A considerable number of quantitative analyses have been conducted in the past several decades that demonstrate the existence of racial and socioeconomic disparities in the distribution of a wide variety of environmental hazards. The vast majority of these have been cross-sectional, snapshot studies employing data on hazardous facilities and population characteristics at only one point in time. Although some limited hypotheses can be tested with cross-sectional data, fully understanding how present-day disparities come about requires longitudinal analyses that examine the demographic characteristics of sites at the time of facility siting and track demographic changes after siting. The Center for Nonprofit Policy & Practice (CNP&P) was formally engaged by board leaders of the Dunham Tavern Museum in 2014 to assist the organization with forming and performing the work to strengthen board governance. Gradually, a project work plan was created to conduct “small p” planning (not traditional strategic planning) to advance the interests of the organization.

This study investigates the Louisiana 2012 Coastal Master Plan’s ability to reconcile conflicting economic and ecological demands on coastal resources. The Louisiana Coastal Master Plan was unique in combining flood control and coastal restoration under one authority. However, the objectives of flood control and coastal restoration can be in conflict. The plan was also unique in its approach of restoration from a working coast perspective. However, the objectives of ecological restoration and economic productivity do not always agree. By conducting semi-structured interviews with major coastal stakeholders, this research will explore how the planning process has accommodated the views and values …

Cities depend on safe and efficient goods movement to support community livability and a healthy economy. However, delivery of goods in an urban environment presents a tremendous challenge. Traditional motorized vehicles used for goods movement – ranging from cargo vans to box trucks - are inherently incompatible with (1) the multimodal street environments of modern cities, with clean, quiet conditions preferred by residents, and (2) larger environmental sustainability goals. As freight flows continue to grow with the demands of global trade, new urban freight and city logistics solutions are needed.

As the government grapples with establishing a worthwhile housing policy, it would do well to remember that affordability is key. As companies increasingly choose to locate in or near cities, and people followjobs, most of Ireland’s housing needs will be in the greater Dublin area. In 2015, about half the population lives on just 20% of Ireland’s surface area, but by 2030 nearly half the nation will be living on just 10% of the land. Figures vary but the Dublin area will need 8,000-10,000 housing units per year.

Municipalities largely rely upon property taxes to fund their operations. They also have a great deal of control over the types of developments permitted within their jurisdiction. Different development types have different levels of value and it is important that municipalities understand the relative values of each development type in order to make an informed decision as to what they should permit to be built within their jurisdiction. This study tests the theory that urban/new-urbanist type developments are more valuable than suburban types and thus provide greater property tax revenues to the municipality by comparing various commercial building development types …

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the Tigard‐Tualatin School District (TTSD). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2016‐17 to 2025‐26 school years.

In recent years, much has been written on ‘big data’ in both the popular and academic press. After the hubristic declaration of the “end of theory” more nuanced arguments have emerged, suggesting that increasingly pervasive data collection and quantification may have significant implications for the social sciences, even if the social, scientific, political and economic agendas behind big data are less new than they are often portrayed. Green Infrastructure (GI) is an increasingly popular means of dealing with flooding and water quality issues worldwide. This study examines public perceptions of, and behaviour around, bioswales, which are a popular GI facility in the United States. Bioswales are highly visible interventions requiring support from residents and policy-makers to be implemented and maintained appropriately. To understand how the residents’ perceptions and attitudes might develop over time, we interviewed residents of Portland, Oregon, living near bioswales installed 1–2, 4–5 and 8–9 years ago, to determine awareness, understanding, and opinions about the devices. Largely because water resource planning in the U.S. has been separated from land-use planning, opportunities for explicitly linking planning policies to water availability remain unexamined. The pressing need for better coordination between land-use planning and water management is amplified by changes in the global climate, which will place even greater importance on managing water supplies and demands than in the past. By surveying land and water managers in two urbanizing regions of the western United States—Portland, Oregon and Phoenix Arizona—we assessed the extent to which their perspectives regarding municipal water resource management align or differ. Where livability is a goal of the planning process, freight runs the risk of not being considered except as an afterthought or as something to be excluded. Yet, freight is an integral part of local economic development. Because economic prosperity is a key characteristic of livable communities, freight must be incorporated into the planning process. This study explores the relationship between freight and livability through a comprehensive literature review and case study research. In this report, we present research that measures the outcomes of TOD areas in relation to their metropolitan area controls with respect to (1) jobs by sector; (2) housing choice for household types based on key demographic characteristics; (3) housing affordability based on transportation costs; and (4) job-worker balance as a measure of accessibility. Prior literature has not systematically evaluated TOD outcomes in these respects with respect to light rail transit (LRT), commuter rail transit (CRT), bus rapid transit (BRT), and streetcar transit (SCT) systems. This article considers the extent to which the legal framework for making land use decisions in Singapore allows for public participation. It examines the issue from two angles: the creation and preservation of the built environment, and the transient use of public space. The first angle is discussed primarily from a heritage law viewpoint, focusing on planning law, compulsory acquisition law, and the legal regime for creating national monuments. Urban public-private collaborations promoting large-scale tourist events are increasingly common. The incentive to collaborate, for urban policy-makers, is the perception of the opportunity for economic development, and yet little is known about factors contributing to the sustainability of such urban cross-sector collaborations. The dissertation accomplishes three objectives. First, it combines resource dependence theory (RDT) and goal congruence theory (GCT) to extend our understanding of how collaborating organizations align their respective organizational goals and manage their interdependencies in complex, urban, inter-sectoral, environments. A region's workforce has been described as its greatest asset. Guided by human capital theory and new growth theory, regions have pursued economic development policies to increase the number of college-educated workers and expand the pool of STEM -- science, technology, engineering, and math -- talent. Academic literature and policy interventions have focused on a region's human capital in terms of educational attainment instead of a more fine-grained definition of human capital based on skills and competencies. Cleveland State University’s Office of Civic Engagement, through an Engaged Learning Enhancement Grant, funded a pilot demonstration project to evaluate the use of community mapping for assisting with community assessments of neighborhood issues in a west side neighborhood of Cleveland. The project used neighborhood residents to collect and map data on a variety of neighborhood issues, specifically dilapidated buildings, potentially dangerous dogs, pot holes, broken sidewalks, offensive graffiti, trash in vacant lots, dead trees, and more.
The pilot project educated the participants about neighborhood issues, while providing the community with documentation on issues that can be presented to council representatives …

Creativity is generally lacking in Irish policymaking, and this is as evident in housing, as it is in other areas. There is a reversion to the mean in times of crisis, where the usual methods, which have often failed, otherwise we wouldn’t have a crisis, are returned to. Einstein had something to say about this, and it wasn’t complimentary. We’re seeing it once again in efforts to get the building industry off its behind by using taxpayers’ money as an incentive, as if it’s 1996 all over again. Before you know it, we’ll all be buying apartments in Bulgaria.

In the last decade, three important new bridges in the Portland area were the subject of intense discussion and analysis: the Tilikum Crossing, the Sellwood Bridge and the Columbia River Crossing. One of those bridges is completed, the second is under construction and the third one was canceled.
As a Metro Councilor, Robert Liberty was involved in the decision making process for all three projects. The way in which those projects were analyzed and presented to the public revealed to him a great deal about the many weaknesses in the way we make major transportation investment decisions. In most issues of NEJPP I will focus upon those recent books that fire our imaginations and help us shape our sense of local and regional place. The United States (US) witnessed remarkable growth in annual long distance travel over the past few decades. Over half of the long distance travel in the US is made for pleasure, including visiting friends and relatives (VFR) and leisure activities. This trend could continue with increased use of information and communication technologies for socialization, and enhanced mobility being achieved using fuel-efficient (electric/hybrid) and technology enhanced vehicles. Despite these developments, and recent interest to implement alternate mass transit options to serve this market, not much exists on the measurement, analysis and modeling of long distance pleasure travel in the U.S.
