The management of the herdsmen-farmers conflict-induced internal displacement in Benue State, Nigeria was characterized by the conflictual approach of the Benue State government and disagreement over displacement data by humanitarian agencies. The study explored the inter-connected relationship among stakeholders within the humanitarian eco-system and its effects on protection measures and durable solutions for the conflict-induced displacement crisis. The qualitative study was conducted among twenty-three adult females and males comprising internally displaced persons (IDPs), and humanitarian workers in the government and non-governmental humanitarian sectors. Although only a silent whisper in the field of conflict resolution, Black men and boys face unprecedented levels of state-sponsored direct, structural, and metaphysical violence. This report offers the first overview of the “what, where, and when” of AI-related legislation introduced in U.S. state legislatures between 2019 and 2024, analyzing key policy trends, priorities, and equity considerations. Although relatively few bills have been enacted, legislative activity has accelerated, reflecting growing political attention to the promises and risks of AI. Public administration has become increasingly concerned with social equity, particularly in budgetary processes. Local governments have adopted so-called equity budgeting practices, yet little is understood about how and why they are adopted; what budgeting practices are deemed social equity budgeting versus traditional budgeting; what is required to adopt and implement social equity budgeting successfully; and how success is measured. We analyzed government and nonprofit documents on social equity budgeting, followed by interviews with local government budget directors serving “early adopter cities” of social equity budgeting practices. This dissertation comprises three essays that examine critical aspects of public and nonprofit financial management, focusing on interorganizational relationships, local government influence, and financial reserve management in times of crisis.

The first essay examines how interorganizational relationships, specifically nonprofit organizations’ board interlocks, relate to their financial distress, depending on the temporal and spatial contexts. Organization-level fixed-effects regression analysis with Kentucky nonprofits from 2018 to 2022 shows that nonprofits with board interlocks in urban areas were less likely to experience financial distress during the COVID-19 pandemic. I suggest that board interlock acts as an adaptive buffering tool that helps manage resource …

The Predictors Of Self-Censorship On College Campuses, Henry I. Long

Across U.S. colleges, speech climates are poor. Self-censorship and discomfort expressing views are common. At the same time, we find wide variation in speech climates across different institutions. This study is the first to identify factors that predict variation in speech climates. Drawing on data from multiple sources, including a survey of 58,807 undergraduates across 257 colleges and universities from the Foundation from Individual Rights and Expression (FIRE), this study constructs a first-of-its-kind dataset to test three core theories of self-censorship found in the literature—student-centric theories, faculty-centric theories, and administrator-centric theories. With ample evidence demonstrating a link between low levels of gun regulation and high levels of firearm fatalities, it seems intuitive that Americans would want to increase the level of firearm regulation to bring down the level of violence. Public trust in the U.S. government has declined sharply over the past several decades, falling from roughly 75% in the late 1950s to almost 15% today. This project examines how major U.S. foreign policy decisions, specifically during the Vietnam War, the post-9/11 Global War on Terror, and the ongoing conflict in Palestine, have contributed to this erosion of trust. Through qualitative analysis of historical records, public opinion data, and scholarly assessments of U.S. military actions and their global consequences, the research identifies recurring patterns in how government narratives, media framing, and revelations of human rights violations shape public perception.
