For the purposes of this Fact Sheet, the focus of the report has been narrowed to states located within the Mountain West region of the United States (Nevada, Arizona, Utah, Colorado, and New Mexico).

In May 2009, six students enrolled in a graduate level policy analysis course at the University of Nevada- Las Vegas engaged in discussion concerning the effects of recent trends in the financing of higher education within the State of Nevada. This discussion was further narrowed down to the effects of tuition revenues.
