Research shows injury risks to deminers can vary depending on their body positioning. Here, the authors present the preliminary results of a study testing the effects of body position on deminer injury using mannequins. They hope to refine further their methodology and continue to learn information that will benefit the demining community.

In the summer of 2005, 19 senior-level managers from mine action programs worldwide descended on James Madison University in the heart of Virginia’s Shenandoah Valley to develop and improve their toolbox of management skills at a course sponsored by the United Nations Development Programme. Five weeks later, they left with a wealth of new knowledge, new friends and fond memories of their learning experience.

Mine action is changing. This is not 1997 and what the international community has learned in the past eight years clearly indicates that the path forward is something different from what a literal reading of the Ottawa Convention would suggest. The Landmine Impact Survey process has demonstrated very clearly that only a small portion of the minefields—normally less than 20 percent—account for the vast majority of casualties and lost economic opportunities. The mine action community has a responsibility to profit from this new knowledge and to adjust its approach accordingly.

The evaluation considered technical survey activities at both the technical and strategic levels in order to assess the Cambodian Mine Action Centre (CMAC) technical survey capacity established in 2003. The assessment was conducted in four phases. The ‘crime-war’ operational environment, found in failed and failing-states dominated by non-state (criminal) soldiers, has been increasing in scope for decades. This trend is viewed as part of the process of transition from the modern (Third) to the post-modern (Fourth) epoch. Within this environment, non-state entities utilize asymmetric warfare against nation-states. The most dangerous of these opponents are those whose approach is asymmetric by nature (due to their network-type organization) and who thereby represent a direct challenger to the nation-state form. In the aftermath of the military conflicts of 1936 - 45, there seemed to be a global renunciation of war as an instrument of state policy. Shortly thereafter, however, decades of ideological attrition between the major powers and the inherent perversion of postcolonial states reduced the solemn declarations of 1945 to ineffectual rhetoric. Underpinning the decline and demise of a human-centred approach to global peace and security is the enduring notion of the civilised self and the barbaric other.
