The US Army War College Quarterly: Parameters

This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

This research explores the contextualized use of Lean and Six Sigma (LSS) practices in the state governments in the United States. It analyzes LSS’s capacity to innovate public service administration to improve efficiency, effectiveness, and equity in government.
This study employed the Grounded Theory Method to analyze 2,048 LSS project reports from 32 state governments between 2003 and 2024, aiming to identify systematic patterns in the adjustment and application of LSS within state service administration and its outcomes.

This paper examines the dynamics of power asymmetry in the interdependent relationship between Cameroon and France from 2000 – 2024 with a focus on security and economic cooperation. The main research question asks: To what extent has power asymmetry reinforced or mitigated the interdependent relationship between Cameroon and France within the realm of economic and security cooperation? Based on the hypothesis that increased interdependence between these two states during this period has strengthened existing power disparity. The paper examines how such dynamics have restrained Cameroon’s autonomy and its capacity to pursue policy goals.

Addressing Emergency Situations Among The Unhoused In Paterson, Nj, Fanny Lauby

Earlier this year, the Paterson City Council proposed an ordinance to criminalize homelessness. Many residents were unhappy with the proposed ordinance, feeling that it was unjust to treat the homeless in Paterson that way, and that it wouldn’t effectively address the root causes. The ordinance was withdrawn, but homelessness in Paterson still needs to be addressed. This paper proposes alternate solutions to homelessness; through increasing shelter capacity, affordable housing, modifying the ordinance, increasing in voluntary commitment, measures, and alternatives to involuntary commitment.

Global Constructions Of Gender, Sexuality, And Migration: An Analysis Of Five Immigrant Memoirs, Grace Halvorson

This capstone analyzes five memoirs by LGBTQ+ migrants—Jose Antonio Vargas, Edafe Okporo, Staceyann Chin, Danny Ramadan, and Samra Habib—to explore how governments weaponize gender and sexual orientation to construct national identity and exert control over both citizens and migrants. Their diverse migration experiences highlight how “gender border control” operates across families, communities, and national government systems, reinforcing heteronormative structures that regulate queer identities. My analysis of their memoirs reveals how both formal tools, such as immigration policies, and informal tools, such as social exclusion, make individuals outside heteronormative identity categories susceptible to state and societal violence. Since 2014, Nevada has consistently ranked among the bottom five states, if not last, in the nation for youth mental health, with more than 34,000 youth reporting experiencing thoughts of suicide in 2025 (U.S. Department of Health and Human Services, 2023). The state’s student-to-counselor ratio stands at 456 to 1, nearly double the recommended 250 to 1 (American School Counselor Association, 2024). In Southern Nevada, these challenges are compounded with persistent provider shortages, chronic underfunding, and a fragmented system of care. Reassessing Policy Responses To Irregular Migration In Receiving Democracies: A Process-Tracing Analysis Of Transactional Migration Governance, Otoniel Ramos

This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence. This study looks at the potential impacts of social media advocacy on mobilizing the pubic. Drawing from the Pew Research Center’s 2018 American Trends Panel, I look at Americans’ views of technology, political involvement, and their perceptions of social media and online engagement. I found that younger respondents view social media as more important to their political engagements. I find a significant relationship between census region and perceived importance of social media on issue involvement, as well. Respondents from the southern United States who consider themselves to be "very liberal" report a greater influence of social media on their involvement …

The Live Entertainment Taxis a 9% tax that is exclusively for casinos, nightclubs, and venues that have a minimum occupancy of 200. The Live Entertainment Tax is managed by both the Nevada Gaming Control Board, which oversees events that are held at gaming establishments, and the department of Taxation, which handles events held at all other venues. Clark County is home to the Las Vegas Strip, which is where the majority of the revenue from this tax is collected.

Sexual harassment is a widespread issue influenced by societal attitudes that stem from victim blaiming and rape myth acceptance. These perceptions are often shaped by the identities of the parties involved, however there is limited research on how gender and race influence blame attribution. The purpose of this study is to examine how different identities shape public perceptions of victims in sexual harassment scenarios. Through using a nationwide sample and survey experiment, participants were randomly assigned to receive one of eight different hypothetical scenarios that differed by the race and gender of the victim, and the gender of the perpetrator. …

Emergent Models Of Place-Based Philanthropy: A Review Of Six Foundations’ Initiatives, Douglas Easterling

The Foundation Review

Traditional approaches to place-based philanthropy, including comprehensive community initiatives (CCIs), are characterized by four design features: 1) a centralized stakeholder group that serves as the primary nexus for the foundation’s engagement; 2) an extensive planning process on the front end; 3) the planning group’s initial strategy serves as the basis for the foundation’s investments throughout the initiative; and 4) foundation staff play a largely transactional role in reviewing proposals, awarding grants and monitoring progress. This linear, structured approach to community change has had only limited success over 30 years of foundation practice.
