The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

In this paper we will examine the issue of ownership unbundling and forced divestiture remedies imposed in a series of recent competition law cases of the energy market - examined in other papers - in relation to the possible existence of a series of legal obstacles. These energy market decisions belong to a group of antitrust cases in which a structural divestiture remedy has been imposed under the provisions of Article 9 of Regulation 1/2003. Through a complex litigation strategy that involved “freedom of information” requests, budget analysis, and media dissemination, the Civil Association for Equality and Justice (Asociación Civil por la Igualdad y la Justicia, or ACIJ) pressured the formerly reluctant government of the city of Buenos Aires, Argentina, to acknowledge a legitimate unsatisfied claim related to school vacancies for initial-level education and commit to making significant policy changes. This case study examines the ACIJ campaign and draws lessons for civil society engagement in public finance processes.

The growing presence and transient nature of for-profit higher education institutions in the US pose governance and regulatory challenges for bureaucratic structures, legislatures and non-profit postsecondary institutions. One such challenge is the perceived lack of governance and regulation of for-profit higher education institutions. This paper examines the impact of the higher education regulatory environment in the US on the presence of for-profit higher education institutions. Ordinal logistic regression is employed to determine whether state higher education governance structure, regulatory characteristics, and/or regional accreditation agency jurisdiction influence the prevalence of for-profit colleges and universities. Like other countries, it is engaged in significant system restructuring coupled with managed policy direction. This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. With the passage of the 2005 Wisconsin Act 125, private schools participating in the Milwaukee Parental Choice Program (MPCP) have been required to administer annual standardized tests in reading, mathematics, and science to their MPCP students enrolled in the 4th, 8th, and 10th grades. The law further directs Choice schools to submit copies of the scores from those tests to the School Choice Demonstration Project for processing and reporting to the Legislative Audit Bureau. In this report we examine high school completion and postsecondary enrollment (a.k.a. “educational attainment”) of the cohort of 9th grade students who were in the Milwaukee Parental Choice Program (MPCP) at the beginning of our state-mandated evaluation of the MPCP in 2006. After tracking the MPCP 9th graders following the 2006-07 year and comparing them to a carefully matched sample of 9th graders who were in Milwaukee Public Schools (MPS) during the 2006-07 year, we use a combination of parent surveys and administrative (school) records to estimate attainment.

The general purpose of this study is to assess the effectiveness of Milwaukee’s independent charter schools in promoting student achievement growth. Independent charter schools are authorized by non-school district entities and are considered"independent" because they are not a part of the Milwaukee Public School District (MPS). Throughout the course of this report we will estimate three-year achievement growth for independent charter school students who were in grades 3 through 8 at baseline (2006-07). This is the fourth-year report in a five-year evaluation of the Milwaukee Parental Choice Program (MPCP). This report features analyses of student achievement growth three years after we carefully assembled longitudinal study panels of MPCP and Milwaukee Public Schools (MPS) students in 2006-07. The MPCP, which began in 1990, provides government-funded vouchers for low-income children to attend private schools in the City of Milwaukee. The maximum voucher amount in 2009-10 was $6,442, and 20,899 children used a voucher to attend either secular or religious private schools. Climate change poses catastrophic health and security risks on a global scale. Universities, individual innovators, private firms, civil society, governments, and the United Nations can unite in the common goal to address climate change. This Article recommends means by which legal, scientific, engineering, and a host of other public and private actors can bring environmentally sound innovation into widespread use to achieve sustainable development.
