The purpose of this qualitative case study was to understand the preservation of Nevada’s higher education governance entity through the theoretical framework of punctuated equilibrium theory, which may provide useful information to Nevada’s state policymakers as they seek to address the state’s educated workforce needs via postsecondary governance reform. This study sought to explore the Nevada legislative policymaking process, why policy actors responded as they did and the context in which they responded by examining the life cycle of three unique higher education governance reform bills. States And Multicultural Education Policies: An Event History Analysis, Leander D. Kellogg

Multicultural education policies related to K-12 curriculum have been shown to benefit underperforming students. This research found that 10 states have adopted such policies between 1978 and 1994. A unified model of policy innovation and diffusion with a conceptual framework, which included three factors: motivation to innovate, obstacles to innovation, and resources to overcome such obstacles was used to explore demographic, political, and economic conditions along with neighboring states diffusion. Both internal and external determinants were found to significantly influence the adoption of multicultural education. In May 2009, six students enrolled in a graduate level policy analysis course at the University of Nevada- Las Vegas engaged in discussion concerning the effects of recent trends in the financing of higher education within the State of Nevada. This discussion was further narrowed down to the effects of tuition revenues. The textbook adoption process in the State of Nevada has its share of flaws, bureaucracy red tape, and "legal E's" however; its intentions are meant to benefit all instructors and students in the state. Textbooks are as integral to education as school buildings and teachers, and they should be part of the free, public education provided by the state and school districts (New Sentinel Editorial, 2006).
