For the last two decades, federal legislation and Massachusetts’ state ABE policies have linked adult learners’ educational outcomes to performance systems and accountability requirements. These outcomes, represented as ‘goals’, reflect an emphasis on return-on-investment strategies and outcome-based accountability measures. Greatest emphasis is placed on that subset of adult learners’ goals that are easily measured, attainable, and that are associated with public outcomes. This dissertation, in contrast, seeks to understand the goal setting process from the perspective of learners and local ABE stakeholders. Historically, P-12 schools and institutions of higher education have operated independently of each other, creating a gap that acts as a barrier between high school and postsecondary institutions. This gap is blamed for many societal issues including high college remediation rates, low college-going rates among minority groups, and low six-year college graduation rates. Prelingual hearing loss greatly restricts a child’s language development, hindering his or her behavioral, cognitive and social functioning. Although technology such as hearing aids and cochlear implants are an option for providing access to sound, they fail to teach the child how to listen or attend, how to process language (whether visual or spoken), or how to produce language and communicate. Eliminating the Louisiana Scholarship Program (LSP) was proposed as a way to improve the financial situation of the Louisiana Department of Education budget in the current fiscal environment. A study released by the School Choice Demonstration Project (SCDP) found that the net fiscal impact on the Louisiana Department of Education budget would likely be an overall cost increase. In this study, we consider the effects that the removal or reduction of the program would have on individual districts. Districts would receive additional revenue from the state for affected students, but districts would also incur additional costs to educate these students. …

On Multiethnic Schools In Consociational Democracies: A Comparative Analysis Of Brčko District And Bosnia-Herzegovina, Jusuf Šarančić

The 1995 Dayton Peace Agreement both ended the Bosnian War and created the consociational democracy that exists in Bosnia and Herzegovina to this day. The ethnic autonomy created by the Dayton Agreement has resulted in a frozen conflict between ethnic groups that has manifested itself in the country’s monoethnic education system. This study explores the short-term stability under consociationalism and the long-term stability under a multiethnic education system. Additionally, this study explains the importance of the country’s only multiethnic education system in Brčko District and how it came into existence.

School Choice Demonstration Project

Louisiana, a state whose educational performance has lagged behind national averages for decades, began its experiment with publicly financed scholarships for students to attend private schools in 2008. The pilot version of the Louisiana Scholarship Program (LSP) was expanded statewide with the passage of Act 2 of the 2012 Louisiana state legislative session. Nearly 10,000 students applied to the expanded program in 2012-13, with roughly 5,000 applicants receiving scholarships. The program has continued its rapid expansion every year since then, with nearly 7,500 scholarships awarded in the 2014-15 school year.

The Louisiana Scholarship Program (LSP) is a statewide initiative offering publicly-funded vouchers to enroll in local private schools to students in low-performing schools with family income no greater than 250 percent of the poverty line. Initially established in 2008 as a pilot program in New Orleans, the LSP was expanded statewide in 2012. This paper examines the experimental effects of using an LSP scholarship to enroll in a private school on student achievement in the first two years following the program’s expansion. Given the significant growth rate and geographic expansion of private school choice programs over the past two decades, it is important to examine how traditional public schools respond to the sudden injection of competition for students and resources. This article uses 1) a school fixed effects approach, and 2) a regression discontinuity framework to examine the achievement impacts of the Louisiana Scholarship Program (LSP). The question of how school choice programs affect the racial stratification of schools is highly salient in the field of education policy. We use a student-level panel data set to analyze the impacts of the Louisiana Scholarship Program (LSP) on racial segregation in public and private schools. This targeted school voucher program provides funding for low-income, mostly minority students in the lowest-graded public schools to enroll in participating private schools. Our analysis indicates that the vast majority (82%) of LSP transfers have reduced racial segregation in the voucher students’ former public schools.
