The events in Basra in the spring of 2003 illustrate a “hybrid” conflict with elements of conventional and unconventional warfare: humanitarian assistance, managing IDPs, security operations with multiple state and nonstate actors, all occurring simultaneously in the same geographic area and period of time. In that regard, the situation in Basra in late March and early April 2003 presented a worst-case scenario both for military commanders and civilian leadership. The movement to end the suffering caused by cluster munitions succeeded not only in establishing a legal ban in the form of the 2008 Convention on Cluster Munitions (CCM), but also in decisively reshaping the global perception of these weapons. The ethics of forensic professionalism is often couched in terms of competing individual and societal values. Indeed, the welfare of individuals is often secondary to the requirements of society, especially given the public nature of courts of law, forensic hospitals, jails, and prisons. We explore the weaknesses of this dichotomous approach to forensic ethics, offering an analysis of Psychology’s historical narrative especially relevant to the national security and correctional settings. We contend that a richer, more robust ethical analysis is available if practitioners consider the multiple perspectives in the forensic encounter, and acknowledge the multiple influences of personal, professional, and …

This thesis examines the complex, interdisciplinary nature of counterinsurgency in the 21st century by assessing the whole-of-government, population-centric approach that the Dutch Armed Forces and Government took to combat the Taliban in Uruzagn, Afghanistan from 1 August 2006 to 1 August 2010. The Dutch approach resulted in increased security, as well as increased political and economic capacity in the three districts of Uruzgan where they focused their efforts. By the end of Task Force Uruzgan, the Government of Afghanistan had increased its majority control from 0 percent of the population to approximately 60 percent, and the Afghan National Security Forces …

Virtually all national security planners decry the lack of interagency planning and cooperation, yet very few attempts have been made to codify or solidify this critical process successfully. This case study demonstrates that a great part of insuring interagency cooperation and integration rests with mid-level planners and staff members.
