The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluation of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, this report forms one part of the 2008 evaluation by regions and covers South East Europe, 2002-2007.

The approach used for the evaluation was desk research visits to two mine-affected countries (Bosnia and Herzegovina and Croatia) and further contact with EC Delegations by phone and internet. Face-to-face discussions with RELEX and EuropeAid staff in Brussels were only possible after the country visits.

In recent years we have seen the emergence of a "new securocracy," a generalization of responsibility for fighting terror within the public sector. Here we consider the nature and extent of this securocratic shift. In particular, the identity implications for the public sector worker are explored and we contend that there is an inherent tension between "serving" and "policing" the public in many public sector jobs. We also discuss the way in which a securocratic identity is simultaneously embraced and resisted. The primary and secondary cause of this accident are listed as a Unavoidable because the deminer suffered no apparent injuries, and accidental initiations can occur when excavating mines even when all precautions are taken. Dust in the eyes is common after a blast because dust is drawn into the low-pressure area behind the expanding blast wave. “Grid” in the eyes causes greater concern because it may have been ejecta from the blast, implying that the visor was not worn correctly but it is presumed that the Victim had no injuries because the investigators accepted that this was so.

The Mines Advisory Group began working in Chad in late 2004 with the objective of demining the water points in several of the war-torn provinces in the northern portion of the country.
