Past Publications

The 2014 Nebraska Metro Poll continues an on‐going effort to understand the perceptions and concerns of urban residents. The Metro Poll expands upon the efforts of the Omaha Conditions Survey conducted by the Center for Public Affairs Research (CPAR) periodically since 1990 to now include survey responses from the seven counties that comprise both the Omaha and Lincoln metro areas. With the knowledge and insights gained from surveying local residents, leaders and decision‐makers can be better informed on the views and priorities that the public shares.

Past Publications

The 2014 Nebraska Metro Poll continues an on-going effort to understand the perceptions and concerns of urban residents. Selected Characteristics For Nebraska Counties From The 2008-2012 American Community Survey, Center For Public Affairs Research (Cpar)

On December 17, 2013, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2008 through 2012, making available social, economic, housing and demographic statistics for Nebraska’s counties. Also available are estimates for every community and legislative district in Nebraska and the nation.

The data are based on a rolling national sample survey mailed to about 3 million addresses each year, resulting in nearly 2 million final interviews each year from 2008 through 2012. By pooling several years of survey responses, the ACS can generate detailed statistical portraits of smaller geographies such as counties. …

Exposure To Pre-Incident Behavior And Reporting In College Students, Mario Scalora, Brandon A. Hollister, Sarah Hoff, Alissa Marquez

Campus targeted violence is preceded by noticeable, alarming behavior, and reporting improvement efforts have been suggested to increase students’ willingness to inform campus authorities of forewarning actions. Reporting improvement techniques have been most successful with material appealing to the perceptions of high-risk students (i.e., those likely to observe and not report). The current study examined the characteristics of students that view threatening behavior and lack willingness to report with a large, Midwestern, undergraduate sample (n 450). Approximately 35% of the sample (i.e., n 157) indicated observing pre-incident behavior on campus, and 65% of these individuals (i.e., n 101) described unwillingness …

OMAHA – While rural and metro Nebraskans have strong enough ties between communities to understand the issues that are important to other areas of the state, there are varying factors that drive the perceptions of outsiders that are important to consider. On many issues, metro and rural Nebraskans have different views of the problems facing other parts of the state, which are shaped by factors other than the day‐to‐day experiences of locals, according to a new report released by the University of Nebraska at Omaha’s (UNO) Center for Public Affairs Research (CPAR).

This research seeks to discern the latent motivational factors that prompt individuals to join the Air Force Reserve. It is hypothesized that the decision to affiliate has a large non-economic component; this study also seeks to determine whether enlistment motivations have been stable over the last decades or whether motivations have recently evolved in light of over a decade of constant armed conflict.The project utilizes a questionnaire given at selected reserve units to members who are in their first few months of service. This study investigates whether tax appraised values of commercial office buildings in major Texas cities are influenced by ENERGY STAR (ES) rating. Per square foot (PSF) tax appraised value of property improvements and certification ratings are used to determine whether higher levels ES rating (a numerical grade from 75 to 100) increase tax appraised values in the five most populated Texas cities - Austin, Dallas, Fort Worth, Houston, and San Antonio.Quantitative data on ES buildings in each selected city is obtained through the EPA and county tax assessor online resources. The urban heat island (UHI) is a pervasive phenomenon that affects city dwellers. There are certain populations who are especially vulnerable to its affects. Studies have shown that the urban tree canopy helps to mitigate and alleviate the negative effects of the UHI. The research was conducted for the City of Dallas, Texas. Pursuing An Answer: Bureaucratic And Legal Accountability In Local Law Enforcement Pursuit Policies, Casey Lafrance

Using qualitative and quantitative data obtained from 30 interviews with local law enforcement managers (12 county sheriffs and 18 municipal police chiefs), this study explores the decision-making processes used by these managers in the context of a pursuit-related accident involving an innocent third party. My findings suggest that: (1) managers most often conduct internal investigations to ensure that their officers’ behavior demonstrated adherence to the agency’s standard operating procedures; (2) managers use multiple mechanisms, including consultations with legal actors and professional peers, to keep their pursuit policies updated with regard to case law; (3) policy restrictiveness shares a positive, but …

Whites And The Active Representation Of Racial Minority Interests, Maykao Y. Hang

This study explored personal and organizational factors that contribute to White public administrators actively representing the interests of racial minority minorities. Data collection comprised of 15 semi-structured interviews. The average age was 54, and the length of service was 3-33 years. Subjects were asked about their personal background, what it means to be White, and work experiences in local county government.

Personal factors found were racial consciousness, major life events, and significant relationships with people of color. Organizational factors included a diverse and inclusive work environment, bureaucracy, legal and compliance issues, and supervisor support. Findings included that Whites did not …

As a researcher of targeted violence, I found Arthur MacDonald’s work “Assassins of Rulers” (MacDonald, 1912) very provocative. Although different norms for behavioral and criminological research early the past century may have limited the current applicability of Mac- Donald’s findings, this work highlighted certain paradigmatic issues that have later emerged within the targeted violence literature. Before addressing commonalities with recent research, discussion of methodological issues is warranted. First, one is impressed with how detailed MacDonald’s presentation is across the range of cases of political assassination and regicide. In May 2014, the MYC hosted young people at our first Youth Summit for Transit Justice. In this youth-led process, we brought together youth from across the county and adult policy-makers to address our region’s transit issues. It was an important step for building youth-adult partnership to improve transit access for young people in Multnomah County.
