Battle Management Language (BML) is being developed as an open standard that unambiguously formalizes and specifies Command and Control information, including orders and reports built upon precise representations of tasks. BML is a language specification, based on doctrine and consistent with Coalition standards. The goal of BML is to enable and improve the interoperability in the C2 area, especially by enabling also the military communication with simulation systems and future robotic forces.

Semantic mismatch between systems is due, in part, to the grouping together of terms who have defined meaning in different levels of granularity, and which are composed together into different groupings by distinct systems. It has been proposed that making use of elemental concepts (referred to here as primitives of meaning) can assist in interoperability, but seeking to define all terms at a level of granularity equal to or greater than that of all involved systems.

The preponderance of postsurge analysis is devoted to military operations and their subsequent efficacy in reducing levels of violence by concentrating on troop deployments, tactics, and intelligence. Such studies are valuable, but only to a certain extent. Any holistic appraisal must also consider noncombat counterinsurgency strategies that addressed social issues—in particular, essential services. Reminiscent of Lebanon’s Hizballah, militias in Baghdad sought ascendency over services as a means to solidify control and influence. Projections of the future national-security environment are always laden with uncertainty and ambiguity. However, they help to serve an early-warning function concerning emergent threats and the nationalist capabilities that will be required to respond to them. With this in mind, I would like to offer a reconceptualization of the 2006 Quadrennial Defense Review, or QDR, threat categories by viewing these threat potentials through a modified perceptual lens.

Canada (En)Counters Terrorism: Us-Canada Relations And Counter-Terrorism Policy, Veronica Kitchen, Karthika Sasikumar

This paper examines the role of identity in shaping counter-terrorism policy in Canada. We show that identity functions in three ways: constitutively by defining the range of choices a state is likely to consider; strategically by being a resource to buttress arguments based in economic or sovereignty interests; and heuristically by using identity as a marker for risk. This three-faceted explanation helps explain why, despite close economic, social, and political links between Canada and the United States which might lead us to expect Canada to follow American counter-terrorism policy, Canadian counter-terrorism policy often diverges from the American lead.

In this study we set out to conduct a comprehensive quantitative research analysis of literature reporting results on the causal impact of leadership by focusing on examining what we refer to as ‘leadership interventions.’ We defined leadership interventions as those studies where the researcher overtly manipulated leadership as the independent variable through training, assignment, scenario or other means. Our focus included both examining experimental and quasi-experimental as well as lab and field studies conducted in public and private organizations. The other sees the 1960s as illuminating a fundamental paradigm shift concerning security studies. Over thirty-four years since the 1960-1975 Second Indochina War, Unexploded Ordnance (UXO) continues to inhibit a multitude of development priorities in Laos. One of only three remaining Least Developed Countries in Southeast Asia, greater understanding of the socio-economic effects of UXO is crucial to the development of Laos. Drawing on three weeks of field work in June 2009, primarily composed of semi-structured interviews, non-participant observation and literature analysis, this thesis examines the effects of UXO alongside an analysis of how existing responses to UXO contamination in Laos may be improved.

The article presents information on a research study which compared the mindsets of military officers and private security contractors. The results are discussed in terms of U.S. military professionalism. The study indicated a need for better clarification of legal responsibilities in terms of contractor relations with the military. The study is also said to support the view that military combat roles should not be outsourced.
