The 32 fellows in the 2013 Emerging Leaders Program (ELP) worked with community partners to investigate the theme, “Engaging and Expanding Communities".

They worked with six community partners, and identified ways to help them expand beyond their core stakeholders to a wider circle of stakeholders and broader potential impact. The fellows gave their time and professional skills to understand how to reach new business partners, new participants, new advisors, and new donors. They conducted surveys, interviews, and focus groups; explored social media options; examined best practices; and considered ways to tell powerful stories about the vitally important work of the …

On March 23, 2010, President Barack Obama signed into law The Patient Protection and Affordable Care Act, commonly known as “Obamacare.” Did the government’s hand reach too far into the health care economy of our nation? There is growing consensus in the scientific community that the global climate is changing. Increasing average global temperatures are expected to increase both the frequency and intensity of extreme weather events, which will affect human civilization. However, these events do not need to become disasters. Analysis of past extreme weather disasters in the United States shows that failures in policy, specifically in terms of disaster preparedness, are the real culprit and not the actual weather event. Given the increasing destructiveness of storms and the projected increase in frequency, it makes formulating a coherent and effective national response a priority.

State Department officials stated at the end of 2011 that after a careful review of year's events concerning the terror group Al Qaeda, the threat of terrorism was now greatly diminished with little chance of retunring. Less than four months later, Al Qaeda affiliate group Al Qaeda in the Islamic Maghreb (AQIM) staged a coup in the West African country of Mali, effectively splitting the country in half. The article will analyze the conflict in Mali as an example of how Islamic fundamentalism and global terrorism of Al Qaeda has not dissipated, despite the best hopes of American foreign policymakers. …

Mobile technology is one of the fastest growing industries. In rural parts of the world, mobile phones are more accessible than sanitation facilities and electricity. Mobile phones can be used to transmit health information, promote health awareness, track the spread of diseases, and ultimately decrease the prevalence of diseases. In particular, this study focuses on how mobile health technology, m-health, can reduce the spread of HIV/AIDS and malaria in Tanzania.

In light of the recent financial crisis and economic downturn, policymakers are looking at other options to raise tax revenue. One such option proposed is a financial transaction tax which would tax various cross-border transactions such as banking or securities transactions. Yet, economic growth is arguably the better option for increasing revenue. One might further argue that a tax will lead to less revenue through reduced growth resulting from investors investing money in other tax free arenas. The purpose of this paper is to measure the impact of clean drinking water, modern sanitation facilities and hygiene on child mortality rates in Senegal. Diarrhea-related morbidity is still fairly common among young children and this disease is mainly due to poor hygiene and environmental factors. Although extensive research has been done on the determinants of child mortality in Senegal, they were mainly descriptive studies that did not focus on a policy-related variable on which public policies could have a direct intervention. Using dummy dependent variable models, I find that drinking water source and sanitation facility are not individually statistically …

Since 1999, the Organization for Islamic Cooperation has annually introduced a resolution to the United Nations Human Rights Council to create an international blasphemy law. The United Nations is currently debating whether to accept a resolution that criminalizes blasphemy. In order to assess whether the United Nations should enact such a law, this article examines the laws of the United States in comparison to three countries that enforce their blasphemy laws: Indonesia, Pakistan, and Saudi Arabia. This article concludes that the United Nations should follow the way of the United States and forgo any restriction on blasphemy, as blasphemy laws …

The goals of this endeavor were to assist LIFT-Boston in understanding the outcomes associated with its services and enable the organization to further pursue service goals. Nebraskans obtain fire protection, rescue, and emergency medical services in a variety of ways. Citizens may be served by municipal departments or rural and suburban regional fire districts. The firefighters providing these services may be full time professional employees, volunteers who are not compensated, or volunteers who receive some type of payment per call. As would be expected, Nebraska residents living in the state’s largest communities of Omaha, Lincoln, Bellevue, and Grand Island receive services from fire departments staffed by full time firefighters. And, conversely, departments with volunteer firefighters protect Nebraskans residing in the state’s smaller communities or rural areas. …

With the recent economic downturn, jobs have been at the forefront of people’s concerns. Policy makers in every state have promised their constituents new jobs. Of particular importance are high paying jobs. Manufacturing jobs tend to be a well-paying and highly sought after form of employment. However, in recent decades, the percentage of manufacturing jobs has been declining in the United States. Also, manufacturing facilities have shown an increased likelihood of relocating to different states. I theorize that manufacturing facilities relocating and expanding in different states is primarily due to state tax policies. This phenomenon has increased within recent years …

Introduction: This study reports the findings based on the results of three surveys implemented to determine the effectiveness of the Fathers Now program. The aim of the report is the gage if the program is meeting its goals for current and past participants.

Methods: The data provided in the report was collected from both in-person surveys as well as phone surveys. 25 participants were surveyed in the pre-survey, 16 in the post-survey, and 25 in alumni phone interviews.

LIFT-Boston, a local nonprofit, and a team of UMass Boston Public Policy PhD students, have engaged in a collaborative problem identification and goal setting focused on the effectiveness of LIFT’s unique service delivery model. LIFT uses volunteer advocates and a goal-oriented process with no eligibility criteria to assist clients in distress. Our study aims to help LIFT discover how their approach affects their clients’ well-being.

One way public organizations improve services is through the implementation of performance measurement programs. To help public managers address the challenges of performance measurement, knowing how others are using data in decision-making is valuable. Communities of practice are one way for public managers to access such information. StatNet began in 2008 as a network of municipal officials using data-driven performance management approaches. The group gathers three times per year for in-depth discussion of municipal governance, focusing on topics such as police, fire, budgets, constituent relations and DPWs.

In view of the increasing concerns for escalating energy costs, healthier living, and environmental degradation, sustainable building initiatives are being pursued with both public and private support, although with significant misperceptions. The purpose of this study is to identify homeowner perceptions of renewable energy sources and to identify the causes of apprehension towards using renewable energy technology in affordable housing. The methodology of this study uses a non-experimental, descriptive designed, random survey. Findings indicate significantly high initial costs for green building technology, such as solar panels, and serve as the primary reason for apprehension toward installing renewable energy systems in …

As an increasing number of asylum-seekers cross the border into Switzerland in search of protection, Switzerland faces the challenge of accommodating and integrating asylum populations into society while protecting all basic human rights. This study looks at the reception of child asylum-seekers in the canton of Vaud, Switzerland in terms of their integration in the education system and society. A series of interviews and a literature review were used to identify what services are available to child asylumseekers both at school and within the canton that may facilitate integration. Endemic land insecurity is a critical aspect of the negative peace presently felt by the Acoli sub-region in the wake of two decades of conflict,2 as well over two thousand instances of land disputes have been recorded in the region since the cessation of hostilities in 2006.3 This study examines the dynamics of land conflicts in Nwoya district, Northern Uganda.
