The Center for Economic Development (the Center) at the Levin College of Urban Affairs at Cleveland State University prepared this report for LAND studio. The objective of this report is to present an economic impact of the green infrastructure maintenance of the future green infrastructure investments that the Northeast Ohio Regional Sewer District (NEORSD) will undertake. LAND studio will use this study as a component to a broader study of best practices in green infrastructure maintenance, the needs of the sector, and to develop a foundation for the creation of a green infrastructure maintenance education and workforce training program.

More efficient technologies, state laws as well as environmental, social, and political pressures have all contributed to placing solar acquisition on the agenda for California’s public entities over the last half decade. But a key question for these frequently cash-strapped jurisdictions is how to utilize public dollars and lands, and how to leverage incentives to obtain solar PVs. As an alternative to outright purchase, a promising financing option made available to jurisdictions in recent years is ownership by a third party, usually the solar company, including various forms of Power Purchase Agreements (PPA’s) and leasing. The purpose of this historical study was to establish the purposes and intent of the common levy in Nebraska’s learning community. The development of this unique regional educational structure consisting of eleven school districts in the Omaha, Nebraska metropolitan area is central to the study. The research detailed the context of the decisions made by the Nebraska Legislature to establish and implement the learning community law from 2005 and 2012. Specifically, the study focused on the establishment of a regional tax base, the common levy, as a response to boundary and finance instability that persisted in the Omaha area. The …

One of the key redevelopment tools for brownfield sites in the United States is the use of state administered Voluntary Cleanup Programs (VCP). These programs offer development entities the opportunity to cleanup and/or remediate the effected site in exchange for protection from liabilities. Public participation is a common component of such programs and each state has differing levels of policies and activities. This research investigates the different levels of public participation through state administered VCPs and seeks to understand how those different levels can affect cleanup and/or remediation plans for respective brownfield sites. Introduction: The benefits to regular physical activity are well established. Walkability is one element of the built environment that has been correlated with increased levels of physical activity. The auto-centric design of Las Vegas Metropolitan area (LVMA) is unique in ways that may influence walkability. The purpose of this study was to determine which urban design characteristics are associated with walking and physical activity in moderate income neighborhoods in LVMA. Recently, there is an increasing interest and awareness on sustainability and sustainable development. Sustainability is comprised of the three E’s: environment, economy and equity. Of these three, the equity or the social sustainability component is often overlooked. As cities become more global and demographically diverse due to immigration, diversity’s impact to the city should be addressed through policies and plans. The content analysis and evaluation of city plans, policies and urban design examines their response to accommodating and including inter-cultural diversity using identified indicators of social sustainability and equity. Team policing involves the continuous geographical assignment of both patrol officers and investigators to the same, defined area, which allows them to become familiar with area residents and knowledgeable about community concerns and thus, enables them to develop individualized strategies to resolve the neighborhood problems that can lead to crime and disorder. This study evaluates the impact of a team policing intervention in Las Vegas, Nevada that combines an emphasis on community outreach with problem-focused policing strategies to determine the effectiveness of team policing as a crime control strategy. Facing the Great Recession, the Southwest megapolitan cluster in the United States including Las Vegas, Southern California and Sun Corridor in Arizona had a massive negative economic shock. Skyrocketing unemployment, massive foreclosures and other socioeconomic factors may negatively affect our safe environment with changing patterns in crime. This research examines impediments to problem-solving initiatives within police organizations. A systematic evaluation of a complex problem-oriented policing project in Las Vegas, Nevada, is used to identify obstacles to developing effective crime reduction interventions. This evaluation focuses on the first three steps of the SARA problem-solving process: scanning, analysis, and response. At each stage of the project, interviews are conducted with key project personnel (e.g., area command captains, supervising sergeants, community-oriented policing officers, community partners, residents). Data is also collected through observations at community meetings and ride-alongs with officers assigned to the project. These data are analyzed and common themes …

Domestic violence, also known as, intimate partner violence (IPV), has become an epidemic in the United States. This research is intended to explain the types of IPV, describe the effects of severe IPV, look at the change in public perceptions of IPV situations, and explore the police responses to such situations. Students at UNLV participated in the “Police Responses to Calls for Service” survey, that was created to determine the public’s level of awareness of IPV situations and whether that awareness increases support for police policies in responding to intimate partner violence calls.

Through a 5 year grant, the Center for Social Policy (CSP) serves as a strategic learning and evaluation partner to The Boston Foundation (TBF). TBF’s investment and people and place-based initiatives seek to make sustainable, positive change through community and economic development in neighborhoods along the Fairmount-Indigo transit line in Boston. From 2010-2012, the Center team worked closely with Mattapan United and Millennium 10 (in Codman Square/Four Corners) to identify community priorities for neighborhood change. A multilevel approach is adopted to analyze how individual-level and community-level predictors interact to affect support for a specific growth management instrument. The multilevel model specification controls for respondent’s perceptions of local government’s general efficacy in managing growth and local growth rates. Results suggest that support for a specific growth management instrument increases amongst residents who generally support local government efforts to management growth and who live in high-growth communities. The implication is that policymakers who wish to foster support for specific growth instruments ought to target residents who generally support local government’s efforts to manage growth and who live …

In view of the increasing concerns for escalating energy costs, healthier living, and environmental degradation, sustainable building initiatives are being pursued with both public and private support, although with significant misperceptions. The purpose of this study is to identify homeowner perceptions of renewable energy sources and to identify the causes of apprehension towards using renewable energy technology in affordable housing. The methodology of this study uses a non-experimental, descriptive designed, random survey. Findings indicate significantly high initial costs for green building technology, such as solar panels, and serve as the primary reason for apprehension toward installing renewable energy systems in …

The Phu My Hung urban area is an attempt to create a parallel city to Ho Chi Minh City along the guidelines of master plans submitted in 1993 by Skidmore, Owings, & Merrill; Kenzo Tange Associates; and Koetter Kim & Associates. This thesis focuses on the creation and disposal of food waste in the United States. Food waste is a specific yet highly critical issue that implicates the large, incongruous systems of both food production and waste disposal. Waste is created throughout the food supply chain, with producers as well as consumers guilty of throwing away good food. This thesis analyzes how social and environmental inequalities have interacted throughout Washington, D.C.’s urban and environmental history to shape the Anacostia River and its Near Southeast waterfront into urbanized and industrialized landscapes. Drawing on the principles of environmental justice, urban political ecology, and environmental history, I examine the construction of urban rivers and waterfront space over time. I link the ecological and social decline of the Anacostia River and Near Southeast neighborhood to a broader national pattern of environmental degradation and social inequality along urban rivers that resulted from urban industrialization and federal water management. Throughout Brooklyn, regular people are fighting off the negative dynamics of urban experience, including uneven development, speculative gentrification, displacement, and police brutality long seen in global cities. Yet, little of the global cities literature considers the ways local actors impact global forces shaping world cities.
