West Virginians disproportionately suffer from higher rates of illness, disease and disability. As a result, West Virginians also have some of the nation’s highest rates of pre-existing conditions. These are health conditions which were diagnosed or treated by a provider prior to the purchase of insurance. They are also those conditions undiagnosed by a physician for which a “prudent” person would have sought care.

Until the Affordable Care Act (ACA) established a series of consumer protections,¹ individuals affected by pre-existing conditions were generally unable to purchase insurance on their own. However, recently these protections have come under threat by …

This paper explores the discursive development of taxation within budget speeches in two countries, the Republic of Ireland and the United Kingdom, from 1970 to 2015 by means of a corpus-assisted discourse analysis. We ask the following questions; how have discourses of taxation developed diachronically in both countries, what are the similarities and differences in the observable discourses across both countries, and for whom and how are these discourses legitimised? In answering these questions, this paper makes use of Corpus linguistics, a methodological approach which utilises computational analysis of large bodies of text to draw statistically significant conclusions about the …

During the fiscal crisis of the 1970s, New York City imposed deep budget cuts on the three library systems: the New York Public Library, the Brooklyn Public Library, and the Queens Borough Public Library. As the city cut budgets, the public demanded that libraries be kept open, and elected officials struggled to do both. The Queens Library’s staff was reduced from over 1,100 to barely 700, with branches open only two or three days a week, with one staff serving both. New buildings remained vacant because the library lacked funds to operate them. When the library proposed closing some branches, …

There is, without question, a public health crisis in the United States arising from both illicit and prescription opioid misuse, addiction, and overdose. The Food and Drug Administration (FDA) is one regulator with an important role to play in minimizing the harms associated with prescription opioids, while also ensuring that prescription opioids are available for the evidence-based management of pain. One question, however, is to what extent the agency can consider in its decisions to approve opioids and keep existing ones on the market the provider and patient behaviors contributing to the epidemic. The nursing workforce increasingly faces issues that affect clinical and managerial practice. One such issue is work-family conflict (WFC) and family-work conflict (FWC). Nurses face role strain as they confront the pressures from often competing work-and-family roles. This study assessed WFC/FWC among varying nurse roles: staff nurses, managerial nurses, and nurse executives. A random sample of 5,000 nurses, generated from registered nurses practicing in the state of Florida, was surveyed for this research study. Nurses were surveyed on demographics, perceptions regarding the work environment, and perceptions of WFC/FWC. Descriptively, nurses experienced more work-family conflict than family-work conflict. Constructing And Validating An Integrative Economic Model Of Health Care Systems And Health Care Markets: A Comparative Analysis Of Oecd Countries, Jesse Helligso

This dissertation argues that there are three basic types of health care systems used in industrial nations: free market (private insurance and provision), universal (public insurance and private provision), and socialized (public insurance and provision). It examines the role of market forces (supply and demand) within the health care systems and their effects on health outcomes by constructing an integrative model of health care markets and policies that is lacking within the scientific and academic literature. The results show that, free market systems have decreased access to care, good quality of care, and are economically inefficient resulting in 2.7 years …

Over the past several decades in Nebraska, where and how people live has changed dramatically. In 1900, 67% of Nebraskans lived in nonmetropolitan counties. Today, 65% live in metropolitan counties. The transformation in where people live in Nebraska reveals changes in how people live as well. For instance, in this infographic you can see that metropolitan Nebraska is younger, more diverse and more educated. However, while there are differences between metropolitan and nonmetropolitan Nebraska there are some attributes of life in Nebraska that transcend county boarders. West Virginia is one of the poorest states in the nation, and West Virginians face some of the highest rates of illness and disability. One of the few bright spots for the health of West Virginians have been government-funded programs like Medicaid and the Children’s Health Insurance Program (CHIP). The Affordable Care Act (ACA), including the expansion of Medicaid under Governor Tomblin in 2014, has brought health coverage and access to care to hundreds of thousands of West Virginians. Today, about a third of West Virginians rely on Medicaid, and the program has become the backbone of the state’s health …

The primary objective of this dissertation is to study the management of public and nonprofit resources and financial risk. Governments will be able to use its findings to continue to provide public services in collaboration with other sectors, including the nonprofit sector. Nonprofit financial self-sufficiency and sub-award grant mechanisms between the government and nonprofit sectors are two primary areas to be examined. This dissertation consists of three essays. The first investigates how the diversification of nonprofit revenue portfolios influences extreme revenue risks; the results show that the chance of extreme revenue loss increases when revenue sources are highly correlated to …

Urban pedestrianism is increasingly perceived as a dangerous form of travel. While roadway design has been historically scaled to cars instead of people, planning professionals are now re-thinking their approach to make roads more inclusive for all travelers. Scholars, however, have learned harbored fear can trump behavior even under ideal travel conditions. Such fear can adversely impact perceived pedestrian self-efficacy, which is the self-generated internal assessment or belief in a traveler's agentive abilities to navigate the travel environment. Foster parents in New York say financial support from the government to care for the state’s most vulnerable kids has lagged, impacting the care they are able to provide.

In Philadelphia – a nearby city with a significantly lower cost of living -- foster parents get more government aid than in New York. Philadelphia officials raised the city’s foster care reimbursement rates by a third this year.

Past Publications

On December 7, 2017, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2012 through 2016, making available social, economic, housing and demographic statistics for Nebraska’s counties. Also available are estimates for every community and legislative district in Nebraska and the nation.

The data are based on a rolling national sample survey mailed to about 3 million addresses each year, resulting in nearly 2 million final interviews each year from 2012 through 2016. By pooling several years of survey responses, the ACS can generate detailed statistical portraits of smaller geographies such as counties. …
