Accrediting agencies assess higher education institutions using performance indicators that are outdated and assessed incorrectly. This research uses various quantitative methods including multiple regression to provide data to understand the financial impacts of these indicators on mission driven historically Black colleges and universities (HBCUs). The research question guiding this research examined whether academic accrediting agencies’, such as the Southern Association of Colleges and Schools, performance indicators affect state funding allocations for HBCUs. Resource dependence theory recognizes leadership in organizations is influenced by adverse external environmental factors. Situated at a Hispanic-Serving Institution (HSI), this postcritical ethnographic and photovoice study sought to explore how Latinx students define and practice civic engagement. Theoretically framed by Latino Cultural Citizenship (LCC), the study explored how current Latinx student civic engagement practices inform a Hispanic-Serving Institutions’ civic engagement efforts. Data collection took place over the 2021-2022 academic year and an exhibition of the study’s findings was made publicly available at the culmination of the study. Findings from the study indicate that Latinx postsecondary students define civic engagement as knowledge and resource sharing (KRS) and achieving success. In 2020, Americans collectively owed $1.6 trillion in student debt, making it the second-largest consumer debt category nationwide. 1 However, this debt is not distributed evenly across the country. In the United States, there has been a consistent under-enrollment of Black American men who have enrolled and graduated from four-year colleges and universities. The result of this lack of educational attainment is problematic, as it can be seen in lower employment rates, higher under-employment rates, higher rates of incarceration, poorer health, and even a lower quality life. Institutional leaders and policymakers have struggled to find solutions for increasing the participation of Black American men with largely mixed results. Using Actor-Network Theory (ANT) as a way to do Critical Policy Analysis (CPA), this instrumental case study explores the relationships between citizenship and immigration (CI) policies and the internationalization of Canadian higher education. By utilizing a critical-sociomaterial approach, the research exposes actors and actor-networks that are otherwise overlooked in these policy areas. Moreover, this lens underscores the impacts and consequences of policy and how the enrollment and/or exclusion of actors in actor-networks enables certain actors to exert control, power, and primacy over others.

Public higher education has experienced a decline in state funding in real dollars. This has created financial challenges for many students and their families, as well as institutions.
Tax revenue has decreased as a result of the economic recession, causing state leaders to reprioritize their fiscal responsibilities. Higher education has been viewed as a discretionary expense in competition with other state programs, so funding can, and often, does vary. Colleges and universities use alternative financial resources, most notably private fundraising, to meet their goals. Given the systemic nature of racial achievement and opportunity gaps in education and their disproportionate impact on Black men, postsecondary institutions alone cannot close them. Participation from multiple stakeholder groups is necessary. This report calls for greater involvement by federal and state policymakers, high school counselors, the National Collegiate Athletic Association (NCAA, the policymaking organization for intercollegiate athletics), community–based organizations, and other groups in ongoing efforts to improve the status of Black undergraduate men. As Dirk van Damme suggested (van Damme, 2009), the effects of the global financial crisis (GFC) have been manifold and complex and affected countries differently. Australia and Ireland have fared very differently in the GFC so choices will inevitably have been influenced by their relative capacity to spend on higher education. Since 1988 Australia has had a unitary, government-regulated but independent higher education system with block funding from a combination of government allocations and student contributions. In contrast, Ireland retains a government-regulated binary system dependent upon public investment and direct government control of staffing budgets. In recent years, both countries …

This chapter examines how effectively TAFE Institutes and universities in the State of Victoria contribute to meeting the social and economic needs of the population in terms of opportunities to study and relevance of the qualifications offered. It identifies some key achievements and areas for improvement. The chapter closes with a series of recommendations that include the need for a greater system approach to tertiary education in order to support sustainable regional development and the role that the State of Victoria can play in this strategy.
