The permitting process to determine whether high volume hydraulic fracturing (HVHF) should be allowed in New York State has been controversial and protracted. There have been intense disputes between those who see HVHF as an economic benefit and those who assert it will jeopardize health and the environment. Using the case study research method, perceptions of directly affected stakeholders regarding the issues, benefits and limitations associated with the public participation process were explored. Purposive sampling yielded participants from the natural gas industry, municipal governments, local landowners and residents. Factors Contributing To Victim Employment, Victim Income Status, And Intimate Partner Violence In Jamaica, Marsha Fraser

Using 166 IPV police reports in Jamaica, this mixed-methods study (a) explored the utility of routine activities theory and control balance theory for explaining the relationship between victim employment and IPV; (b) explored risk factors for IPV; and (c) examined the relationships between victim employment and victim income status with IPV murder and IPV severity in the Jamaica. Content analysis of the narratives of the police reports supported both theories suggesting an integration of the two theories may be most fitting. Estrangement and infidelity emerged as bold themes. Infidelity was identified as an additional risk factor in the Jamaican context. …

Feedback And Innovative Work Behavior Among Local Government Employees In Korea: The Roles Of Trust In Supervisor, Affective Commitment, And Risk-Taking Climate, Hyeonuk Bak

The purpose of this study is to explore the mechanisms of how feedback from supervisor affects innovative work behavior among local government employees in Korea. Another purpose of this study is to explore the mediating roles of trust in supervisor and affective commitment, and the moderating role of risk-taking climate, using various theories, such as organizational support theory, social exchange theory, intrinsic motivation theory, and psychological climate theory.

The results from a cross-sectional study based on a sample of 1,699 local government employees from 65 local governments find that feedback from supervisor has a significant direct effect on innovative work …

Tweeting In Public: How Florida's Public Information Officers Use Twitter To Engage The Publics They Serve, Jessica B. Scott

This study expands Twitter interactivity research in the area of public relations. A content analysis of tweets from public information Twitter accounts in Florida counties examines the degree to which county public information officers interact with the publics on Twitter. Engagement on Twitter is examined using a coding scheme adapted from previous research (McMillan, 2002; Otterbacher, Shapiro, & Hemphill, 2012; Parmelee & Deeley, 2017), which is a more sophisticated measure of interactivity than merely counting the presence of replies and retweets. This essay analyzes how political and ideological changes affect public bureaucracy and its relationship with civil society regarding different strategies of openness to participation. We suggest a theoretical-conceptual framework to discuss aspects of the political situation in Latin America. First, we discuss the changes that occurred over time, in the state-civil society relationship, which strengthen the latter and amplify a discourse for more participatory democracy. Traffic congestion is a crucial factor for understanding travel behavior. The scientific evidence has shown that traffic congestion affects air quality, public health, and economic development, but empirical studies about the effects of travel time delays on travel behavior are limited. This research aims to address this gap by developing a time-related mobility measure, or “delay score,” and analyzing its impact on VMT and commuters’ mode choices within a comprehensive framework that incorporates the built environment, demographics, and residential preference/self-selection factors. The study used secondary data from the Bank's Statistical Bulletin and the Nigeria Bureau of Statistics. Information on monthly allocations to States, internally Generated Revenue, Debt stock, total Revenue, and Total expenditure were used to examine fiscal imbalance in the States. Since 2011, Vancouver Foundation has invested significant time, energy, ideas, and money in bringing together immigrant and refugee youth and young people with lived experience of the foster care system in British Columbia.

Through its Fostering Change and Fresh Voices initiatives, the foundation has listened and worked in partnership with these young people to address the issues that affect their lives, and important progress has been made in the forms of meaningful policy changes and improved political engagement. The foundation is now in the process of returning these initiatives to the communities that inspired them.

The literature on nonprofit organizations exhorts them to understand and develop their communities’ strengths and capacities. Yet, identifying those communities, appreciating the conditions that affect them, and integrating organizational stakeholders can pose difficulties for any nonprofit, including foundations.

This article examines how a tool relatively new to nonprofits — geographic information systems — can be used to support community building by bringing together different stakeholders. A geographic information system is designed to capture, store, manipulate, analyze, manage, and present spatial or geographic data, thus allowing an organization to map its community and share that visualization with its stakeholders.

The act of transforming community outcomes requires diverse stakeholders across an array of settings to become actors of change. While this movement to action lies at the heart of effective community change, it also remains one of the most challenging aspects of collective work.

Drawing from the ABLe Change Framework systems-change model, this article presents four processes used in numerous communities across the United States to effectively engage diverse stakeholders in taking actions to improve local systems. These processes prioritize the voices of the most disadvantaged within communities and engage them as key actors in the change process.

Yet there are challenges to effective investment in underresourced regions, especially when foundations have limited familiarity with the region and may assume limited local capacity to leverage philanthropic investments.

This article discusses how Sierra Health Foundation partnered with other California and national foundations to establish the San Joaquin Valley Health Fund, a collaborative whose grants focus on strengthening the capacity of communities and organizations in the Valley to advance policy and systems changes that promote health and racial equity.

Community navigators help individuals and families access local services and assistance through a combination of referrals and interpersonal support. The Denver Foundation launched the Basic Human Needs Navigator Learning Community in February 2014 to help navigators working with local organizations and community members practicing navigation independently improve their practice and identify similarities and differences in their approaches.

This article discusses the multiyear, peer-learning project, including the general lessons the foundation learned about both navigation and the use of a learning-community approach to reach its field-building goals.

Since 2007, the Neil and Louise Tillotson Fund — a donor-advised fund of the New Hampshire Charitable Foundation — has invested in early childhood development in Coös County — New Hampshire’s largest and most rural and economically disadvantaged county. Community providers from a range of disciplines formed strong professional relationships and agreed on common goals and evidence-based strategies to improve services for children and families.
