This paper re-examines and updates a controversial historical economic analysis, presented almost 45 years ago by Robert William Fogel1 and Stanley L. Engerman in their “Time on the Cross: The Economics of American Negro Slavery (1974).” The authors purported their work has two main objectives: 1) to revise an erroneous, “traditional” characterization of the slave economy and myths about black slaves themselves and 2) to apply rapid advances in economics, quantitative statistics, applied mathematics and the availability of high-speed computers to analyze large data sets, to re-examine and better understand the institution of slavery.

This is the first of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. Differences in outcomes between the 17 MAP and 17 non-MAP housing developments will serve as the statistical basis for estimating …

Accessibility is the well stablished concept in theories of urban planning and spatial structure. This dissertation measured access to opportunities that incorporate major destinations as well as all jobs for three modes. The study used the most updated transportation network to measure access to opportunities by gravity equation that account for distance and mode. It also used Principal Component Analysis to make the opportunity scores out of several related destinations and to make overall score by incorporating all the opportunities. The developed access to opportunity scores were applied to evaluate the location efficiencies of major affordable housing units in DFW. …

Although the self-driving technology promises to solve several urban issues, the deployment of the autonomous vehicles (AV) is an evolutionary process that depends on different factors. One of these factors is the public adoption of AVs that plays a crucial role in the deployment of this technology by controlling the level of market penetration. By analyzing the cross-national survey studies on AVs acceptance, the author finds that the rate of AVs adoption in America is considerably lower than other developed countries. The primary purpose of this study was to assess the resources that are available to women in underserved communities to detect and treat postpartum depression. Postpartum depression continues to be a major public health issue. Although there are screening methods and treatments that are available to address this mental illness, the rates of detection are still low leading to a number of women that suffer from postpartum depression and go untreated. The Census Bureau estimates the July 1, 2016 population of Nebraska to be 1,907,116. The state hit a new population milestone, exceeding the 1.9 million mark for the first time. Seven years passed between exceeding 1.8 million for the first time in 2009 and this new milestone in 2016. This 7-year timespan ties for the shortest such duration to gain 100,000 persons with the 7-year period from 1992 to 1999, when the state rose from 1.6 million to 1.7 million residents. In 2015, 78% of Detroit's city council was African American--the highest percentage in the country. For decades, there had been an assumption in the academic and activist fields that a legislative body with such a high percentage of minority presence would produce incredible policy gains for that group (i.e. African American Detroiters). Instead, the council passed no Black racial policy. In a city where there were ostensibly no barriers for passing racial policy -- there were no subsequent policy gains. Though running contrary to existing scholarship, Detroit is not an anomaly; it is an indicator of the larger trend.

Transnational networks are growing in prevalence and importance as states, nongovernmental, and intergovernmental organizations seek to meet climate change goals; yet, the organizations in these networks struggle between the global, technical and local, contextual sources of power, authority, and knowledge used to influence decision-making and governance. This dissertation analyzes these contestations in Pacific Islands climate change diplomacy and governance efforts by asking: i) What do power relations look like among the Pacific Islands' networked organizations? ii) To what authority do organizations appeal to access sources of power? iii) What sources of knowledge are produced and reproduced by these organizations? and …
