In July 1998, following consultation with its UN partners, the United Nations Mine Action Service (UNMAS), acting in its capacity as a focal point for all mine-related activities within the UN system, offered to field a multidisciplinary inter-agency mission to assess the requirement for further UN assistance in Azerbaijan. The mission found a serious dearth of recorded data concerning mine/UXO casualties. Even agencies dealing directly with mine victims, such as hospitals and prosthetic centers, have no mechanisms to disaggregate data on mine/UXO victims from other war-related injuries.

In order to depoliticize any claim that any U.S. president would ever take military action especially one involving tactical nuclear weapons based on politically predetermined intelligence, Congress needs to legislate and fund with a small budget what I'm calling the Contrarian Threat Assessment Directorate.

The director of this small, independent intelligence arm would be nominated by the president, confirmed by the Senate, and report directly to the president. Through a statutory amendment, the director would become an adviser to the National Security Council (NSC) on the contrarian, dissenting and minority intelligence assessments.

This paper presents the results of an indirect assessment of the personality of Ayman al-Zawahiri, deputy leader of the al-Qaida terrorist network at the time of the September 11, 2001 terrorist attack on the United States and allegedly chief strategist for al-Qaida operations and personal physician to Osama bin Laden.

Al-Zawahiri’s primary personality patterns were found to be Contentious/oppositional and Dominant/controlling, with secondary features of the Dauntless/dissenting and Ambitious/self-serving patterns.

The amalgam of Contentious (negativistic, or passive-aggressive) and Dominant (aggressive, or sadistic) patterns in al-Zawahiri’s profile suggests the presence of the “abrasive negativist” syndrome. For these personalities, minor frictions easily …
