Small rural holdings are often owned by people who want to pursue a semi-rural lifestyle but who are inexperienced in land management issues. This can result in landholders stocking their properties with animals at rates higher than the land resources can sustain, leading to degradation problems such as soil erosion, water pollution and damage to vegetation. This document provides information and guidelines to help planners, developers, local authorities and land owners determine the base stocking rates for rural small holdings on the Swan Coastal Plain and Darling Scarp and immediate surrounds. Effect Of Oregon's Axle-Weight-Distance Tax Incentive, Anthony M. Rufolo, Lois M. Bronfman, Eric Kuhner

Oregon s weight-mile tax was amended in 1990 to provide for a lower tax rate for trucks weighing more than 80,000 pounds if they added axles. The additional axles within a weight class reduce the amount of road damage. The tax break was largely based on equity considerations, since trucks within a weight class tend to do less road damage if they have more axles; however, the tax reductions also created an economic incentive to add axles and thus reduce road damage. In 1990, the Human Relations Foundation of Chicago was created in response to a publication called Report on Race, Ethnic and Religious Tensions in Chicago, released by the Chicago Community Trust Human Relations Task Force in 1989. The human relations task force released recommendations for the creation of a foundation to energize efforts to combat racism. The Human Relations Foundation of Chicago implements the recommendations of the task force's report, targeting Chicago leadership by concentrating on issues related to, but not limited to, housing, education, religion, media, government and business.

in price without incurring a tax liability. The previous law was critiqued as detrimental to cities by promoting out-migration to higher-priced homes; it was asserted that the requirement that sellers buy a home equal to or greater than the value of the one they sold to defer tax liability obstructed movement down in price. This study asked whether movement down in price increased in four Ohio cities after the law was changed and whether movement out of the central cities decreased and movement in from the suburbs increased. Statistically significant change in movement down was found in only one city. …

Humane economics, democratic economic participation, and democratic economic control are words not often combined and terms rarely used by traditional economic developers and urban planners, especially when addressing inner-city redevelopment. Most often, discussions about economic development and the elimination of poverty focus on job creation, workforce development, and access to job opportunities - promoting the corporate model of growth and fortifying big business's penetration into and control of community economics. The Lloyd District is a high-density commercial and residential district located a short distance from downtown Portland, Oregon. Parking and transportation problems in the District have been a source of increasing contention for nearly a decade. As a result. in September of 1997. the City of Portland implemented a Lloyd District Partnership Plan, which consists of a number of elements aimed at curbing SOY use for the commute to and from the District. This analysis examined the historical relationship between land use changes and the location of capacity increasing highway projects in the State of Oregon from 1970 to 1990. Aerial photography for 18 cities was used to delineate the extent of urban development in each time period. A geographic information system (GIS) was used to assemble the data. Using this data, a logit regression model tested the significance of geographic variables such as proximity to highway projects, land use zoning classification, city size, and other spatial characteristics. This project evaluated the recent construction of a public skatepark located in Tualatin Community Park. The skatepark is unique because a group of underrepresented youth initiated the idea of constructing it and helped bring it to fruition. The city has expressed a desire to see this level of energy and commitment duplicated in other youth-oriented initiatives, but needs to have a better understanding of how the skatepark project served as a positive youth development tool. In support of young people, the Tualtin City Council recently named youth issues as a "first tier" priority.

California Vehicle License Fees: Incidence And Equity, Jennifer Dill, Todd Mitchel Goldman, Martin Wachs

Most states tax the value of residents' motor vehicles. In recent political debates over the future of these levies, the relative effects of these taxes on different socioeconomic groups have been a prominent question. By linking data from the Nationwide Personal Transportation Survey with estimates of vehicle values from consumer vehicle pricing guides, the socioeconomic and demographic incidence of California's Vehicle License Fee is examined. After the effects of state and federal income tax deductions are taken into account, the fee is found to be as regressive as the state's sales tax.

This paper presents findings on initial changes in service reliability following Tri-Met’s deployment of a new bus dispatching system using automatic vehicle location and automatic passenger counter technology. Changes in on-time performance, headway variation, run time variation, and run times were determined with respect to pre-deployment levels. Changes in headway variation and run times were also used to estimate the initial benefits of the new system with respect to operating costs, passenger waiting, and passenger travel time.

This article presents an income inequality analysis for all 1990 U.S. metropolitan statistical areas (MSAs). The analysis is concerned with whether public transportation has a detectable influence on levels of urban income equality. Because public transportation systems are generally designed to link residences with employment locations, higher levels of transit service provision, all other factors being equal, should be associated with higher employment rates and more uniform distributions of economic gains. This report provides a school Enrollment Forecast, including background demographic information and analysis, for the Eagle Point School District (Jackson County School District #9). Several factors that are likely to affect the District’s enrollment between 2000 and 2010 are considered and the geographical areas within the District (the cities of Eagle Point and Shady Cove, the unincorporated urban area of White City, and the rural unincorporated area) are examined. Regulatory agencies intervene in risky situations by outlawing practices that impose risks on society or by proscribing practices that reduce risk. Because public resources for enforcing regulation are limited, public policy has recently emphasized maximizing the benefit from enforcement by considering the risk reduction achievable from each intervention. This emphasis requires a shift of resources to monitoring situations in which regulatory violations are most likely, their welfare effects are most serious, and their detection is probable and relatively inexpensive.
