The Community Geography Project is a Ford Foundation-funded program that provides training in Geographic Information System (GIS) technology and asset mapping methods to community-based nonprofit organizations in partnership with K-12 schools. The primary goal of the Project is to empower citizens, and it is hoped that the partnership between community- based groups and schools will be able to sustain technical and analytical expertise at the grassroots level. Though metropolitan Portland, Oregon, has perhaps the best-known growth management program in the world, one of the most important elements of that system has been conspicuously overlooked: the regional land information system (RLIS). Since RLIS was developed in the late 1980s, it has played a critical role in the development of every significant plan, the evaluation of every key policy, and the formulation of every major development model. RLIS created conditions that enabled a sophisticated and now muchstudied approach to metropolitan growth management to emerge. Headway Deviation Effects On Bus Passenger Loads: Analysis Of Tri-Met’S Archived Avl-Apc Data, James G. Strathman, Thomas J. Kimpel, Steve Callas

In this paper we empirically analyze the relationship between transit service headway deviations and passenger loads, using archived data from Tri-Met’s automatic vehicle location and automatic passenger counter systems. The analysis employs two-stage least squares estimation to account for the simultaneous relationship between headway deviations and loads. Controlling for the effects of passenger activity on delay, the results indicate that the observed incidence of excess passenger loads is systematically attributable to deviations from scheduled headways. In turn, analysis of the causes of headway deviations served to identify possible operations control actions that would improve service regularity and, consequently, reduce incidences …

The very word "gentrification" implies distaste. Advocates for the poor and ethnic minorities see affluent whites bidding up the prices for urban housing to levels that force poor families out, depriving them of affordable housing, perhaps rendering them homeless, and changing the character of a neighborhood from one that reflects distinct ethnic and class needs and cultural traditions into a bland emporium for expensive consumer goods. Sometimes historic preservation laws are indicted as particular culprits in setting this dynamic in motion. Portland needs to plan for broadband development and take steps to ensure these plans are implemented. In order to implement Portland's land use and economic development goals, broadband must be accessible to all users. This means that any home or business must have access to the best available network technology to meet their needs. Currently, broadband service is not provided at uniform levels City-wide. It must be affordable, which requires real competition among providers. Portland's market presently offers too few choices outside the central business district to meet this criterion. SE Clinton is a popular bicycle route for commuter, utilitarian and recreational bicyclists that fails to provide a safe and direct connection to the Eastbank Esplanade and downtown Portland. Furthermore, residents in the Hosford-Abernethy and Brooklyn neighborhoods do not have a safe bicycle and pedestrian connection to access the Eastbank Esplanade. This gap in the bicycle and pedestrian network must be removed to serve the needs of bicyclists and pedestrians.

The economic value of an urban university to a metropolitan region is comprised of (1) the educational opportunities provided to students who rely on local institutions of higher education, (2) the unique contributions of urban universities to the social and political infrastructure of a region, and (3) the research and service contracts and other funds and philanthropic donations attracted to the campus by faculty and staff. First, survey industrial activity in the city of Cleveland using employment and payroll data for the period from 1993 to 2000; report on key findings related to industry sectors and industries at the two-digit standard industrial classification (SIC) code level; and compare the city of Cleveland to suburban Cuyahoga County and the remainder of the Cleveland primary metropolitan statistical area (PMSA). Creating and maintaining up-to-date sharable Geographic Information SystemsTransportation (GIS-T) data is challenging. Many states are working on Transportation Framework efforts to build a complete, consistent, and current transportation data layer in conjunction with the NSDI and Geospatial One-Stop efforts. This paper summarizes an effort that systematically re-examined transportation data sharing issues as part of the development of a Transportation Framework for the State of Washington. Business needs were assessed in terms of spatial and temporal accuracy needs of stakeholders and users of a state-wide Transportation Framework.
