2013 has been a challenging year with use, or alleged use, of antipersonnel landmines and cluster munitions. In addition to strong condemnation, the CMC and the ICBL played a crucial and unique role in ensuring all of the confirmed and alleged instances of use were brought to light and kept on states’ agenda, investigated, widely condemned and that pressure would be put on the states in question to halt use of these weapons.

(from book introduction, pp. 6-7) "Schmidt describes the differences between quantitative and qualitative approaches, research questions, and thought processes. Schmidt argues that quantitative methods are appropriate for tactical engagements and can inform strategic thinking, but a completely different thought process (i.e., qualitative) is necessary for success when asking questions with strategic implications. Schmidt also discusses how time delays can affect the perceived impact of qualitative modes of thinking."

Much discussion has been generated over the still relatively new U.S. strategic “Pivot to Asia” and what this will mean for our national defense policy and force structure. This pivot represents what will become a multi-year shift from the legacy of 9-11, with over a decade’s focus on ground and counterinsurgency operations in Iraq and Afghanistan, to a rebalancing of national effort, emphasizing air, naval, and space (both orbital and cyber) forces, focused on a rising China. The introduction of this work analyzes the types and evolution of cartel IAFVs in Mexico. To this analysis can be added “vehicle number 24” in the picture gallery, which highlights fixed 50 cal. sniper rifles and machine guns found in or on various vehicles seized from the cartels. These represent multiple 50 cal. sniper rifles and heavy machine guns on fixed mounts inside vehicles and, in one instance, on the back of a vehicle with armored gun shield protection. A phenomenological study using Nonaka and Takeuchi’s socialization, externalization, combination, and internalization (SECI) model explored the organized, continual method of tacit-to-explicit knowledge theory for organizational knowledge creation. Twenty participants shared their lived experiences in semi-structured interviews. Ten primary themes emerged, with results indicating the foundation for supporting the knowledge sharing process.

The Case To Accredit Homeland Security Programs: Why Outcomes-Based Accreditation Makes Sense, James D. Ramsay

The following essay lays out an argument for program level accreditation in academic homeland security (HS) programs. Admittedly, neither the practice nor the educational components of the HS discipline are standardized. Indeed, a recent analysis by the Congressional Research Service indicates that there remain several operational definitions of HS in practice. Regardless, this paper provides rationale which argues that after roughly eight years, academic HS has developed enough to be able to identify and support a distinct set of student learning outcomes— knowledge, skills and attitudes—that can both characterize and define the discipline.

I inquire into Samuel P. Huntington’s clash of civilizations theory as outlined in his landmark The Clash of Civilizations. I explore conflicts starting at the end of the Cold War to 2007 in order to examine whether Huntington’s theory has been materializing (there is a marked increase in conflicts between Civilizations, and they have become more intense) or if the face of conflicts has stayed relatively similar to Cold War era clashes. Affected states, with the support of the international community, have achieved real progress in addressing the threat of mines and ERWs, including cluster munitions. This has been reflected most notably by the drastic reduction in casualties over the last two decades, as well as by increased national capacity, advances in the universalization of various treatises and conventions and enhanced cooperation amongst mine action actors.

Significant challenges remain but these achievements constitute major opportunities to accelerate the realization of a world free of these threats.

In Mozambique APOPO has been instrumental in clearing Gaza Province of landmines and Explosive Remnants of War (ERW) to the point where Gaza has been declared “Impact Free”. The teams have since been deployed to other Provinces within the country to continue their efforts with the aim of assisting Mozambique to achieve full compliance with its Anti-Personal Mine Ban Convention obligations by December 2014.

Emergency management consists of four phases—mitigation, preparedness, response, and recovery. Sheltering is an aspect of the response phase. Response involves activities from many different organizations—local, volunteer, state, and federal. The initial response to a disaster is from local emergency management organizations. The American Red Cross, as chartered by the federal government, is primarily responsible for providing initial shelter and food to the affected population during a disaster.

Ever since the devastating attacks of 9/11, America has made terrorism prevention a top priority, and the Department of Homeland Security has transferred billions of dollars to states in Domestic Preparedness and Anti-Terrorism programs. However, there has been much debate on how these funds are allocated, many speculating that some states receive more funding than others as “pork.”

In March 2013, GICHD and the Norwegian Refugee Council (NRC) undertook a joint mission to South Sudan on land rights and mine action in order to provide mine action organisations with analysis on land related conflict and practical guidance on how they can ensure their mine action operations “do no harm” and take land issues into consideration. The United States’ counterterrorism efforts have been framed in various ways in the media and politics, and each framing metaphor varies in its ability to accurately describe counterterrorism (Kruglanski, Crenshaw, Post, & Victoroff, 2007). Each frame also may have effects on the way the public perceives, responds to, and finds acceptable in counterterrorism. One common framing metaphor in American politics is counterterrorism as a “War on Terror.” Terror Management Theory (TMT) predicts that reminding people of mortality has predictable effects on their opinions and behavior.
