader industrial ecosystems in a region. These communities consciously collaborate to enhance their economic performance through improved environmental …
