Mandating Density: The Blunt Instrument Of Smart Growth, Kenneth Dueker

This essay expresses concern that urban growth management places too heavy a reliance on densification, particularly upzoning with minimum density requirements in suburban infill situations. Increasing densities may be appropriate when other aspects of urban development can be controlled through urban design. However, evidence provided here indicates that mandating density reduces land consumption, but does not achieve other objectives of growth management, particularly street connectivity, greater use of alternative modes of transportation, and more housing choices. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. …

Tri-Met's Experience With Automatic Passenger Counter And Automatic Vehicle Location Systems, James G. Strathman

The Tri-County Metropolitan Transportation District of Oregon (Tri-Met) is one of about 30 metropolitan transit agencies that have deployed both automatic vehicle location (AVL) and automatic passenger counter (APC) systems (Casey, 1999). These technologies are important components of the agency’s new automated bus dispatching system (BDS). The AVL and APC systems at Tri-Met recover comprehensive operations and passenger activity data at the bus stop level that is archived for later analysis. The agency has gained a reputation as an industry leader in the areas of data archiving and the application of archived data to performance monitoring and analysis.

Providing A Way Station: A Study Of The Joint Apna Ghar -The Enterprising Kitchen Program To Provide Employment Services To Immigrant Women Victimes Of Domestic Violence, Center For Urban Research And Learning, Christine George, Rafah Abuinnb

This report examines an innovative partnership designed to assist the employment needs of immigrant women who are survivors of domestic violence. In late 1999 a partnership was formed between The Enterprising Kitchen (TEK) and Apna Ghar, two organizations that are located in Chicago’s Uptown community. Apna Ghar, which provides services including shelter and counseling to South Asian immigrant women, sought client assistance from TEK, an intensive employment training program for women who are very marginal to the labor force. This report examines the first eighteen months of the partnership in which Apna Ghar referred twelve women to TEK’s training slots. …

Contested Suburbs: Space And Its Representation In Moral Panics, Stacey L. Simmons

Over the last thirty years there has been modest investigation into the phenomenon of moral panic. Several high profile moral panics have been investigated by social scientists but with relatively little new theoretical developments. This research hypothesizes that there are two different forms of moral panic that have not been discerned by other researchers. I call these: metapanics and localized panics. In addition, in the last two decades a handful of well-respected theorists have drawn attention to the fact that social research is dominated by an historical perspective. What Works in Economic Development reviews evaluation literature relevant to economic development strategies. While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. It also demonstrates how positive results can be realized. A “what works” matrix follows the review of the evaluation studies. The matrix highlights the significant findings and key lessons that can be learned from this work.

This edition of the Periodic Atlas of the Metroscape focuses on hazard analysis, and looks at the relative danger of earthquake, flood, landslide, debris flow, lava flow, and radon throughout the Portland area. The maps are printed in 3D format, and the print edition of the Metroscape included special glasses that, when worn, give the maps a 3D appearance.

The Final Frontier: Using Space Under 2040, John Provo

Later this year the Metro Council will face a decision about expansion of the urban growth boundary (UGB). Reaching a verdict on that question will require negotiating the conflicts between the long term regional vision described in Metro's 2040 Plan, short-term economic fluctuations, and specific local concerns. Looking at possible tradeoffs and choices facing the region, panelists at a recent Metroscape™ forum on these topics were asked to discuss the connections among implementation, design, and market challenges involved in planning for the integration of open space with denser development in regional centers.

This report provides a school Enrollment Forecast, including demographic information, for Portland Public Schools.
