This paper includes a review of the evolution of social planning in the context of human services. It also includes an elaboration of nine approaches to social planning for aging services: community planning councils, the aging network, Title XX planning, state health planning, service reorganization initiatives, the national network of policy institutes, long-term care planning and housing planning. The paper concludes with a consideration of social planning technology, including needs assessment, resource analysis, comparison of alternatives, determination of priorities, implementation and evaluation. Social planning has a long history in social work. It has gone from an early emphasis on community as the modal point to an emphasis on public policy planning at the state and federal levels and recently to an emphasis on organizational issues and initiatives. Social planning has been a primary tool in the long-term development of new institutions and practices brought about by the unprecendented increases in the size of the aged population. Smalltown residents in Nebraska put a high premium on the need for economic development efforts, yet most think their towns' efforts fall short. Some towns, especially the smallest, don't even try to put together a development project. And those that do try often need help of a kind that State and Federal agencies do not offer. Nonetheless, Nebraska is trying some new programs that match State aid with a town's needs and willingness for self-help. Based on a survey of 135 small towns in Nebraska.

Preliminary results of a statewide survey mailed in late September lo all Nebraska municipalities indicate that if Initiative Petition #405 were to pass, most municipalities would need to reduce services and employees. More than 50 percent of the communities responding had increased their 1990-91 budgets by at least 5 percent for police, fire, parks and recreation, public works and general administration. Dr. B. J. Reed, Chairman of UNO's Public Administration Department, points out that the survey also indicates a number of cities, and especially small villages, are not prepared to deal with the consequences if Initiative #405 were to pass.
