The Fruits of Diversity Community Orchard, located in Portland, Oregon in an affordable housing neighborhood, is a site of alternative food provisioning in which a group of people, organized by two nonprofits, work together to manage fruit and nut producing plants. Through conversations with volunteers who participate regularly and participant observation, this study explores the questions: What does community mean in the context of a community orchard? In what ways does partnering with a nonprofit from outside the neighborhood influence community and the way the project is operationalized?

Many public and private organizations that make decisions regarding whether and how to invest in transportation assets or programs do so via a structured decision-support process. This talk will address the technical aspects of the family of such processes that use travel demand model outputs—and other sources of quantified performance data—as inputs to analytic tools including benefit cost analysis (BCA) and multi criterion evaluation. Example applications of this framework have included tolling and pricing studies, capital investment alternatives analyses, and programmatic evaluations. Example processes include "Least Cost Planning" frameworks borrowed originally from the power generation industry.

Over the past few decades, the value and weight of freight shipments have grown steadily in both developed and developing countries. A recent statistic in the U.S. reveals that weight of shipments increased from 18,879 to 19,662 million tons between 2007 and 2012 (1). It is also expected that this amount will increase to 28,520 million tons by 2040 (1). It is worth mentioning that 67 percent of shipments are shipped by truck mode in 2012. The monetary value of freight is expected to escalate even faster than weight. This value is estimated to rise from US$ 882 per ton …

James Joyce told his friend Frank Budgen. “‘I want’ said Joyce, as we were walking down the Universitätstrasse, ‘to give a picture of Dublin so complete that if the city one day suddenly disappeared from the earth it could be reconstructed out of my book.’” (Budgen, 1960, p.67, 68).
This research looks at the relevance of Dublin to Joyce’s writings and to the relevance of Joyce’s writings to Dublin. It is concerned with the virtual Dublin of Joyce’s writings, the physical manifestation of Dublin over time, and the relationships between them.

Emerging automotive and transportation technologies, such as autonomous vehicles (AVs) have created revolutionary possibilities in the way we might travel in the future. Major car manufacturers and technology giants have demonstrated significant progress in advancing and testing AV technologies in real-life traffic conditions.
Results from multi-population surveys indicate that despite enjoying moderate familiarity with AVs, more than 40% of the respondents were likely to use them when they become available. Simply looking at the demographic differences without paying any regard to the perceptions might suggest that the demographic differences are the primary causal factors behind the differences observed in the …

When it comes to the topic of apartment sizes, planners and local authorities should keep this old adage to the forefront of their minds: less is not more. Ireland’s size standards for residential housing have tended to followBritain’s since about the 1940s. The UK has been producing ever-smaller units and with, in effect, no minimum national standard, it has the smallest homes in western Europe. This is not a trend we need to follow. Europe is going grey, very grey. In 1800 no country had a life expectancy beyond age 40, but by 2050 one in three people in Europe will be over 60. By then, one in 10 will be over 80—nearly 500,000 people in Ireland. The ageing population will bring its own problems, caused mainly by health, income and government support. Denmark spends about €5,000 a year on social protection in old age; Latvia, Romania and Croatia spend €500. In Ireland, in 2011, the figure was €2,000.

As Ireland changes from an agricultural production-based country to one more dependent on its cities, rural Ireland finds itself squeezed between the need to support the source of most of its revenue and a desire to protect its rural identity. It’s difficult to have both, and TDs and ministers frequently find themselves in the unenviable position of trying to defend the closure of garda stations and hospitals in their own constituencies.

Superstorm Sandy, the 2008 Iowa floods, and Hurricanes Katrina and Rita all supply recent reminders that U.S. cities can no longer adopt an ad hoc approach to threats presented by climate change and natural hazards. The stories detailing long-term recovery from these disasters underscore that federal, state, and local governments are struggling to appreciate the legal tools and institutions necessary to implement the large-scale infrastructure, housing, and community development programs that climate change and more frequent natural disasters demand. School District Enrollment Forecast Reports
This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Gresham‐Barlow School District (GBSD) for the 10 year period between 2016‐17 and 2025‐26. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range scenario are also presented for the 10 year period.

From virtually no systems a generation ago, there are now 19 lines operating with at least seven under construction and more than 20 in the planning stages. BRT is gaining popularity because of its combination of low capital cost and potential for high levels of benefits. But are BRT systems effective in attracting development?

Cointegration Of Matched Home Purchases And Rental Price Indexes: Evidence From Singapore, Badi H. Baltagi, Jing Li

This paper exploits the homogeneity feature of the Singapore private residential condominium market and constructs matched home purchase price and rental price series using the repeated sales method. These matched series allow us to conduct time series analysis to examine the long-term present value relationship in the housing market. Three key findings are obtained. First, we fail to establish a cointegrating relationship between the home purchase price and rental price based on nationally estimated indexes. Second, area-specific indexes demonstrate strong cross-correlations, invalidating the use of first generation panel unit root tests that ignore these cross-correlations. Securing and expanding the broad right to bicycle, including the right to adequate and safe street space and related infrastructure for cycling along with other policies and protections for cyclists, is the obvious goal of cycling advocacy efforts in their various forms. All rights are situated within frameworks for promulgating and insuring they are honored, and the right to cycling is no different. Recent federal and state policies are placing increasing emphasis on using comprehensive transportation performance measures to guide transportation decision making processes covering policy areas ranging from mobility, safety, economy and livability, to issues of equity and environment. While it is relatively easy to build consensus on mobility measures that center on the transportation system alone, it is much harder for performance measures to incorporate both transportation and land use, loosely defined as accessibility measures, even with continuous efforts to catalog and design such measures.

History is more important than geography in explaining our relationship with housing. We have a funny relationship with housing in Ireland, one that goes beyond the usual explanation of our land and property obsession being a post-colonial hang-up. Given our location at the northwest edge of Europe, it would be logical to assume Ireland would have a similar approach to housing as Germany, France and the Netherlands. We are different from our regional neighbours, however, and more like our distant cousins in Malta, Italy, Spain, Portugal and Greece.

As metropolitan area governments and others promote density-promoting “smart growth” policies, finer analysis is needed to quantify the impact of such policies on households' transportation and housing costs. Existing research suggests that households in urban areas trade-off between housing costs and transportation costs, but does not explore how policies to increase urban densities might explicitly impact this balance. Furthermore, the research does not adequately distinguish between the effect of urban area density and the effects of other factors associated with urban area density (e.g metropolitan area size and household incomes) on housing costs. Student accommodation is in short supply in Ireland, an issue that was covered in these pages last week. As a housing analyst, I see the topic arising time and time again. In a radio studio recently, Kevin Donoghue, the president of the Union of Students of Ireland, told me that, for the first time, it was not only first-year students who were asking for housing advice, but also second- and third-year students. Local grassroots advocacy organizations play a critical role in shaping the future of cities but receive very little attention in research, especially insofar as understanding the most effective tactics that should be used by these organizations to achieve their objectives. When LivableStreets Alliance was founded in 2005, The City of Boston had 3/8 of one mile of bicycle lanes. Over the past decade, we have seen a sea change. Boston has published a nationally-recognized Complete Streets Guide, MassDOT has incorporated cycle-track designs into several federally-funded projects, and highway overpasses are slated for removal. The Levin College of Urban Affairs has been the evaluation partner for the Cuyahoga County Foreclosure Prevention Program (CCFPP) since the program was adopted in 2006. This report is an update to the County for 2014. The evaluation provides metrics to track progress and provides feedback about the program that can be used to improve and adapt it to meet the rapidly changing state and national context surrounding foreclosures.
Since consistent tracking began in 2009, the Cuyahoga County foreclosure prevention program has served a total of 23,002 homeowners at the five participating counseling agencies. In 2014 alone, 2,751 households were …

Not having a reason to be is the human crisis. Developing worth is the cure. Such is the case not just for people, but for cities. Cities without uses become ghost towns, with a midway existence called “the shrinking city”. Cleveland, like many Rust Belt cities, is a so-called shrinking city. For decades now the region has fought against the anticipation of disappearing. This fight is called “economic development”.

Pedestrian and vehicle movement conflicts and the associated safety and efficiency issues have always been addressed in traffic engineering based on the principle of separation through bridges, tunnels, or signals. Pioneered by Hans Monderman, shared space is a new approach in transportation design which inverts this paradigm of separation and designs streets with no demarcations or access restrictions. Shared space has been implemented in a number of cases in Europe with improved efficiency and safety. Child malnutrition is a growing public health issue in Nepal, particularly in urban areas. Not eating enough, or not eating enough of healthy foods, can have life-long implications on development and cognitive ability. Because of its relevance to development within the country, many donor organizations and non-governmental organizations are working to promote child nutrition education programs. The purpose of this research is to investigate the implementation and structure of urban child nutrition educational programs involving treatment and prevention in Kathmandu, Nepal.
