“Undocumented” Ways Of Navigating Complex Sociopolitical Realities In Higher Education: A Critical Race Counterstory, Alonso R. Reyna Rivarola Oct 2017

“Undocumented” Ways Of Navigating Complex Sociopolitical Realities In Higher Education: A Critical Race Counterstory, Alonso R. Reyna Rivarola

Journal of Critical Scholarship on Higher Education and Student Affairs

In the United States, undocumented students must navigate complex sociopolitical realities to access and succeed in higher education. These complex sociopolitical realities are shaped by federal policies on education and immigration, state-specific legislation on education and public policy, as well as general attitudes regarding race, immigration, and nationalism in the U.S. In this manuscript, I weave in counter-storytelling to document some of the ways one undocumented student accessed and navigated U.S. higher education. I begin by reviewing the national and state policy contexts that affect undocumented students in the U.S. I focus a state policy analysis in Utah, as one …

El Análisis De Políticas Públicas: La Evolución De Una Disciplina Y Su Relevancia En Colombia, Carlos Andres Olaya Oct 2017

El Análisis De Políticas Públicas: La Evolución De Una Disciplina Y Su Relevancia En Colombia, Carlos Andres Olaya

Gobernar: The Journal of Latin American Public Policy and Governance

For several decades, the so-called public policy turn has become more relevant in the context of Latin America in general, and Colombia in particular. Both in the political and academic spheres, research projects or intervention have been put forward which, directly or indirectly, relate to a vague and general notion of "public policy." However, the advances in the specific field of the policy theory are timid. Therefore, it is necessary to deepen and energize the proper disciplinary debates of public policy, beyond the study of any policy in particular. Thus, this article explores the historical development of policy studies as …

Los Fundamentos Del Análisis Prospectivo De Políticas Públicas, Juan Guillermo Vieira Silva Oct 2017

Los Fundamentos Del Análisis Prospectivo De Políticas Públicas, Juan Guillermo Vieira Silva

Gobernar: The Journal of Latin American Public Policy and Governance

Given the inexistence in Spanish of an introductory synthesis to prospective policy analysis, this article proposes its conceptual and historical bases, the analysts' work and skills, and the ways to approach it, listing some of the most used methods and techniques . For this, the article reviews an important part of the English literature on the subject, organizing it descriptively for pedagogical and analytical purposes. Initially, the use of the expression public policy analysis is clarified, differentiating the field of public policy studies from the analysis applied within it to produce information for decision making; then the definition of policy …

Biciactivismo En Medellín. De La Acción Colectiva A La Agenda Política, Gloria Estela López Lopera, Diana Patricia Salinas Arango

Gobernar: The Journal of Latin American Public Policy and Governance

The analysis of collective action from Medellin’s cycling advocacy groups on the political agenda of the city, when seen through an Interpretativist Theoretical Perspective, is a reflection of the actual gap between the citizens and the public policy. This fact gives importance to the contexts, local knowledge, and the citizenry’s arguments. The case study is in itself a tool of methodological inquiry. Empirical evidence is gathered by applying semi-structured interviews, direct observation, and documentary review. Such evidence is systematized using matrixes and map-analysis. Cycling advocacy groups of Medellin become visible through proposals which represent the bicycle as a symbol of …

El Discurso De La Transición Al Socialismo De Hugo Chávez (1999-2008), Josefina Bruni Celli, Javier Rodríguez

Gobernar: The Journal of Latin American Public Policy and Governance

The purpose of this study is to trace Hugo Chavez’s transition-towards-Socialism efforts in Venezuela between 1999 and 2008, and by means of discourse analysis. Through combined qualitative and quantitative analyses of a random transcript sample from the ‘Aló Presidente’ Sunday program, the study: 1) analyzes the president's discourses that have to do with production relations, for the purpose of clarifying the trajectory of Hugo Chávez's policies regarding these, and in associated models of production; 2) identifies the discursive strategies employed by Hugo Chávez to legitimize and push forward changes in the very production relations that he promoted. Through the analysis …

Problemas Y Retos En La Implementación Del Gender Mainstreaming En La Política Pública De Mujeres De Medellín (2012-2015). Una Lectura Desde La Meta-Gobernanza, Alejandra León Rojas

Gobernar: The Journal of Latin American Public Policy and Governance

This article examines the difficulties in the implementation of gender mainstreaming in the Public Policy of Medellin’s women, under the lens of the meta-governance literature. The purpose is to determine how the problems of coordination between actors and means of governance have influenced incorporation and implementation processes of this international strategy, within the Municipal Administration of Medellin, and especially for the period 2012-2015. For this, a review of the experiences around protocols and routes of mainstreaming within the Women's Secretariat and its Mainstreaming Team was necessary; as well as a semi-structured interview and the mainstreaming workshops which were carried out …

Charter School Funding: Inequity In New York City, Larry D. Maloney, Patrick J. Wolf Aug 2017

Charter School Funding: Inequity In New York City, Larry D. Maloney, Patrick J. Wolf

School Choice Demonstration Project

Charter schools have been a part of the educational landscape in New York City since the first New York charter school opened in Harlem in 1999. We define a charter school as any school that (1) operates based on a formal charter in place of direct school district management and (2) reports its finances independently from the school district. We define all other public schools as district schools. According to the New York State Department of Education (NYSDoE), New York City was home to 1,575 district and 183 charter schools in Fiscal Year 2014 (FY2014). Seven percent of all public …

Evaluating The Policies That Lead To Stem Educational Attainment At The University Of Arkansas For Transfer Students, Bryan Hill Aug 2017

Evaluating The Policies That Lead To Stem Educational Attainment At The University Of Arkansas For Transfer Students, Bryan Hill

Graduate Theses and Dissertations

The US has a critical need to produce more STEM graduates and that need is exponentially more critical in Arkansas. Arkansas currently ranks last in the percent of STEM degrees conferred compared to overall degrees awarded. Students intending to pursue a STEM four-year college degree who start at a two-year college are significantly less likely to succeed in earning that degree. Arkansas passed Acts 672 and 182 aimed at strengthening the success of students who transfer from two-year colleges into four-year institutions. This study sought to evaluate the effectiveness of the Acts by determining if the University of Arkansas (UA) …

The Relationship Between Federal Citizenship And Immigration Policies And The Internationalization Of Higher Education In Canada, Rashed Al-Haque Jul 2017

The Relationship Between Federal Citizenship And Immigration Policies And The Internationalization Of Higher Education In Canada, Rashed Al-Haque

Electronic Thesis and Dissertation Repository

Using Actor-Network Theory (ANT) as a way to do Critical Policy Analysis (CPA), this instrumental case study explores the relationships between citizenship and immigration (CI) policies and the internationalization of Canadian higher education. By utilizing a critical-sociomaterial approach, the research exposes actors and actor-networks that are otherwise overlooked in these policy areas. Moreover, this lens underscores the impacts and consequences of policy and how the enrollment and/or exclusion of actors in actor-networks enables certain actors to exert control, power, and primacy over others.

While most research on internationalization identifies the academy as the site for internationalization policy enactment, this research …

How Has The Louisiana Scholarship Program Affected Students? A Comprehensive Summary Of Effects After Three Years, Jonathan N. Mills, Patrick J. Wolf Jun 2017

How Has The Louisiana Scholarship Program Affected Students? A Comprehensive Summary Of Effects After Three Years, Jonathan N. Mills, Patrick J. Wolf

School Choice Demonstration Project

School choice reforms comprise a broad category of policies aimed at improving public education through the introduction of market forces that expand customer choice and competition between schools. Here we summarize our research to date on the effects of a large statewide school voucher initiative, the Louisiana Scholarship Program (LSP), and draw the following conclusions: • Overall, participating in the LSP had no statistically significant impact on student English Language Arts (ELA) or math scores after using an LSP scholarship for three years. • The subgroup of students who were lower achieving before applying to the program did show significant …

The Effects Of The Louisiana Scholarship Program On Student Achievement After Three Years, Jonathan N. Mills, Patrick J. Wolf Jun 2017

The Effects Of The Louisiana Scholarship Program On Student Achievement After Three Years, Jonathan N. Mills, Patrick J. Wolf

School Choice Demonstration Project

The Louisiana Scholarship Program (LSP) offers publicly-funded vouchers to students in low-performing schools with family income no greater than 250 percent of the poverty line, allowing them to enroll in participating private schools. Established in 2008 as a pilot program in New Orleans, the LSP was expanded statewide in 2012. This report examines the experimental effects of using an LSP scholarship to enroll in one’s first choice private school on student achievement in the three years following the program’s expansion. Large negative achievement effects in the first year of the program appear to have been followed by improvement in the …

Supplying Choice: An Analysis Of School Participation Decisions In Voucher Programs In Dc, Indiana, And Louisiana, Yujie Sude, Corey A. Deangelis, Patrick J. Wolf

School Choice Demonstration Project

Since school voucher funds are public, policymakers fiercely debate how those funds should be spent. A goal of many decision-makers is to ensure that every private school option is “highquality” through program accountability regulations. Private schools, however, have a say in the matter. They can decide whether or not to participate in a private school choice program and likely factor the type and level of program regulations into that decision. We examine the impacts of private school regulations on the supply-side of voucher programs in D.C., Indiana, and Louisiana. Private schools value their autonomy. Therefore, we expect that regulatory burden …

Special Education Identification In The Louisiana Scholarship Program, Sivan Tuchman, Patrick J. Wolf Jun 2017

Special Education Identification In The Louisiana Scholarship Program, Sivan Tuchman, Patrick J. Wolf

School Choice Demonstration Project

The debate over school vouchers continues as more states offer government dollars to fund private schooling for students as a method of improving choice and quality in K-12 education. Previous research in the charter school sector has found that special education enrollment discrepancies between charters and traditional public schools is likely due to a mixture in parental choice making, differential identification practices, and the removal of special education labels. This study is the first experimental analysis of the impact of a enrollment in a private school choice program on special education identification and de-identification. Using data for almost 2,000 students …

Charter School Funding: Inequity In The City, Patrick J. Wolf, Larry D. Maloney, Jay F. May, Corey A. Deangelis May 2017

Charter School Funding: Inequity In The City, Patrick J. Wolf, Larry D. Maloney, Jay F. May, Corey A. Deangelis

School Choice Demonstration Project

Public charter schools are a growing part of K-12 education. Charter schools are public schools that are granted operational autonomy by their authorizing agency in return for a commitment to achieve specific performance goals. Like traditional public schools, charter schools are free to students and overseen by the state. Unlike traditional public schools, however, most charters are open to all students who wish to apply, regardless of where they live. If a charter school is over-subscribed, usually random lotteries determine which students will be admitted. Most charter schools are independent of the traditional public school district in which they operate.

State Fiscal Impact Of The Succeed Scholarship Program 2016-2017, Julie R. Trivitt, Corey A. Deangelis

School Choice Demonstration Project

This report will address the fiscal impact of the SSP for the 2016-17 school year, the first year the program is available for students. As of February 2017 there were 22 students from 13 districts using the program to attend one of the 17 accredited private schools currently participating in the program. For 20 of the students we know which public school district he/she attended in 2015-16. All students must be attending a public school, relocating from out of state, or be members of an active duty military family in order to participate in the program. To estimate the fiscal …

How Hb 1222 Would Save Arkansas Money, Patrick J. Wolf, Julie R. Trivitt, Corey A. Deangelis

School Choice Demonstration Project

Private school choice programs have a positive fiscal impact on states because the amount of state money spent on a child in the program, or the amount of state revenue foregone in the case of tax-credit funding, is less than the state would pay if the student attended a public school.

Law-Based Arguments And Messages To Advocate For Later School Start Time Policies In The United States, Clark J. Lee, Dennis M. Nolan, Steven W. Lockley, Brent Pattison Jan 2017

Law-Based Arguments And Messages To Advocate For Later School Start Time Policies In The United States, Clark J. Lee, Dennis M. Nolan, Steven W. Lockley, Brent Pattison

Homeland Security Publications

The increasing scientific evidence that early school start times are harmful to the health and safety of teenagers has generated much recent debate about changing school start times policies for adolescent students. Although efforts to promote and implement such changes have proliferated in the United States in recent years, they have rarely been supported by law-based arguments and messages that leverage the existing legal infrastructure regulating public education and child welfare in the United States. Furthermore, the legal bases to support or resist such changes have not been explored in detail to date. This article provides an overview of how …

Advocate Or Traditional Bureaucrat: Understanding The Role Of Esl Supervisors In Shaping Local Education Policy Toward Immigrant Communities, Grant E. Rissler Jan 2017

Advocate Or Traditional Bureaucrat: Understanding The Role Of Esl Supervisors In Shaping Local Education Policy Toward Immigrant Communities, Grant E. Rissler

Theses and Dissertations

As recent immigrants seek a productive and dignified life in “new immigrant destinations” that have little historical experience with immigration, public education systems serve a key function in immigrant integration efforts. In a federal system increasingly focused on accountability, a crucial sub-set of education policy and local responsiveness to immigration is English language instruction and services for Limited English Proficient (LEP) students and parents.

In such contexts, the role that local bureaucrats play, and whether they actively represent the interests of the newfound diversity of community members, are crucial questions if strongly held American ideals of social equity and equal …

The Intersection Of Race, Gender And The School To Prison Pipeline: A Case Study On The Impact Of Exclusionary Discipline On African American Girls, Karen Nicole Wallace

Walden Dissertations and Doctoral Studies

Exclusionary discipline in school contributes to gender and racial disproportionality in the juvenile justice system and marginalizes African American girls. Using the social justice and rational choice theories as the foundation, the purpose of this case study was to explore the relationship between the criminalization of behavior in schools, racial bias, and gender stereotypes contribute to the overrepresentation of the school to prison pipeline in Virginia. The central research question focused on the relationship between the criminalization of behavior in schools, racial bias, and gender stereotypes on the overrepresentation of African American girls in the school to prison pipeline. Employing …
