This thesis examines the Grand Paris Express project currently underway in the Île-de-France. The basis of this project is a series of new and renovated railway lines to connect and span across the entirety of the region. They are being planned with the hopes to improve urbanization for the outlying suburbs. The Île-de-France is the wealthiest region in France, but it has high economic inequality between its departments. One hard hit area is Seine-St-Denis. While environmental and economic sustainability have been driving factors in the movement towards a more resilient built environment, social sustainability is a factor that has received significantly less attention over the years. Federal support for low-income housing has fallen drastically, and the deficit of available, adequate, affordable homes continues to grow. In this thesis, I explore one way that architects can design affordable housing that is intrinsically sustainable. In the past, subsidized low-income housing has been built as if to provide a short-term solution—as if poverty and lack of affordable housing is a short-term problem. TreePeople is a Los Angeles based non-profit organization that uses environmental education, initiatives, and programs to engage with the greater community to work towards the goal of a sustainable future for Los Angeles. The Fruit Tree Program is one of TreePeople’s longest running programs of 29 years, which distributes free bare-root fruit trees to economically disadvantaged communities as a source of fresh fruit and the other environmental benefits that trees offer. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the Forest Grove School District (FGSD). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on FGSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2013‐14 to 2022‐23 school years.

The price of implementing the NRA’s proposal to place an armed security guard in every school building in the nation is nearly $13 billion a year. The opportunity cost to taxpayers for fully protected schools can reach $23 billion. The cost per student approaches $500 and would take up half of federal spending on elementary and secondary education if paid for by the federal government. Is this the cost of protecting schools? Or, is it just one cost for permitting unlimited access to semi-automatic weapons and large capacity ammunition clips and preventing the potential for mass murder in our schools?

This study explores the use of green areas as a method for integrating urban space and its applicability to waterfront reclamation, a specialized discipline focusing on the rehabilitation of industrial areas of ports. The transformations of neoliberalism in Latin America produced profound structural shifts throughout the urban environment. In Buenos Aires, Argentina certain neighborhoods became hotbeds for change. One neighborhood, Palermo, formerly a working class neighborhood, transformed into a neighborhood of distinct locales, each with its own name connected to another large world city, such as New York and London. These areas became deeply tied to international brands and markets, sourcing goods and businesses from all over the world. In addition, the area grew tremendously in the sectors of leisure, entertainment, and gastronomy. New shops, bars, discotheques, restaurants, and boutiques sprouted up in …

The purpose of this dissertation is to discover the VMT impact of each level of proximity in order to help government identify key locations for housing development, and thereby lower VMT and reduce dependence on foreign oil. By discovering the VMT impact of each level of proximity, this dissertation provides a) the first known means of calculating the proximity-based VMT benefit of subject locations by individual proximity level, and b) the new finding that it is likely that high VMT benefit can be achieved at moderate proximity levels acceptable to many households, enabling representative governments to be politically successful while …

There is a spatial mismatch between the size of the area where people are living and the extent of land needed to ecologically support developed areas. More people are living in urban areas than any time in history, and the resources need to support cities have had to expand to try and meet the demands of increasing urban populations. However, areas of opportunity exist for urban areas to begin to positively contribute towards the available resources in a region. The scholarship on public value has emanated largely from the perspective of government and public management. As valuable as this conceptualization may be, we suggest that public value in the United States can be created by a combination of government, business and nonprofit actors. We argue that nonprofit organizations have been overlooked in the public value literature – an unfortunate reality that does not accurately reflect the nonprofit sector’s significant contributions. In 2011, drilling for oil and gas recommenced in the state of Ohio after a century of dormancy, due to recently developed technologies enabling the extraction of hydrocarbons from shale reservoirs that had previously been assumed impermeable and therefore uneconomical. The purpose of this report is to analyze two indicators of economic activity, sales receipts and employment, related to the early stages of Utica and Marcellus shale development in the State of Ohio. Portland, Oregon, is considered to be a leader in sustainable development. Government agencies, nonprofit organizations, and businesses have been innovators in policymaking and practice that is aimed at creating a more sustainable city. Despite population aging, little is known about how or whether planners and developers consider older persons in terms of sustainable development. Thus, this study examined the case of sustainable, affordable housing developed for low-income adults aged 55 and older. While the factors behind this transformation are numerous, this paper will hone in on several inter-related developments that had significant detrimental effect on the vitality of Minneapolis: parking lots, the interstate highway system, and the never ending quest to vanquish traffic jams. Anthropogenic impact on the environment, mainly resource depletion and pollution, is limiting the potential for future generations to have the same resources that previous generations have enjoyed. Perhaps one of the greatest challenges of our time will be curtailing our own personal impacts on the environment. To do this, we must adopt more sustainable lifestyles at home. This research sought to understand how neighborhood identity affects sustainability at the household level. In the summer of 2012, residents of two neighborhoods in Portland, Oregon completed 314 self-report, web-based surveys. This report provides an assessment of the feasibility of consolidation of two public safety answering points in Richland County, Ohio. The report describes the methodology used to assess the feasibility. The findings are that consolidation of dispatch services among the potential participating entities is feasible. Consolidation of services would reduce capital costs expended across the county for public safety emergency dispatching over the long term. Given the proposed investment equipment and staff, the level and quality of service provided by a consolidated dispatch center should exceed those currently being supplied.

Carbon Tax And Shift: How To Make It Work For Oregon's Economy., Jenny H. Liu, Jeff Renfro, Janai Kessi, Hudson Munoz

This study analyzes a carbon tax and tax shift in Oregon as a means of reducing market inefficiencies by placing a meaningful price on carbon emissions. This study shows that a carbon tax can reduce distortionary income taxes, and provide new revenue opportunities for Oregon. By taxing carbon emissions and reducing Corporate and Personal Income tax rates, Oregon can reduce the negative incentives created by income taxes while generating revenue and reducing carbon emissions. The report shows that putting a price on carbon in Oregon can result in reductions in harmful emissions and have positive impacts on the economy.

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the North Clackamas School District (NCSD) in recent years and forecasts of district‐wide and individual school enrollments for the 2013‐14 to 2022‐23 school years. After 22 consecutive years of enrollment growth between 1986‐87 and 2008‐09, total K‐12 enrollment in the North Clackamas School District has fallen for four consecutive years. The largest decline occurred between Fall 2011 and Fall 2012 as District enrollment, now 17,044, fell by 236 students. Over …
