The primary purpose of the project, as originally conceived, was to design and implement a series of applied research studies to validate the effectiveness of a blended learning ecology in the teaching of life saving medical skills to US Army combat military personnel. The project has since undergone several changes to include changing the focus to the development of a Program of Instruction (POI) for Combat Lifesaver Skills (CLS). Additionally, the CLS course content was integrated with Personal Response Systems (PRS) to promote the learning outcomes outlined in the POI, and 2 eLearning Modules were created to further reinforce content. …

Conflict resolution scholars and policy-makers have traditionally prioritized research and policy measures dealing with political violence, treating criminal violence as a contextual factor in their analysis or as a subordinate policy concern. One may wonder why the value of a casualty differs depending on whether the fatal blow was caused by a tank, a gang knife, or even a typhoon. U.S. Army helicopter maintenance condition is affected by operation environment and high flight hours. Due to the environmental conditions and high operation tempo of Afghanistan and Iraq, U.S. Army Aviation created the RESET aviation maintenance program to provide restorative maintenance following deployments in theater. The RESET maintenance program was created in addition to the existing two-level maintenance programs. Following deployment, RESET is a thorough cleaning to remove contaminants, inspection of airframe and components, and repair cycle to restore the condition of the helicopter to acceptable condition.

This study examines the shift of Attorney General Guidelines in the wake of September 11th, 2001, and the consequences for both federal law enforcement and federal prosecutors. Previous research has found that prosecutors are more apt to use an exceptional vagueness approach and try terrorists like traditional offenders. Likewise, terrorist are more likely to act like traditional offenders and plead guilty in the post-9/11 era. This study further supports the existing knowledge by providing evidence of increased plea bargain rates post-9/11 of terrorists. The present study explores how the introduction of targeted sanctions has transformed the practice of international organisations, looking at the examples of North Korea, Burma/Myanmar, Iran and Zimbabwe.

Although the ultimate effectiveness of the individual sanctions measures can hardly be ascertained, not least due to their co-existence with unilateral sanctions proactively enforced by the US, the analysis demonstrates that the character of sanctions measures, and the changing nature of the international system, has put the use of sanctions and isolation measures in different terms than was the case just a couple of decades ago.

GPM Support vehicle drove to the machine to handover the replacement fuze; the vehicle then reversed out back down the 'cleared lane' towards the 'safe area' and veered off this lane into an uncleared area (GPM skip area). The GPM Support vehicle had a mine-strike approximately 1m into the uncleared area. The vehicle was turned around 90º in a clockwise direction and resting approximately 2m away from the seat of the explosion.

On 31 August 2007 the Netherlands Government (NG) decided to fund the Danish Demining Group (DDG) mine action activities in Somaliland, Sudan, and Afghanistan. The funding agreement runs from January 2008 to December 2011 and NG and DDG had preliminary discussions on the continuation of the project. The NG Decision of 31 August 2007 foresees an external evaluation initiated by the grant recipient.

The purpose of this evaluation is two-fold: (1) to evaluate progress towards objectives, thus contributing to improving the programme through documenting lessons learned and providing recommendations; and (2) to evaluate and inform NG and DDG on project …

Nine years after the outbreak of the second intifada (uprising) in September 2000 and sixteen years after the signing of the Oslo Accords in September 1993, Israelis and Palestinians seem as far as ever from a final status agreement. Diplomatic efforts by the George W. Bush administration - notably the Performance-Based Road Map to Peace and the 2007 Annapolis Conference - avoided the core conflict issues, and delayed such negotiations by emphasizing "provisional" borders. These counties tend to have poorer economic conditions that exacerbate attempts at hazard mitigation.  Emergency Alerts Systems (EAS) are the most efficient and effective ways to provide information of impending danger.  This study will compare and contrast different EAS to determine which would accommodate the needs of a community. The most successful way for most counties to alert citizens is through the use of a combination of redundant systems. The FARC (Fuerzas Armadas Revolucionarias de Colombia or Revolutionary Armed Forces of Colombia) transformed from a traditional guerrilla group into a full-fledged insurgency because of its ability to effectively convert the proceeds derived from illegal narcotic trafficking into operational funds. Those financial capabilities allowed the FARC to challenge government authority in large swathes of the Colombian state. The FARC moved into the drug trade, initially controlling production territory and subsequently engaging in trafficking, which allowed the organization to increase its war-fighting capabilities.
