Incorporating Macroprudential Financial Regulation Into Monetary Policy, Aaron Klein

This paper proposes two insights into financial regulation and monetary policy. The first enhances understanding the relationship between them, building on the automobile metaphor that describes monetary policy: when to accelerate or brake for curves miles ahead. Enhancing the metaphor, financial markets are the transmission. In a financial crisis, markets cease to function, equivalent to a transmission shifting into neutral. This explains both monetary policy’s diminished effectiveness in stimulating the economy and why the financial crisis shock to real economic output greatly exceeded central bank forecasts.

This paper examines the structure of the Nevada legislature and how interest groups influence the policy making process. In particular, this paper aims to answer the questions of how interest groups are able to make a difference in the legislative process and how those groups are able to gain access to the political environment in the state. By understanding how interest groups advocate for certain policies, the best methods to engage citizens in the political process can be understood. Anxiety and depression can be represented on a dimensional spectrum of negative affect, broadly termed psychological distress. Research has identified several factors that maintain negative emotion, but have neglected the possibility that individuals’ interpretations of moral issues in the larger macro-system affects their level of distress. Thus, the current study investigated the role of perceptions of moral transgressions, or cognitive interpretations of stimuli (“transgressions”) that violate beliefs about right and wrong, as a predictor of psychological distress. Parental Report Of Outcomes From A Randomized Trial Of In-Home Family Services, Kristin Duppong-Hurley, Matthew Lambert, Irina Patwardhan, Jay L. Ringle, Ronald W. Thompson, Jennifer Farley

This study conducted a randomized trial to examine the efficacy of the Boys Town In-Home Family Services (IHFS) program for families of high-risk youth. Participants were recruited from a state helpline for families struggling with poor family functioning and child emotional or behavioral issues. Consent was obtained for 300 of which 152 were randomly assigned to participate in IHFS for 3–4 months and 148 were assigned to the services as usual comparison group. For the families in the treatment group, 18% did not participant in the intervention, and 66% of families received 20 or more service hours. Parent report data …

As universities around the world stopped delivering face to face classes, the nonintentional creation of many online digital learning spaces has led to much speculation on “best practices” for virtual course delivery. Our evidence shows that the highest educational value comes from optimizing the “social presence” of your classroom environment. Using data collected from an undergraduate political science research methods course prior to the COVID-19 pandemic, across 3 semesters at a large public university, we find by maximizing perceptual social presence - or the feeling that a student is actively engaged in a “real” classroom environment, students report greater satisfaction …

According to Bronfenbrenner’s bioecological theory (Bronfenbrenner & Evans, 2000), children’s early development and learning are influenced by multiple systems, including the microsystem (e.g., family poverty level), mesosystem (e.g., home-school partnership), exosystem (e.g., community type, early education policies), and macrosystem (e.g., rural culture). Given the lack of early education studies focused on rural communities, we sought to explore how these ecological systems are linked to children’s early learning experiences, with a particular focus on educators’ perceptions of how these ecosystems influence children’s learning environments and opportunities. One of the most niche sub-arenas of public administration, higher education administration, involves preparing future leaders and scholars for global perspectives. This original research examined whether collegiate, traditionally-aged, undergraduate student risky behavioral choices rose during the study abroad experience as compared to when in the home collegiate environment. After investigating the literature an opportunity to connect the phenomena of domestic risky behavior, collegiate study abroad, and tourism materialized. The anthropological concept of liminality served as the theoretical perspective that anchored the construction of this research. The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. This toolkit provides guidance for school threat assessment teams to encourage the reporting of concerning behavior that may threaten safety and security of schools. Part I (“Reporting School Violence Before it Happens”) provides an overview of the importance of reporting school violence, and outlines specific barriers to reporting among youth, school staff, and parents/guardians. Part II (“Developing and Implementing a Reporting Process”) provides guidance on important features of a reporting process for potential or actual violence and other safety concerns. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

The purpose of this mixed-methods study is to examine whether differences exist between the digital media promotion of marijuana policies by organizations based on their type (liberal, federal government, or conservative ). Concerns about illicit drug use in America are apparent when looking at the current discourse on marijuana policy. This discourse has been impacted by the media's construction of the drug problem and how that problem is defined by different sources. Despite an ever-growing population, levels of political participation in the form of voter turnout remain low among Latinos. As a matter of public policy, political participation is essential to groups who are under-represented in political structures. In January 2020, Nebraska Community Foundation began working with Center for Public Affairs Research at the University of Nebraska at Omaha to co-create a survey designed to explore young people’s perceptions and perspectives of their Nebraska hometowns. Over 1,000 high school students responded to the online survey which was administered in rural communities of varying sizes and geography between January and May 2020. The results of the Youth Survey begin to reveal the priorities, values, and desires of these individuals as well as factors that may influence their decision to return to or remain in Greater Nebraska in the future. …

What are racial and ethnic disparities (RED)? RED refers to racial and ethnic differences in contacts and experiences with the criminal and juvenile justice systems.1,2 Measuring the extent to which RED exist in the justice system is a first step toward identifying the ways to improve upon how well the system upholds the principle of equal treatment under the law.3 Prior research shows that RED are prevalent across multiple points of contact with the juvenile justice system in Nebraska.1,3 There is also a large body of evidence demonstrating RED in the adult criminal justice system nationwide.4 The purpose of this …

In the United States, cross-sector partnerships, a form of collaboration, are becoming increasingly common in practice (Gray & Purdy, 2018). However, questions remain regarding the effectiveness of these partnerships and if the many challenges of using them can be overcome. In particular, the intersection of cross-sector partnerships and power, which can deeply impact these partnerships, needs more attention. This study used interpretive phenomenology to understand, from the participant perspective, (a) the experience and construction of power, (b) the impact of power on participants, and (c) how power dynamics in these initiatives compare to dynamics in organizations.
