The intersection of queerness and planning is an understudied subject area that has implications for equity and access. Queer communities face real barriers to equitable access of resources that stem from a long history of legal, cultural, and economic marginalization. Experiences of shared spaces for queer groups and organizations is important to understand, as outward expressions of queerness are not always welcome in shared spaces, depending on sociopolitical context. The Point-in-Time (PIT) Count is a census of people experiencing both sheltered and unsheltered homelessness on a single night in January. The federal government requires this at least every other year as a condition of funding it distributes to Continuums of Care (CoCs), networks of government agencies and service providers that manage homelessness services and funding in specific regions. In 2025, all Oregon CoCs conducted an unsheltered count and submitted both unsheltered and sheltered PIT Counts data.

This research examines pressing moral policy questions of our time: who determines when the United States of America has fulfilled its broken promise of equality for all, and what constitutes an appropriate measure of reparative justice. This dissertation examines whether neighborhood gentrification in Tallahassee reshaped Title I elementary schools by improving academic outcomes, changing who enrolled, or both, from 1999 to 2015. Using Bronfenbrenner's Ecological Systems Model as a conceptual scaffold, the study situates schools within their neighborhood and district contexts across three nested analytical levels. A two-wave panel design using 2010 and 2015 school-year observations is linked to a 2000 Census baseline to connect school data with spatially weighted neighborhood change indicators. Flooding is one of the most frequent and damaging natural hazards in the United States, with impacts expected to intensify under changing climate conditions. In regions such as West Virginia, complex terrain, development patterns along river corridors, and socioeconomic disparities contribute to elevated flood risk. Tribal land in Jharkhand, India, has been cultivated for generations by Adivasis, one of the largest aboriginal tribes of India. After India’s independence in 1947, the government-owned Heavy Engineering Corporation (HEC) was established as a tomb to the industrial development of a new India. Land for the massive project came from acquiring large tracts of Adivasi land. Even in cases where compensation was paid, the social and cultural costs borne by Adivasis far exceeded the land's market value. In this paper we show that in Southeast Asia, smart city development has become a type of digital urban transformation that is not targeted towards any particular territorial formation or settlement. Instead, development-oriented states in the region leverage the smart city rhetoric as a nationwide branding strategy to leapfrog development stages. Such smart city policies are infused with a scalar logic – which we call ‘scalar flexing’ – that captures the enmeshing of local and national scales, causing local scale smart city initiatives to be stretched across wide-ranging, national-scale urban transformation agendas. Urban environments are increasingly recognised for their potential to support psychological restoration, yet most studies assess green and grey spaces in isolation and rely on static, lab-based measures. This study introduces a multi-layered analytical framework that integrates experimental walking, momentary perception tracking, and machine learning to investigate how multisensory urban features shape restoration. Conducted on a university campus, the experiment exposed 20 participants to sequential grey–green–grey walking routes. Restoration was measured through pre/post psychometric surveys, heart rate variability (HRV), and minute-level micro-surveys during walking. Results reveal three key insights: (1) green exposure induces a short-term “inoculation effect”, with restorative benefits …

This project examines the 2025 Pakistan floods as a multidimensional climate disaster that triggered severe human, agricultural, and economic consequences. Moving beyond event-based reporting, the study examines how climate change, weak governance, poor infrastructure planning, and delayed institutional responses intensified the scale of destruction. Using investigative journalism methods, the project combines field reporting from flood-affected areas, in-depth interviews with displaced communities, local activists, and experts, and analysis of official data and policy documents. The findings reveal widespread displacement, loss of livelihoods, food insecurity, and long-term social vulnerability, particularly among marginalized rural populations. In 2021, the Indonesian Red Cross (PMI) partnered with the Japanese Red Cross Society (JRCS) to implement a community-based disaster preparedness program. This study evaluates the program's effectiveness in terms of community participation, institutional support, and alignment with the Sendai Framework for Disaster Risk Reduction 2015–2030. Using a qualitative case study, data were collected through document analysis of Vulnerability and Capacity Assessments (VCA), Community Action Plans (CAP), and local SOPs. This study examines transportation planning practices and challenges in Nebraska, with particular attention to how planners and agencies address the needs of vulnerable populations. Using a qualitative approach, thirty-five transportation planners, practitioners, and service providers were interviewed. Participants were selected based on their professional in transportation planning and service delivery. The study explores what institutional and funding barriers planners and practitioners face, and what strategies they consider most effective for improving access and inclusion. Findings reveal that limited funding, fragmented authority, and the absence of a coordinated regional planning framework significantly constrain transportation development across Nebraska. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. This thesis presents a qualitative case study of public engagement in the Wellsville Trails and Active Transportation Plan, developed in Wellsville, Utah—a small municipality with limited staff and resources. Drawing from planning literature on effective community participation, the study evaluates outreach strategies based on their reach, feasibility, and replicability. Outreach strategies in the plan’s development included surveys, stakeholder meetings, a public open house, digital tools, and informal conversations.
