We continue support the Federal Bank of Boston “Working Cities” challenge which aims to support social and economic recovery of underperforming small and mid-sized cities in the New England region. We continue to extend our data profiles of these cities located in Massachusetts, Rhode Island and now Connecticut. It is our hope that these data ‘rich” profiles which includes key indicators on health, population and demographic changes, industrial growth, and educational performance can not only support policy development in these targeted areas, but also help in monitoring the progress these cities make over time.

The game of golf has a tumultuous history that includes long bouts with classism, racism and sexism. From its arrival to the United States more than 200 years ago, golf has found itself as a barometer for democracy. The symbolism for elitism demonstrated through the demographic makeup of its participants is evident and remained practically unchanged during this time. However, within public administration, there is a massive void in research related to municipal golf policy. On December 8, 2016 the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2011 through 2015, making available social, economic, housing and demographic statistics for Nebraska’s Legislative Districts. Also available are estimates for every community and county in Nebraska and the nation.

The charts and tables in this report are based on the Legislative District boundaries for the 103^rd Legislature that were approved by the Legislature in 2011 and were based on data from the 2010 Census. Retention Heterogeneity In New York City Schools, Douglas Almond, Ajin Lee, Amy Ellen Schwartz

Performance on proficiency exams can be a key determinant of whether students are retained or "held back" in their grade. In New York City, passing the statewide proficiency exam essentially guarantees promotion, while roughly 13% of those students who fail the exam are retained. Using regression discontinuity methods, we find that female students are 25% more likely to be retained in their grade due to exam failure than boys. Hispanic students are 60% more likely and Black students 120% more likely to be retained due to exam failure (relative to White students). Poverty and previous poor performance also increase the …

The Academic Effects Of Chronic Exposure To Neighborhood Violence, Amy Ellen Schwartz, Agustina Laurito, Johanna Lacoe, Patrick Sharkey, Ingrid Gould Ellen

We estimate the causal effect of repeated exposure to violent crime on test scores in New York City. We use two distinct empirical strategies; value-added models linking student performance on standardized exams to violent crimes on a student’s residential block, and a regression discontinuity approach that identifies the acute effect of an additional crime exposure within a one-week window. Exposure to violent crime reduces academic performance. Value added models suggest the average effect is very small; approximately -0.01 standard deviations in English Language Arts (ELA) and mathematics. Chemical Reactions: Marijuana, Opioids, and Our Families is the seventh Massachusetts Family Impact Seminar. This seminar was designed to emphasize a family perspective in policymaking on issues related to the legalization of marijuana and managing the opioid abuse crisis in the Commonwealth. In general, Family Impact Seminars analyze the consequences an issue, policy, or program may have for families.

Observers of Congress often cite the budget process as evidence of the institution’s contemporary dysfunction. Indeed, in the past ten years, the House and Senate have failed to agree on a budget resolution six times and Congress has failed to pass nearly all of its appropriations bills before the October 1 deadline. This inability to fulfill one of its basic responsibilities is often blamed on increasingly polarized congressional parties attempting to leverage the process to their advantages. The populist programs deployed by government have a higher degree of being used as strategy to increase support at elections known as pork barrel politics. This paper finds that similar pattern also happened in the allocation of grants and social assistance in the province of Banten provided by the local government. This research aims at ans¬wering the question: can the grants and social assistances allocated by incumbent in Banten Province in 2011 be categorized as pork barrel distributive politics? Hazardous materials are prevalent in all communities in the United States. They are stored and they are transported. Regardless of the method of transport, (for this study defined as: pipeline, rail, roadway, air, or water) hazardous materials are generally transported without incident. However, consequences of a hazmat transportation incident can be extreme with serious repercussions to public safety, life and wellbeing, the environment, and infrastructure. To plan for and mitigate these consequences, communities may choose to examine the transportation of hazardous materials through high risk areas – areas with sensitive ecosystems or high population – to better develop strategies.

Is civility dead? Americans ask this question every election season, but their concern is hardly limited to political campaigns. Doubts about civility regularly arise in just about every aspect of American public life. Rudeness runs rampant. Our news media is saturated with aggressive bluster and vitriol. Our digital platforms teem with expressions of disrespect and trolls. Reflecting these conditions, surveys show that a significant majority of Americans believe we are living in an age of unusual anger and discord. Perceptions Regarding Public Safety In Portland’S Humboldt Neighborhood, Kris R. Henning, Greg Stewart

Criminology and Criminal Justice Faculty Publications and Presentations

The Portland Police Bureau (PPB) has partnered with Portland State University (PSU) to develop new strategies for improving public safety and police-community relations. The initiative seeks to provide residents with greater voice in where police work in their neighborhood and what steps the police take to address public safety concerns. The current report presents the findings from a household survey conducted in Portland's Humboldt neighborhood. Residents' top concerns were gun crimes, gang activity, and traffic safety. The majority of residents support increased foot patrols by officers and community meetings as a means for reducing crime and strengthening police-community relationships.

The Limits Of Liberal Planning: The Lindsay Administration's Failed Plan To Control Development On Staten Island, Jeffrey A. Kroessler

Staten Island grew rapidly after the Verrazano Narrows Bridge opened in 1964. Mayor John Lindsay introduced a plan to control and guide development there, and encouraged planned unit development. The Rouse Company, then building Columbia, Maryland, was contracted to plan new communities for the southern third of Staten Island to more than double the borough’s population. State Senator John Marchi introduced legislation for the South Richmond Development Corporation in 1971. The plan called for the city to use eminent domain to buy property and transfer it to the Rouse Company, which would also construct residential towers on landfill in Raritan …

Public participation is becoming a more common characteristic of constitutional drafting processes around the world, and Africa has not been an exception in this regard. This paper seeks to survey several of the public participation processes undertaken in a number of African nations, in order to examine the methods followed and the effects produced by such processes. For that purpose, I have analyzed the constitutional drafting efforts in South Africa, Uganda, Eritrea, Zimbabwe, Rwanda, Kenya, and Egypt. The Clark County Parenting Project offers a series of free programs to help parents become more effective in raising their children. This program evaluation focuses on Teen Triple P, one of the six programs offered by Clark County, evaluating the effectiveness of the program to the community. The Parenting Project partnered with the University of Nevada, Las Vegas, School of Public Policy and Leadership to be a participant in a program evaluation. The evaluation will serve as a tool to determine the overall effectiveness in meeting program goals and objectives as well as determining strengths and weaknesses in program implementation.

The most common definition of outdoor education comes from "education in, about, and for the outdoors" (Donaldson and Donaldson, 1958, p. 63).
