The US Army War College hosted the inaugural annual Homeland Defense Symposium from February 6 to 8, 2024, at Carlisle Barracks, Pennsylvania. The conference, entitled “Reestablishing the Sanctuary,” featured plenary presentations on defending critical infrastructure, contested deployment, and cognitive defense by experts from military, academic, and government organizations.
As highlighted in the conference theme, attendees recognized the homeland does not provide the sanctuary it once did, and our society is already under attack. Using disinformation and social media means, our adversaries are engaged in cognitive warfare …

A More Perfect Peace: Can The Russia-Ukraine War End Justly?, Nathaniel B. Davis, Marlon A. Thomas
The US Army War College Quarterly: Parameters
This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

The Pentagon needs to embrace a new methodology called mission-based planning to size and shape the defense enterprise properly. This article critiques several proposals for reestablishing the long-standing two major theater war construct in the face of ongoing shifts in the strategic environment, including the nation’s $36 trillion debt and prospects of annual interest payments beyond $1 trillion. This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

This study evaluates the effectiveness of economic sanctions imposed on Iran’s nuclear ambitions, with a particular emphasis on the Joint Comprehensive Plan of Action (JCPOA) and the Maximum Pressure Campaign (MPC). Using the Economic Coercion Trilemma framework, this research analyzes the impact of these sanctions regimes on Iran’s nuclear program through the lenses of efficacy, political feasibility, and unintended consequences. Ultimately this study explores the question: Could sustained sanctions have constrained Iran’s access to critical resources, effectively halting its pursuit of nuclear weapons? The findings suggest that while both the JCPOA and MPC had varying degrees of success, neither fully …

This fact sheet presents data on the link between social and demographic metrics of principal cities in four Mountain West metropolitan statistical areas (MSAs): Phoenix, AZ; Tucson, AZ; Denver, CO; and Las Vegas, NV. This fact sheet also reports the number of people affected by mass shooting events (MSEs) as originally reported in “Association Between Markers of Structural Racism and Mass Shooting Events in Major US Cities,” published by The Journal of the American Medical Association (JAMA) Surgery. The original article derives data from 865 MSEs across 51 MSAs in the United States.

This article is supported by the information and perspectives received from 12, one-on-one, semi-structured interviews with a variety of thought leaders in Taiwan. The goal of this proposal is to provide policymakers in the United States with a path for protecting Taiwan, while responsibly managing the U.S.-China relationship. On July 23, 2003, Salvadoran President Francisco Flores introduced a punitive and militaristic gang-prevention measure, Plan Mano Dura (Plan Iron Fist), in an attempt to solve the gang phenomenon plaguing El Salvador. Although it turned out to be an abject policy failure, its future effects and significance would far outweigh its intended impact, essentially dictating how El Salvador would combat gang violence for the next 20 years and beyond. The Zeitenwende, or “watershed moment”—announced by Chancellor Olaf Scholz in February 2022, days after Russia’s invasion of Ukraine—outlined a set of policy shifts, including the development of Germany’s first-ever National Security Strategy, that appeared to signal a greater role for Germany in the defense and security of Europe. Increasing global interest in nuclear energy and peaceful uses of nuclear technology has led to facilities in emerging countries with nuclear materials and radioactive sources that could be stolen, sabotaged, or otherwise accessed by criminals. In this paper, we created a framework to assess the motivations and capabilities of criminal networks and measure the threats they may pose to different stages of the nuclear fuel cycle in emerging nuclear states. This paper examines the dynamics of power asymmetry in the interdependent relationship between Cameroon and France from 2000 – 2024 with a focus on security and economic cooperation. The main research question asks: To what extent has power asymmetry reinforced or mitigated the interdependent relationship between Cameroon and France within the realm of economic and security cooperation? Based on the hypothesis that increased interdependence between these two states during this period has strengthened existing power disparity. Despite the international shock at this phenomenon, this is an age-old practice for Russia. This dissertation examines the conditions under which sanctions-sending states can successfully mobilize broad international support for coercive measures on a target state for violating international security norms. Using the case of international sanctions on Iran from 2006 to 2016, I develop a theory of how sanctions senders mobilize support for, and cooperation with, coercive measures on target states. The theory has two parts. First, states seeking international sanctions against a target with broad participation and support need unity and cooperation on the part of major powers in the international system. Historical analogies are often employed as tools of public persuasion on security and foreign policies. While existing research points to the potential power of historical analogies on domestic audiences, it has not examined the effect of historical analogies on foreign publics. Using speeches by Ukrainian President Volodymyr Zelensky after Russia’s February 2022 invasion, we investigate whether evoking salient events from the audience country’s past effectively increases popular support for aiding Ukraine. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. This study aims to fill a gap in scholarship: how political science research can zoom in on the individual and produce effective research at the singular level through ontological security theory. Drawing on Eurobarometer studies and social media comments, this study delineates the evolution of European identity dynamics from 1975 to 2024. Between 2001 and 2018, China’s outward foreign direct investment increased by 66.3 times, with a particular focus on resource-rich countries in Africa. While the economic impact of these investments has been widely studied, their potential impacts on democratic freedoms have been neglected. This thesis investigates how Chinese foreign direct investment affects African countries’ free speech, free press, and internet freedom. Based on case studies of Zambia, Kenya, and Ghana, this thesis finds a causal relationship between increased foreign direct investment from China and decreased freedom of expression and internet freedom in host countries. The study investigated the impact of crime on interstate road transport operations in north-central Nigeria. The study relies on descriptive statistics to describe the features of the populations. 200 questionnaires were purposefully administered to the four major interstate motor parks in the capital of some north-central states (i.e., Minna, Lokoja, Benue, and Lafia) using random sampling techniques. The gathered data was analysed using percentages and charts, while the T-test statistics were used to test the study hypothesis.
